Role Description Au sein d'une équipe de 10 agents, vous serez chargé des missions suivantes sous l'autorité hiérarchique du Chef du Pôle Ressources en Eau et Milieux Aquatiques : - Mettre en oeuvre la réglementation et la politique de l'eau en matière de gestion quantitative de la ressource : - Gérer les quotas d'eau pour l'irrigation (recueil des besoins, notification des quotas, restrictions, contrôle documentaire, collecte des relevés intermédiaires et de fin de campagne) et collaborer avec l'association des irrigants et la chambre d'agriculture. - Renseigner les outils de pilotage et être l'interlocuteur de la DREAL et de l'administration centrale pour les dossiers « irrigation » du département de l'Aube. - Préparer les éléments d'information liés à la fin de campagne (notamment diaporama de bilan). - Préparer et assister au comité ressource en eau dans le cadre de la gestion de la sécheresse (collecter les productions des intervenants, rédiger les comptes-rendus); préparer les arrêtés préfectoraux de restriction des usages de l'eau et les déposer sur le site Internet de l'État et dans Vigieau; renseigner la plate-forme RESANA; en période de sécheresse, développer le volet communication (notamment bulletin interne DDT, communication auprès des collectivités, ...); suivre et capitaliser l'activité des contrôles. - Mettre en oeuvre la réglementation et la politique de l'eau : - Instruire des dossiers de Déclaration et d'Autorisation environnementale (forages et prélèvements) en lien avec les autres services concernés (ARS, OFB, Agence de l'eau,...). - Apporter son appui technique à l'instruction des dossiers des autres agents du service (déclaration et autorisation). - Pour la thématique relative à la gestion quantitative de l'eau, contribuer à l'élaboration du PAOT au sein du service en lien avec le responsable du SEB et du PREMA et veiller à son appropriation par l'ensemble des partenaires. - Participer aux réseaux métier et assurer une veille réglementaire.
