Role Description At Colliers Project Leaders we help clients advance the built environment by assisting them to build amazing workplaces, businesses, and communities around the world. We are currently looking for a Project Manager to join our Owner's Rep team remotely within the US with Data Center experience. - Lead all aspects of assigned responsibilities on construction projects, including: - Project set up with project budget and schedule creation including oversight. - RFP development, pre-bid planning, oversight, and coordination. - Leading all design phases and document management working internally with stakeholder groups and SMEs. - Coordination and supervision of contractors, either traditional or design build. - Oversight of physical construction activities on site. - Leading commissioning of critical systems integration across new customer builds and existing data centers. - Hand-off of physical data center and project documents to customer and operations. - Management in contractor safety performance. - Coordination and logistical planning for all OFCI equipment. - Management of project scope, safety, schedule, stakeholder, data center work rules, and budget. - Drive all aspects of construction including pre-construction, design development, permitting and entitlements, competitive bid process, team selection, construction oversight, commissioning, and project closeout. - Act as project leader, driving coordination and integration of internal customers within the project. - For assigned construction projects, manage General Contractors and vendors project management resources. - Report to assigned Client's Special Projects team and manager. - Manage assigned portfolio execution on projects from concept through commissioning and prepare various reports on a monthly and/or quarterly basis. - Drive day-to-day construction decisions to conclusion. - QA/QC work of assigned projects to confirm accuracy. - Handle inputs and delivery of work products with internal team members to ensure that new data center spaces follow all applicable client requirements. - Establish and track project budgets. Submit approval packages to TOF approval group. - Partner with Base Building Director(s), Construction Cost & Finance to produce monthly project forecasts including variance analyses as well as execution of Master Service Agreements (MSAs) and project authorizations for new and existing contractors and vendors. - Vendor/Contractor management including qualification and relationship building/maintenance. - Review monthly billing with team, confirm substantiation and audit vs budget. - Ensure ‘lessons learned’ are held and placed in the feedback loop to drive continuous improvement. - Ensure project team aligns with project turnover documentation requirements to Operations. - Work closely with Operations to coordinate design criteria and construction with ongoing maintenance and operation of existing facilities. Qualifications - Bachelor’s degree in Construction Management, Architecture, Engineering or a similar field. - 5+ years of project management experience is required, 7-10 years is preferred. - Sophisticated and technical construction experience is required. - Data Center and General Contractor experience is preferred. - Experience in CSA (civil, structural, architectural) and MEP (mechanical, electrical, plumbing) construction management is a requirement. - Proficient in Microsoft Office and project management tools like MS Project or P6. - Knowledge of Procore software preferred. - Travel may be required and could grow, but will be assessed by the project team. - Ability to read, write and understand English for purposes of comprehending written job-related communications and verbal instructions and interactions. Our UDE team works with industry-leading internet service providers across the United States to provide network engineering services. The OSP designer will be responsible for planning, designing, documenting and permitting proposed new outside plant backbone, middle mile FTTx, Passive Optical Network (PON, G-PON, XGS-PON), Centralized and Distributed Split Architecture and BAU build-outs. Responsibilities - Gather and utilize field data for railroad, waterway crossings, and controlled access permits. - Review jurisdiction documentation and field data to determine design within Right-Of-Way (i.e., wetlands, floodplains, highlands, pinelands, CAFRA, etc.). - Exhibit understanding of Telecom, Fiber - Outside Plant (OSP) design (FTTx, MDU, wiring diagrams, splicing schematics, equipment types, etc.) and design FTTx. - Network proficient in OSP route designs and simple modification designs. - Design/draft construction and permit drawings with minimal guidance. - Design Fiber-Optic network (FTTx) using ArcGIS software, or client designated software, with minimal supervision. - Determine efficient and cost effective path (aerial vs. underground) and construction methods (Bore, Plow, Trench, Micro-trench) for fiber optic cable. - Conduct QC review of junior staff work including constructability review. - Complete final QC of permit packages before submittal. - Create Bill of Materials. - Assist in preparing project proposals, including scope of work, fees and schedules. - Basic understanding of project finances. Role Description Colliers Engineering & Design is seeking an Assistant Project Manager or Project Manager with business development capability to support our growing federal practice. This role strengthens project delivery across USACE civil works, water resources, geotechnical, and structural programs while contributing to strategic positioning and pursuit efforts with targeted USACE districts. While our preference is for this individual to be based in one of CED’s office locations to support collaboration and team engagement, we understand that exceptional talent is not limited by geography. Therefore, we are open to considering highly qualified candidates for a fully remote arrangement. Responsibilities include: - Coordinate project planning, scheduling, budgeting, and documentation in support of Federal Market Leads and Project Managers delivering USACE related work. - Assist with development of work plans, cost forecasts, earned value tracking, and progress reporting. - Prepare and review technical submittals, RFIs, change documentation, meeting minutes, and quality control records in accordance with USACE standards. - Support field coordination with internal teams, subcontractors, and USACE representatives to ensure compliance with design criteria, safety requirements, and contract specifications. - Contribute to hydrologic, hydraulic, and water control analyses using HEC RAS and related H&H tools when applicable. - Maintain organized project documentation and assist with project controls, risk tracking, and schedule updates. - Identify and track upcoming USACE opportunities through district forecasts, SAM.gov, and industry engagement. - Support proposal development, including technical writing, past performance assembly, compliance reviews, and coordination with discipline leads. - Participate in capability briefings, client meetings, and teaming discussions with partner firms. - Maintain relationships with USACE personnel, teaming partners, and subcontractors to strengthen Colliers’ federal market presence. - Contribute to market research, competitor analysis, and strategic planning for targeted USACE programs. Qualifications - Professional Engineer (PE) or Project Management Professional (PMP) certification required. - Bachelor’s degree in civil engineering, with emphasis in Structural, Water Resources, Geotechnical or Environmental. Electrical and Mechanical Engineering will be considered secondary. - Proficiency in Microsoft Office Suite, including Excel, Word, and PowerPoint. - Experience with HEC RAS and Hydrologic & Hydraulic (H&H) modeling tools. - Strong understanding of engineering plans, specifications, and federal contracting requirements, including USACE quality control processes and submittal workflows. - Ability to collaborate across multidisciplinary teams, environmental, survey, geotechnical, structural, and water resources. - Effective communication and relationship building skills for interaction with USACE personnel, teaming partners, subcontractors, and internal leadership. - Familiarity with project management and document control platforms used in federal and large scale infrastructure projects. - Ability to read, write, and understand English for purposes of comprehending written job-related communications and verbal instructions and interactions.
