POSITION SUMMARY The Program Manager, Market Builds is responsible for owning the successful delivery of fiber network deployments within assigned markets, from initial approval through construction and into operational launch. This role serves as the central point of accountability for market execution, ensuring alignment across engineering, permitting, construction, operations, and go-to-market teams. The Program Manager drives coordination across internal functions and external stakeholders to deliver projects on time, on budget, and with high quality. This role requires hands-on experience in telecom infrastructure deployment, with a strong understanding of outside plant (OSP) engineering, permitting, construction, and stakeholder coordination. The ideal candidate brings a practical, field-informed perspective and is comfortable operating in the realities of fiber network builds. RESPONSIBILITIES Market Ownership & Lifecycle Management - Own end-to-end delivery of assigned markets, from approval and planning through construction and operational launch - Act as the single point of accountability for market success, ensuring readiness across all phases of the lifecycle - Develop and manage integrated market plans, including timelines, dependencies, risks, and milestones - Ensure smooth transition from concept → design → permitting → construction → operations Telecom Execution & OSP Coordination - Partner closely with OSP engineering, permitting teams, and construction managers to ensure seamless execution - Ensure alignment between network design, permitting timelines, and construction sequencing - Maintain visibility into field realities, proactively identifying risks related to constructability, access, and scheduling Cross-Functional Coordination - Lead coordination across engineering, OSP construction, operations, finance, sales, and customer experience teams - Serve as the primary integrator across departments, ensuring no gaps between planning and execution External Stakeholder Management - Coordinate with municipalities, utilities, developers, and other external stakeholders to support market execution - Partner with permitting teams to ensure ROW access, approvals, and compliance requirements are met - Help navigate local dynamics and maintain strong working relationships to reduce delays and risks Execution Oversight & Risk Management - Monitor market performance against schedule, budget, and key milestones - Identify risks early and lead mitigation strategies across teams - Escalate issues appropriately and drive resolution with urgency and accountability - Ensure construction and deployment activities are aligned with defined standards and expectations Reporting, Communication & Continuous Improvement - Provide clear, concise updates on market status, risks, and performance to leadership - Establish consistent communication cadence across stakeholders - Identify opportunities to improve processes, tools, and coordination models across markets - Contribute to the development of scalable playbooks and best practices for future builds REQUIRED QUALIFICATIONS - 5+ years of experience in telecom infrastructure deployment, fiber network builds, or similar field-based environments - Hands-on experience in one or more of the following: - OSP engineering or fiber network design - Permitting and municipal/ROW coordination - Fiber construction (aerial, underground, or hybrid) - Stakeholder management within telecom or infrastructure projects - Demonstrated ability to manage projects through the full telecom deployment lifecycle (planning → permitting → construction → activation) - Strong understanding of telecom deployment constraints, including permitting timelines, construction sequencing, and vendor coordination - Proven ability to coordinate across multiple internal teams and external stakeholders - Excellent communication, organization, and problem-solving skills COMPENSATION AND BENEFITS Compensation In accordance with Colorado’s Equal Pay for Equal Work Act, the compensation range for this position is $95,000 - $125,000 annually. Final compensation will be determined based on factors such as the candidate's experience, skills, and internal equity.
