Le Département Impacts Santé et Déchets (DISD) agit pour la prévention des impacts sur les milieux naturels et sur la santé des populations, liés au fonctionnement des industries, ainsi que pour la prévention et la gestion des déchets. Environmental Inspector for Waste Recycling

Role Description Vous souhaitez jouer un rôle dans les défis à relever pour la transition écologique et énergétique ? En tant qu'inspecteur de l'environnement, vous suivez les projets et les installations sur leur cycle de vie. En particulier, le poste consiste à : - Instruire les dossiers de demandes d'autorisation, d'enregistrement, de modification d'installations, les cessations d'activité et les plaintes : rédiger les rapports et les projets d'arrêtés préfectoraux correspondants, présenter les rapports en CODERST et en CDNPS. - Inspecter les installations classées conformément au plan pluriannuel d'inspection : rédiger les rapports pour le préfet, les rapports de visite via un logiciel dédié, proposer des suites adaptées et en assurer le suivi. - Contrôler les rejets des installations : contrôles inopinés, analyser les documents relatifs à l'autosurveillance et à la surveillance des émissions. En intégrant ce poste, vous rejoindrez le collectif de travail de l'inspection. Vous bénéficierez de l'appui des autres inspecteurs de l'unité, des référents régionaux et des actions de coordination organisées. La diversité des nombreuses sollicitations nécessite de la rigueur dans l'organisation et la gestion des priorités définies avec votre hiérarchie. Une présence régulière sur le terrain, en alliant inspection et instruction, et une gestion des affaires, dynamique et proportionnée aux enjeux, sont attendues. Le travail s'inscrit en outre dans un cadre qualité avec des objectifs en termes de délais et de volumes. Vous aurez des contacts réguliers avec le corps préfectoral, les exploitants, les bureaux d'études, d'autres services de l'État (Direction départementale de la protection des populations, Direction départementale des territoires, Agence régionale de santé, Service départemental d'incendie et de secours) mais aussi les élus, avec une sensibilité marquée liée aux enjeux présentés par les installations contrôlées. Les sites suivis sont notamment des installations de stockage de déchets, des centres de tri-transit-regroupement de déchets, des centres de véhicules hors d'usage, des déchetteries. Une adaptation de la répartition des sites et des missions est envisageable en lien avec la hiérarchie. Vous êtes placés sous l'autorité hiérarchique du chef du pôle Déchets Recyclage. Qualifications - Curieux, engagé, rigoureux, pédagogue. - Esprit d'analyse et de synthèse. - Aime travailler en équipe. - Réactif, sens des responsabilités et esprit d'initiative. - Sait tenir des positions et les argumenter. - Formation scientifique de niveau BAC+5. - Capable d'approfondir les sujets techniques, notamment dans le domaine des risques technologiques et chroniques, des déchets, etc. - Aime découvrir et utiliser des outils informatiques dédiés. Requirements - Une première expérience dans les risques industriels/chroniques ou dans le domaine du déchet. - Une pratique, même passée, d'une réglementation relevant du code de l'environnement serait appréciée.
