Job Requirements
- Minimum of ten years of experience in federal government proposal development.
- Minimum of ten years of experience understanding of FAR and other relevant regulations
- Minimum of ten years of experience demonstrating strong leadership, communication, and interpersonal skills.
- Membership in professional organizations related to proposal management (e.g., APMP)
- Proficiency in Microsoft Office Suite, Google Workspace and proposal management software.
- U.S. Citizenship is required.

The Impact of a Manager, Proposal Management at Coupa: The Proposal Leader is responsible for coordinating the end-to-end lifecycle of prospect/customer RFX bids for Coupa. This leader is responsible for managing a team of proposal analysts and supporting multiple opportunity workstreams in parallel. This role governs the bid process from qualification through handoff to ensuring completeness of responses and adherence to deliverable timelines, quality standards, and governance requirements. A core component of this role is to leverage Loopio and Google Gemini AI to help manage proposal content, collaborate with cross-functional stakeholders, and ensure accurate, consistent, and compliant responses. The Proposal Leader assembles and leads bid teams, working closely with Sales, executive stakeholders, and cross-functional partners to deliver high-quality, compelling proposals. This role also defines, executes, and maintains bid management globally and across segments to adhere to best practices, identify opportunities for process improvement, and to drive continuous optimization of the proposal function. Overview The Work: The Senior Proposal Manager is responsible for developing timely, high-quality, and competitive proposals. This position will work with Managers and Business Development professionals to identify and vet opportunities through government procurement websites and other similar public sources of information. The Senior Proposal Manager will develop responses to RFIs, Sources Sought, RFPs, RFQs, etc., as well as presentations, proposals, and quotations and ensure that deliverables are aligned with company standards. This role will facilitate and manage the entire proposal management process. The Senior Proposal Manager works to edit and design proposal documents from start to finish. Qualifications Qualifications – Here’s What You Need: - Four-year degree with 4 years of experience in technical writing or proposal writing, preferred. - Two-year associate’s degree or seven (8) or more years of work experience in a broad range of business and government-related environments, minimum. - Prior Federal Government proposal experience, required. - Advanced to Expert in Shipley or equivalent proposal processes and compliance. - Experience reading and analyzing Government requests for proposal (RFPs), requests for quotation (RFQs), Sources Sought, and Requests for Information (RFI). - Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.
