Scope of Work: Capio Group is looking for an experienced Business Solutions Analyst to be a part of a team to provide business analysis services to help manage and oversee planning activities and Stage 4 of the Project Approval Lifecycle (PAL) for the client Information Technology (IT) Systems Modernization project. The Business Solutions Analyst will assist with the remaining project planning activities, managing, supporting, and guiding, conducting project readiness, legislative analysis, PAL Stage 4 documentation, and the evaluation of proposals for the Solution Integrator, preparing for Solution Integrator onboarding, and transitioning to the implementation activities after project approvals. To accomplish these activities, the Business Solutions Analyst will be responsible for tasks including but not limited to: - Assess and incorporate changes to the Project resulting from ongoing legislation using the project’s change control process. - Participate and contribute to project planning activities, including but not limited to assisting with the primary solution solicitation and the development of CDT PAL Stage 4 deliverables. - Define, plan, and conduct implementation preparation activities to include but not limited to: - (i) Prepare and/or update project repositories, artifacts, tools, policies, and processes. - (ii) Ramp-up of a solution vendor to assume responsibilities for leading, overseeing, and completing assigned tasks and deliverables that will be required of state staff, primary solution and ancillary vendors - Conduct effective project management through remaining PAL stages. - Provide project management support to the client project management team. - Assist the client in the completion of Solution Integrator (SI) Request for Proposal (RFP) development. Mandatory Experience: - Within the last ten (10) years, must have at least five (5) years of experience applying analytical processes on IT projects. *Desirable Qualification scores may be awarded for additional years of experience. - Within the last ten (10) years, at least three (3) years of applying analytical processes on IT Projects experience must have been in business systems analysis and design. *Desirable Qualification scores may be awarded for additional years of experience. - Must possess a Bachelor’s Degree. Additional qualifying experience may be substituted for the required education on a year-for-year basis. A copy of the degree must be provided upon request. NOTE: If no degree, Resource would need to demonstrate a total of nine (9) years of experience to meet (i.e., minimum five (5) years + four (4) additional qualifying years). - Within the last ten (10) years, must have three (3) years of experience in analyzing legislative mandates and regulations to identify their impact on system requirements. *Desirable Qualification scores may be awarded for additional years of experience. - Within the last ten (10) years, must have three (3) years of experience preparing PAL documentation and artifacts for IT projects, specifically for Stages 3 and 4. *Desirable Qualification scores may be awarded for additional years of experience. - Must be able to provide a client/user end reference contact information for each applicable project that are similar in nature and scope meeting the requirements upon request in the qualification form. In addition, you must be able to submit completed reference forms when requested. The reference contact must be a representative of the company for which the project was developed and must have served in a management or supervisory role. Desirable Experience: - Possession of a Master’s Degree or doctorate from a recognized college or university. Additional qualifying experience may be substituted for the required education on a year-for-year basis. A copy of the degree must be provided upon request. Alternatively, additional qualifying experience may be substituted for the required education on a year-for-year basis. NOTE: If no Master’s degree, Resource would need to demonstrate an additional two (2) years of experience in addition to the experience used to meet MQ 1.
