Role Description La Direction des finances a en charge la gestion budgétaire et financière du budget de la ville (90.52M€), du CCAS (9.17M€), du SSIAD ainsi que de la Caisse des écoles (0.698M€). Sous l’autorité du directeur général des services, vous définissez et mettez en œuvre la stratégie budgétaire et financière des établissements. Vous contrôlez l'élaboration et la bonne exécution des budgets, de la comptabilité analytique, de la gestion de la dette et des investissements. La Direction est composée de 11 agents, organisée en 2 pôles : - Un « pôle direction » composé du directeur (trice) et de son adjointe. - Un « pôle comptable » de 9 agents répartis entre dépenses et recettes. Sous la responsabilité du Directeur général des services, vous aurez en charge : - L’encadrement de direction. - La définition et la mise en œuvre de la stratégie budgétaire et financière des collectivités. - La programmation, la mise en œuvre et le suivi de la politique budgétaire et financière. - L’élaboration, le suivi et le contrôle de l’exécution budgétaire et comptable. - De garantir la fiabilité et la sécurité des procédures budgétaires et comptables. - L’échange avec les différents partenaires institutionnels. - La gestion de la comptabilité analytique. - La gestion de la dette. Qualifications - Diplôme de l’enseignement supérieur (bac+5). - Expérience en management d’équipe. - Expérience confirmée sur poste similaire. - Connaissance du fonctionnement et des enjeux des collectivités territoriales. Requirements - Maîtrise des outils et procédures en matière de contrôle de gestion et d’ingénierie financière. - Maîtrise des règles et procédures comptable (M57 et M22). - Capacité d’analyse, de synthèse et force de proposition. - Qualité relationnelle et sens du contact. - Maîtrise de l’outil informatique : logiciels métiers (CIVIL NET FINANCES, REGARD, FISCALIS), logiciels de bureautique (Word, Excel, etc.). • Co-design financial products and value propositions together with the Product Lead, ensuring products are competitive, investable, and structurally sound. • Translate partner capabilities and protocol mechanics into products that distribution partners want to offer and institutional investors want to buy. • Contribute from the earliest stage of discovery and help shape product direction from both a market and risk perspective. • Assess any financial, counterparty risk, liquidity risk, and interest rate risk across on-chain and off-chain components. • Stress test yield strategies and evaluate vulnerabilities such as bundled leverage, incentive heavy emissions, and denominator mismatches. • Model downside scenarios and assess what happens under stress, including protocol exploits, liquidity crises, and partner failures. • Help define where vault capital should be deployed across protocols and partners. • Set allocation parameters, monitor performance against expectations, and flag when outcomes drift from the intended assumptions. • Evaluate product structures through a financial and strategic lens, not only through performance. • Assess protocols and partners through a financial risk lens as part of the broader partner quality framework. • Evaluate not just whether something looks attractive as an investment, but whether a durable product can be built on top of it. • Build risk assessment frameworks, financial models, evaluation criteria, and monitoring dashboards from scratch. • Create a structure where there is none and help define how this new function should operate. • Support the development of decision frameworks that guide product and partner evaluation over time.

You'll be a member of the Advisory Services business, reporting directly to the Team Manager. Responsibilities - Receiving inbound calls from retirement plan participants looking for assistance with financial planning. You will also support investment advisory services within our call center. - Making warm outbound calls to customers expressing interest in the creation of a financial advisory program. - Participating in the process of setting up new accounts and maintaining accounts for customers. - Recording account openings accurately and other transactions in our record keeping database. - Explaining employer-based retirement plan requirements and basic IRS regulations related to 401(k) transactions to retirement plan participants. - Interacting with customers for account questions and updating account information as needed. Respond to customer inquiries on related issues and troubleshoot basic technical problems. You will also provide product and service literature upon requests. • Lead the development efforts of our 2–3-person development team as well as supporting and providing technical expertise to Product Management and architectural guidance for our key solutions and cross team integrations. • Provide expertise and guidance in assessing short- to mid‑term (1–2 year plus) organizational needs and shaping the design, development, and implementation of solutions that significantly impact the RTX organizations we support. • Design, develop, test, and maintain SAP ABAP programs, reports, and interfaces tailored to meet business requirements in the Manufacturing Finance domain. • Develop and enhance SAP Fiori applications, including UI5 design and OData services. • Analyze complex business processes and provide technical solutions to optimize financial operations within the manufacturing area. • Collaborate with cross-functional teams, including finance, manufacturing, and DT, to deliver end-to-end SAP solutions. • Perform code reviews, troubleshoot issues, and ensure high-quality deliverables. • Support SAP system upgrades, patches, and enhancements, ensuring minimal disruption to business operations. • Provide technical documentation, training, and knowledge sharing to internal teams. • Stay updated with the latest SAP technologies, tools, and best practices to recommend innovative solutions.
