OCT Consulting, LLC is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology. Responsibilities and Duties OCT currently has an opening for a Systems Engineer to work with our federal client, the Defense Counterintelligence and Security Agency. This position reports to the OCT Corporate Executive as well as the Contracting Officer’s Representative (COR). This position is expected to be funded in April of 2026. Day to day responsibilities will include: - Applying your experience preparing Information Technology (IT) documentation, block diagrams, and logic flowcharts. - Preparing sample developmental test data and analyzing test results to inform product development and debugging efforts. - Updating and maintaining system requirements and configuration documentation. - Evaluating vendor capabilities, products, and/or IT services in support of transition from STEPP to CSOD. - Proposing development strategies, action plans, and IT roadmaps to guide the transition from STEPP to CSOD. - Collaborating with hardware design engineers on machine characteristics that affect software/database systems and collaborating to resolve compatibility issues. - Supporting the development of operational requirements documentation and requirements traceability matrixes to ensure that operational requirements translate to technical ones.

• Understand, document and implement requirements to meet customer and program objectives across various technical areas • Engage in technical design and provide oversight to GDIT-managed systems, providing senior technical leadership across product systems and engineering activities • Define systems architecture patterns that align with FedRAMP controls and enterprise standards, document system context diagrams, sequence diagrams, and data flow diagrams • Collaborate with cybersecurity to ensure alignment with NIST CSF, NIST 800‑53, PPSM, and agency policies; collect artifacts for ATO approvals • Understand, document and implement Disaster Recovery and Continuity of Operations (COOP) activities with cloud hosting partner • Understand, document and implement policies and processes for system-to-system connections management, including Ports, Protocols and Service Management (PPSM) policies and associated documentation • Participate in cross-functional teams tasked with implementing new or emerging vendor (chiefly Oracle Health) capabilities, or greenfield initiatives • Partner with Infrastructure, Cloud Hosting, and Cybersecurity internal and customer teams where such topics intersect • Understand and effectively communicating technical status to various stakeholders

Job Description The Principal, AI and Automation Strategy Lead will work with statistical programmers to understand data requirements and deliver state-of-the-art solutions leveraging machine learning models and artificial intelligence. The position is responsible for identifying opportunities within statistical programming workflows to enhance operational efficiency and partnering with leadership to prioritize them. Then they will gather requirements, and either build agents using enterprise low/no code solutions or partnering with Data, Technology, and Engineering (DTE) to develop and deploy more advanced AI solutions. Key Responsibilities and Skills: - Collaborate with statistical programming leadership and Data, Technology, and Engineering (DTE) teams to continuously identify areas for improvement in statistical programming, capture requirements, propose technically sound solutions to enhance efficiency and innovation, and implement, prioritize and confirm ongoing enhancements. - Understanding of statistical programming workflows and processes: should possess knowledge of the daily responsibilities and tasks of statistical programmers, including data preparation, analysis, and reporting. Familiarity with industry standards (e.g., CDISC, SDTM, ADaM) and regulatory requirements to identify opportunities for process optimization and the effective integration of AI tools to enhance efficiency and productivity. - Leverage a strong background in process excellence to identify inefficiencies, redesign workflows, and implement AI-driven solutions to optimize statistical programming processes. - Strong knowledge of data engineering, AI/ML frameworks (e.g., PyTorch, TensorFlow, etc.) and proficient in programming languages such as Python, R, SAS, and SQL for data processing. - Proficient in product and tool development with a strong grasp of UI/UX design principles to create intuitive and user-centric applications. - Understanding of Machine learning Models, Neural networks, NLP (Natural Language Processing), and NLG (Natural Language Generation). - Possesses expert knowledge of Small Language Models (SLMs), Large Language Models (LLMs), and LLM agents to enable intelligent automation and optimize statistical programming workflows. - Experienced in working with FAISS and other vector databases, including tokenization strategies, and Retrieval-Augmented Generation (RAG) frameworks for efficient semantic search and contextualized AI responses. - Knowledgeable about creation of no-code/low-code AI agents that automate tasks within statistical programming workflows, driving technological advancement, and enhancing departmental productivity. - Understanding of LLMOps and MLOps to operationalize AI and machine learning models, ensuring scalability, reliability, and seamless integration into statistical programming workflows. - Understanding of working in AWS cloud environment, including services such as SageMaker, EC2, and S3 for scalable machine learning workflows. - Work with DTE to design and execute comprehensive AI/ML model validation strategies, including data splitting, metric selection, cross-validation, robustness testing, fairness audits, and post-deployment monitoring. - Experienced in providing training and technical support to end users for effective adoption and utilization of AI and automation solutions. - Strong problem-solving and analytical abilities. - Excellent communication skills for collaborating with stakeholders and bridging technical and domain teams. - Experience working in fast-paced environment. - Drives innovation within Statistical Programming by identifying and implementing new tools, technologies, and methodologies to enhance efficiency and effectiveness, while fostering collaboration with peers across relevant functional areas. - Strong understanding of Generative AI ethics and governance frameworks: The candidate should demonstrate knowledge of ethical considerations, responsible AI practices, and governance frameworks related to the development, deployment, and use of Generative AI tools. This includes awareness of potential biases, data privacy concerns, transparency, accountability, and compliance with relevant regulatory and industry standards. - Shapes the technical strategy of the Statistical Programming group by providing thought leadership, guiding the adoption of cutting-edge technologies, and encouraging a culture of creativity and continuous improvement within the team. Minimum Qualifications - Master’s degree in Computer Science, Data Science, Statistics, Mathematics, Life Sciences, or a relevant scientific field. - 5+ years of relevant experience with at least 3 years of experience in data engineering, data architecture, automation, and artificial intelligence (AI). • Own the design, testing, and iteration of automation systems that scale pipeline generation (e.g. increased conversion rates, increased “speed to conversion”, reduced time/effort per SQO). • Discover new ways to access, connect, and activate new data sets – both internal and external – to create new methods of generating and converting new and expansion pipeline and churn signals. • Accelerate revenue team efficiency through AI & automation to expedite repeatable workstreams – including prospect and customer research, call prep, streamlined handoffs - and maximize teams time on highest value revenue generating activities. • Develop and manage data flows between systems to ensure accuracy, timeliness, and accessibility for reporting and insights. • Scope and implement next-gen tools (e.g., AI copilots, Slack/Gemini agents) that enhance productivity and data enrichment. • Act as technical owner of Salesforce configuration, including objects, flows, automation, and permission sets and be our first point of contact system users to resolve support tickets - resolving in a way that focuses on long term impact vs. short term triaging. • Collaborate with RevOps and Deal Desk to architect scalable quote-to-cash workflows. • Partner with the Revenue Analyst and BI Manager to align system data models and ensure consistent metric definitions across platforms. • Leverage AI to automate repetitive workflows, enrich ICP data, and drive rep efficiency. • Serve as liaison between the GTM, IT, and Security teams to ensure data compliance, access controls, and system security. • Owner of the design, build, maintenance, and documentation of Salesforce ecosystem as our Sole Salesforce Administrator.
