Role Description Le responsable de service administration générale et ressources est rattaché au directeur de pole des solidarités. Le service centralise l’ensemble des fonctions ressources pour les services du pole, il est composé de 4 unités, encadrées chacune par un responsable d’unité. Le responsable de service assure l’encadrement, le suivi, l’animation des fonctions supports en lien avec ces unités. Il aura pour mission de structurer le service, nouvellement créé, de travailler l’organisation opérationnelle des missions en lien avec les équipes. Le service est naturellement en interface avec les directions supports de la collectivité et travaillera à la formalisation et structuration de procédures dans un objectif d’amélioration du pilotage du pôle des solidarités. - En charge de l’encadrement des 4 unités du service et en lien avec l’ensemble des services du pole, le responsable de service assurera : - Le développement d’une culture ressource au sein du pôle pour favoriser l’anticipation, la prévision, le pilotage de nos budgets. - La structuration des process et des procédures. - La construction d’une vision stratégique de l’allocation de nos ressources (suivi du budget, participation à l’identification de marges de manœuvre, etc.). - L’interface/le dialogue de gestion avec les directions ressources de la collectivité. - La déclinaison pour chaque unité d’une feuille de route opérationnelle, des procédures formalisées, partagées avec les services. - La participation au développement d’une culture de l’innovation, du changement, de l’expérimentation et de l’évaluation (notamment en lien avec l’unité RH). - La veille sur les sujets ressources, la diffusion d’informations. - Management et représentation du service : - Encadrer les 4 responsables d’unité qui composent le service. - Animer le collectif de cadres du service. - Participer au collectif de cadres du pole, contribuer aux réflexions transversales. - Accompagner les équipes dans la structuration du service (nouvellement créé). - Définir les périmètres opérationnels du service administration générale et ressources et les modalités d’interface avec les services du pole pour lesquels vous allez travailler. Qualifications - Maîtrise des méthodes de conduite de projet. - Maîtrise des principes et modes d’animation du management. - Maîtrise des méthodes d’analyse et de diagnostic. - Maîtrise des leviers de négociation et de communication. - Maîtrise outil informatique, bureautique et Excel.
