Description Briljent is seeking a highly skilled Information Technology Project Manager to support the South Dakota Department of Social Services (DSS), Division of Child Support, in a consulting engagement. This role will lead the design, development, and implementation of information system transformation projects, providing strategic project management direction to the agency. The engagement is expected to be a remote position with occasional travel to Pierre, South Dakota, on an as-needed basis, with an anticipated duration of 12 months beginning on or about June 1, 2026. Essential Duties Project Leadership - Lead the design, development, and implementation of various information system transformation projects for the Division of Child Support. - Provide strategic direction to the agency and assist in defining strategic direction for enterprise-level IT implementations. - Lead and coordinate efforts of development teams and vendors to ensure solutions are implemented successfully and on time. - Ensure project governance and monitoring controls are in place throughout all phases of the project lifecycle. Requirements and Planning - Define business and technological requirements by consulting with product owners, subject matter experts, and scrum teams to identify business needs and objectives. - Manage highly complex large-scale enterprise projects as well as smaller-scale projects, ensuring all are on time and within budget. - Apply project management and governance principles to ensure consistent, high-quality delivery across all engagements. Mentorship and Knowledge Transfer - Mentor state personnel in project management practices and methodologies. - Over time, train state resources to assume project management functions independently Requirements - Knowledge of child support program policies, procedures, and business practices. - Experience on child support system modernization projects. - Successful experience managing information technology solutions across the full project lifecycle. - Knowledge of various software development methodologies including Agile, Waterfall, and DevOps. - Experience successfully applying project management and project governance principles. - Strong communication and interpersonal skills with the ability to facilitate discussions with state agency stakeholders, product owners, and technical teams. Education and Experience - Bachelor's degree or equivalent working experience in Information Technology, Computer Science, Business Administration, or a related field. - PMP certification or equivalent working experience in project management. - 5+ years of experience managing enterprise-level IT projects, preferably within a government or public sector environment. - Prior experience with child support or health and human services system implementations is strongly preferred. Physical Requirements This position requires the ability to remain in a stationary position for extended periods of time and to use a computer and other standard office equipment. Occasional travel may be required, including the ability to navigate airports and client sites. Role Description HGL has a position open for an Environmental Project Manager I to manage and support projects primarily within Environmental Protection Agency (EPA) Region 3 (Pennsylvania, Maryland, Delaware, Virginia, West Virginia, and Washington, D.C.). The Environmental Project Manager I will manage projects for HGL’s government clients, mainly the U.S. EPA, and potentially the U.S. Air Force, U.S. Army Corps of Engineers, U.S. Department of Defense, U.S. Department of Energy, and other federal and state government clients. Responsibilities/Duties - Managing and supporting CERCLA-regulated remediation projects and field investigations at hazardous waste sites. - Developing project budgets based on scope and developing project schedules to meet performance and payment milestones. - Directing, managing, and leading project teams to meet project objectives in line with corporate and customer quality expectations. - Communicating effectively with clients, regulators, project team members, field crews, subcontractors, and company management. - Analyzing and interpreting environmental and analytical data. - Managing technical and administrative aspects of project deliverables, including reviewing and authoring technical reports, specifically CERCLA Remedial Investigations, Feasibility Studies, Remedial Designs, Remedial Action Work Plans, or similar phases of environmental restoration projects. - Procuring subcontractors, developing cost estimates, and overseeing field teams. - Managing project risks and developing associated mitigation approaches and strategies. - Supporting business development efforts, including leading or supporting proposal efforts. - Supervising project staff. - Traveling to project sites and client offices, as needed, approximately 10% of the time. Qualifications - Minimum 4 years of experience executing and managing EPA, DoD, and/or DOE investigation and remediation projects regulated by CERCLA and/or RCRA. - Bachelor’s degree in Environmental Engineering, Chemical Engineering, Civil Engineering, Geology, Hydrogeology, Environmental Science, or other related environmental field of study. - Strong technical writing, organizational, and oral communication skills required. - Willingness to support technical tasks ranging from fieldwork and field operations; development of specifications; and data management, evaluation, and report preparation. - Computer proficiency in Microsoft Office Suite required. - Knowledge of appropriate methodologies for groundwater, surface water, soil, and sediment sampling at CERCLA and RCRA sites. - Excellent time management and organization skills. - Ability to build consensus among leadership and stakeholders through effective interpersonal communication and relationship building skills.
