Strategic Sourcing Manager

JLL

Role Description JLL seeks a Strategic Sourcing Manager to lead sourcing operations for one of our growing accounts. This role represents a unique opportunity to shape JLL's vision with a new client partnership, requiring an entrepreneurial self-starter who can apply JLL sourcing strategies while building critical programs from the ground up. Key Responsibilities: - Leadership & Team Management - Lead and develop a team of sourcing professionals (two direct reports) to achieve strategic outcomes and operational excellence. - Establish work priorities, assign deliverables, and resolve issues to ensure client and JLL satisfaction. - Mentor and guide team members on JLL sourcing methodologies and best practices. - Strategic Sourcing & Category Management - Serve as subject matter expert for JLL sourcing strategies, supplier relationships, and program management. - Perform periodic market trend analysis across assigned categories, evaluating supplier base capabilities and industry changes. - Deliver market, supplier, and operational intelligence to support optimization of JLL-managed services operations. - Convert supplier proposals into comprehensive, relevant scopes of work that align with client objectives. - Program Implementation & Operations Support - Implement, coordinate, and communicate regional and national sourcing programs in accordance with JLL standards. - Support Category Management team's supplier relationship and performance programs with key suppliers. - Provide management, instruction, and follow-up for operations teams' RFP/bid processes, contracting, and operational procedures. - Support JLL e-commerce procurement initiatives JLLMP. - Client Partnership & Stakeholder Engagement - Partner closely with Altria stakeholders, JLL Sourcing, and Integrated Facilities Management teams to drive immediate and sustained client benefits. - Manage internal and external customer expectations proactively. - Present analysis and recommendations to Supply Chain and business stakeholders in client-ready formats. - Identify and lead appropriate field resources to execute strategic initiatives. - Compliance & Risk Management - Ensure compliance with JLL's sourcing and contracting policies, procedures, risk management programs, and ethics standards. - Collaborate with Corporate Legal and Risk Management to ensure contractual terms comply with standards and receive formal review and approval. - Understand complexities associated with facility management, sourcing, and vendor management at retail locations. - Supplier Relationship Programs - Participate in and provide leadership for Preferred Supplier performance review meetings. - Support and assist development of programs aligned with client and company requirements. - Mentor and educate suppliers through structured engagement meetings. Qualifications - Critical thinking ability with proven track record of delivering thought-through solutions that drive business outcomes. - Entrepreneurial mindset with ability to build programs and apply JLL Sourcing Standards to new client environments. - Strong sense of urgency and ability to "meet the moment" in fast-paced situations. - Flexibility to reprioritize based on shifting client demands. - Comfort operating in ambiguous environments and embracing uncertainty. - People management experience with demonstrated ability to lead and develop direct reports. - Deep understanding of facility management, sourcing, and vendor management operations. - Expertise in RFP/bid processes, contracting, and supplier performance management. - Knowledge of market analysis, category management, and supplier relationship strategies. - Experience implementing compliance programs and working with legal/risk management functions. - Strong analytical and problem-solving capabilities. - Excellent communication and presentation skills with ability to deliver client-ready deliverables. - Proven stakeholder management across operations, procurement, and executive levels. - Ability to translate complex supplier proposals into actionable scopes of work. - Proactive approach to managing expectations and resolving issues. This role will support the essential administrative and coordination support across the procurement lifecycle, ensuring activities are executed efficiently and in compliance with applicable city, state, and federal regulations. Under general supervision, this role performs complex tasks including research, drafting, purchasing, inventory management, and recordkeeping. The position requires a strong understanding of procurement laws, practices, and procedures, as well as the ability to deliver high-quality procurement support. Collaboration and effective teamwork are critical to meeting organizational needs and supporting successful project delivery. Summary of responsibilities: - Oversee all phases of the acquisition process, from initiation to contract closeout ("cradle to grave"). - Review all major procurements for accuracy, ensuring timely contracts with complete documentation in compliance with judiciary regulations and local policies. - Develop and regularly maintain standard operating procedures for procurement and the receipt of goods and services. - Prepare supporting documentation for the procurement of supplies, equipment, services, architect-engineering, construction, and furnishings through new contracts, competitive bids, or existing contracting vehicles. - Draft pre-award specifications, solicitations, requests for information, and proposals or quotations, ensuring they are thorough, clear, and aligned with customer needs. - Ensure procurement staff conducts comprehensive research and evaluates suppliers based on price, quality, selection, service, support, reliability, production, and history, as applicable to the acquisition. - Compose supporting documentation for issuance of contracts, awards, and purchase orders. - Record initial obligations and adjustments, ensuring valid obligations are accurately documented and kept current. - Evaluate and monitor contract performance to ensure compliance with obligations and resolve conflicts effectively. - Plan and coordinate the delivery and installation of purchases, services, and construction, interfacing frequently with CAHSR, vendors/contractors, and support contractors to ensure compliance with performance periods and proper record-keeping. - Under management supervision, coordinate the review of customized contract drafts with stakeholders (e.g., Legal, Risk Management, Audit Services, Environmental Services, Safety) to mitigate risks. - Ensure compliance with legal, regulatory, and internal CAHSR policies and regulations. - Under management’s supervision, coordinates review of developed customized contract drafts by stakeholders (i.e. Legal - based on associated risk, Internal Client, Risk Management & Insurance Services, Audit Services, Environmental Services, Safety, etc.) to mitigate risk. - Respond promptly to customer and supplier inquiries regarding order status, changes, or cancellations to support CAHSR needs - Actively promote and maintain safety in all day-to-day activities. - Tracks the status of requisitions, contracts, and orders. - Reconcile outstanding invoices and process payments in accordance with contract terms and conditions. - Contributes to the overall success of the AECOM and CAHSR office by performing all other duties and responsibilities as assigned. - Provide coaching and mentoring to designated staff in the procurement process to enhance team capabilities. - Contribute to the overall success of AECOM and CAHSR by performing other duties as assigned. Qualifications Minimum requirements: - BA/BS + 8 years of relevant experience or demonstrated equivalency of experience and/or education. Preferred Requirements: - Master's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees in Business, Acquisitions, Legal or related field. + 6 years of relevant experience or demonstrated equivalency of experience and/or education. - Extensive knowledge of the California State Contracting Manual (SCM), including, competitive and non-competitive bid processes, SB/DVBE participation requirements, contract formation and amendments, and compliance with Cal eProcure/FI$Cal systems to ensure efficient and audit-ready procurement practices. - Contracting Professional Certification: FAC-C Professional, DAWIA Level II or III, or an equivalent certification. - Exceptional Communication Skills: Strong ability to communicate effectively both in writing and verbally. - Multitasking and Organizational Skills: Demonstrated ability to manage multiple tasks simultaneously, maintain strong organizational skills, and effectively prioritize in dynamic and changing situations.
