Job Summary: As the Compliance and Quality Manager, you are responsible for ensuring that all aspects of MVM’s program operations are compliant with policies and procedures specified by the contract, as well as applicable federal, state, and local laws and regulations and MVM’s own high standards. This includes collaborating with Operational leadership to ensure all quality control plans are executed in compliance with contract requirements. Essential Functions and Responsibilities: - Ensure ongoing program-wide compliance with contract policies, procedures, and guidance; applicable laws and regulations; and MVM policies and procedures. - Lead the implementation and management of the Quality Control program. - Participate in the recurring review/updating of all programmatic policies, procedures and training materials to incorporate best practices and validate ongoing compliance. - Support drafting and development of new policies and procedures. - Conduct regularly scheduled and unannounced internal audits of operations and mission supporting departments to ensure program compliance. - Conduct regularly scheduled and unannounced internal audits of system data and contract records. - Analyze inspection data to identify patterns or trends. - Perform root cause analyses of performance or compliance issues as needed. - Determine appropriate corrective actions in coordination with managers. Track completion and assess effectiveness of all corrective actions. - Ensure contractual compliance with all reporting requirements for all areas of MVM. - Immediately inform MVM Management and program stakeholders of any potential issues or noncompliance. - Make thoughtful recommendations to improve compliance and the overall service and care provided by MVM. - Maintain comprehensive, well-organized records of all compliance activities. - Perform all other duties as assigned. Minimum Qualifications & Skills: - Possess a bachelor’s degree from an accredited university (or an associate degree with two or more years of extra relevant experience may be substituted for a bachelor’s degree, or more than four years of related experience may be substituted for a degree). - Have at least two years of documented experience in a field related to security, law, social work, detention, corrections, or similar occupational area. - Demonstrate management and supervisory experience applicable to the goals and objectives of this requirement and appropriate for a similar program environment. - Two (2) years of experience in either compliance, quality assurance, or another field related to the implementation and monitoring of programmatic compliance to licensing, accreditation, and/or policies. - Available to work a flexible schedule, including nights and weekends. - Must be able to travel for extended periods of time (up to 50%). - Have strong organizational and interpersonal skills. - Must possess excellent written and verbal communication skills. Be able to manage multiple priorities simultaneously and follow through successfully. • Act as the focal point for inspections by the Brazilian Central Bank (BACEN) and internal/external audits, preparing evidence, responding to inquiries, and ensuring the compliance of Fraud Prevention and AML/CFT controls; • Monitor and interpret new regulations and regulator reports, translating regulatory requirements into operational processes and internal policies; • Responsible for mapping fraud processes and identifying control failure points (gaps), proposing action plans ahead of potential regulatory findings; • Support supplier/vendor contract assessments; • Draft, review and keep manuals, policies and procedures for fraud prevention up to date, ensuring documentation reflects operational reality and legal requirements; • Lead audit remediation efforts and projects to implement new regulatory controls, coordinating across Fraud, Product, Compliance, Legal and Technology teams; • Establish governance KPIs to measure control health and adherence to established policies, and report risks; • Actively participate in interbank forums and working groups to monitor how the market interprets new rules, anticipating supervision trends and emerging fraud schemes.

• Own the EMI Licensing Journey (DNB) • Lead and coordinate the full EMI authorisation process with De Nederlandsche Bank (DNB) • Act as the primary point of contact with the regulator • Own licensing documentation, submissions, responses, and timelines • Partner with Legal, Risk, Product, Finance, and Engineering to ensure readiness across governance, safeguarding, capital, and risk management • Ensure alignment with PSD2, EMD2, and DNB supervisory expectations • Design, implement, and maintain a comprehensive compliance framework covering Dutch and EU regulations • Ensure ongoing compliance with PSD2, EMD2, GDPR, Wwft, and related EU frameworks • Conduct compliance risk assessments and maintain effective internal controls • Provide compliance guidance on new products, partnerships, and cross-border expansion • Act as liaison with DNB and AFM for ongoing supervision and inspections • Serve as the appointed MLRO for the Dutch entity • Own and continuously improve the AML/CFT programme • Oversee transaction monitoring, SAR reporting, CDD/KYC, and EDD processes • Act as escalation point for suspicious activity and coordinate with FIU-NL • Maintain up-to-date knowledge of financial crime typologies and regulatory expectations • Deliver AML/CFT training across the organisation • Build, lead, and mentor a high-performing compliance and risk team in the Netherlands • Prepare and present regular compliance, AML, and risk reports to senior leadership and the Board • Promote a strong culture of ethics, transparency, and accountability • Support group-wide risk management, audit, and internal control initiatives
