Job Requirements

Requisition#: 1515 Job Title : Senior Project Control Analyst Location: 100% Remote Clearance Level: Not Required Citizenship: US Citizen SUMMARY Agile Defense is an award-winning business with an immediate opening for an experienced Senior Project Control Analyst in government contracting responsible for all project financial functions to include budgeting, revenue recognition, project setup validation, variance analysis, and reporting for government and commercial contracts. The candidate for this position will develop and analyze Estimates at Completion (EACs), monitor actual costs and commitments, prepare program review presentations, and produce financial deliverables as required per contract for both internal and external use. This position will require interfacing with members of Finance, Accounting, Program Management, Contracts, Pricing, and Procurement, as well as leading and instructing peers with the knowledge and tools needed to maintain and present accurate program financial information. JOB DUTIES AND RESPONSIBILITIES • Participate in contract kick-off meetings to ensure project setup optimizes accounting software capabilities for project revenue, billing, and reporting utilizing DELTEK Costpoint and Costpoint Business Intelligence. Assists in development of WBS for new projects, new project setup meetings. • Prepare detailed estimates at completion for assigned projects; review with project managers and provide to project accounting at least quarterly or more often if significant changes occur. • Review monthly project costs and revenue, validate monthly cost accruals, monitor actual cost performance against plans/budgets, prepare variance analysis, reports and presentations timely to project managers; identify areas for improvement. • Review detailed costs to ensure accuracy in recording; prepare correction forms for non-labor adjustments; coordinate with employees for required labor corrections. • Prepare monthly program review presentation and assist project manager as required, present monthly operating results to management. • Monitor project spending and backlog including labor, Other Direct Costs, and Subcontract costs. Track and notify Project Managers and Contracts when achieving 75%/85% of contract funding. • Monitor and reconcile unbilled balances on a monthly basis. • Monitor contract funding, track commitments, develop projections and coordinate with contracts for required notifications on limitations and requests for additional funding as needed. • Identify "at risk" funding and mitigation solutions. • Assist project managers with annual budget preparation, both direct and indirect budgets. • Support development of cost proposals for bids, ROMs and equitable adjustment requests. • Develop budgets for significant cost proposals, review actual costs to budgets and provide summary to proposal managers. • Determine impact on direct projects for over/under applied indirect costs throughout the year to ensure adequate funding and maximization of revenues and profits. • Review customer invoices to ensure compliance with contract requirements. • Monitory aging receivables, assist in collection efforts, and identify uncollectible amounts, providing recommendations on allowance for bad debt. • Assist in project close-out. • Validate project set-up for correctness and contractual compliance • Ensure timely distribution of monthly project reports. QUALIFICATIONS Required Certifications .Education, Background, and Years of Experience · Bachelor's Degree, 5-10 years in PC role at government contracting company preferred ADDITIONAL SKILLS & QUALIFICATIONS Required Skills • Bachelor's degree is required, preferable in Accounting, Finance, or Business Administration. • 5+ years' experience in Project Finance and/or Accounting in a government contracting environment. • Experience using Deltek Costpoint to include Costpoint Planning, project setup, revenue recognition, and billing setup. • Knowledge of most government contract types to include Firm Fixed Price, Time and Materials and Cost Reimbursable. • Experience with large contracts that have multiple CLIN and revenue types. • Comprehensive knowledge of the processes and procedures in financial analysis. • Must be organized, detail oriented, motivated and able to multitask in a fast paced and dynamic work environment. • Experience with Microsoft Office suite, proficiency in advance Excel is essential. • Ability to interact and communicate, both oral and written, with individuals across the organization. • Self-motivated and results-oriented dedicated individual with a strong work ethic. This role is responsible for scope development, creating renovation/asset plans, and developing and underwriting budgets to maximize the value of our assets. This is a REMOTE role that must ideally reside in the Northern California market. KEY RESPONSIBILITIES - Manages and mentors the day-to-day activity of Project Managers and Associates in their region to ensure superior quality of work, project deadlines are met, jobs are completed within budget and delivery of an outstanding internal/external and resident experience. - Develop and underwrite written value-add investment plans for inter-company coordination as well as Operator engagement. - Conduct site visits to evaluate physical plant condition and recommend value-add renovation scope(s) and Major CapEx requirements, if applicable, to enhance form and function of asset with a focus on driving financial performance. - Coordinate with Capital Team to determine which items scheduled for CapEx could or should be completed in conjunction with Redevelopment. - Select and engage all designers, planners, engineers, architects, decorators, and other third-party consultants as may be necessary in the redevelopment and construction of the project. Reviews potential design, coordination, and constructability issues; as needed, recommends necessary changes. - Present and obtain internal ownership approvals for the project including market justification, unit interior and common area / amenity scope, cost, financial return, and business justification. - Oversee and ensure the obtaining of all permits, external approvals, entitlements, and licenses necessary for the development of the project, including interaction with city inspectors and other city officials to ensure project meet city and local code standards. - Develops annual capital plan and reforecast process with internal/external stakeholders. - Responsible for all written evaluations of Project Managers and Associates in accordance with company timing guidelines. - Provides weekly/monthly/quarterly status of work performed in their assigned region and maintains high level of communication with internal and external stakeholders. - Advise the leadership regarding any recommended “change orders,” value engineering proposals, plan change recommendations, specifications, and budgets. - Prepare and distribute RFP packages to qualified vendors, respond to RFI as required and responsible for final vendor selection ensuring optimal quality and budget pricing. - Negotiate final cost and scope of work for all subcontracts, change orders and purchase orders as required.
