Background: UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. The Philippines has a robust framework for Women, Peace, and Security (WPS). In 2010, it became the first Asian nation to launch a National Action Plan on WPS. The fourth Philippine National Action Plan on WPS (2023-2033) and the third Bangsamoro Autonomous Region for Muslim Mindanao (BARMM) Regional Action Plan were launched in the last quarter of 2023, providing a robust outline, on women's protection and leadership during crises, with new guidance on gender in humanitarian action, and climate security intersections. Moreover, women were significantly engaged in the Government of the Philippines and Moro Islamic Liberation Front peace talks, yielding gender-oriented provisions under the first female chief peace negotiator. Yet challenges persist, such as women's limited involvement in the peace mechanisms implementing the peace agreement particularly security reform and governance, slow transitional justice progress, prevailing violence, impunity, and patriarchal attitudes. In BARMM, women's needs aren't fully integrated into governance agenda, warranting community-level input for change, gender and development budgeting and guarantees of gender quota in governance bodies; beyond BARMM, sustained support is essential for women's conflict prevention and peacebuilding efforts, amid communal tensions, conflicts, and pandemic-related challenges. In addition, anti-terrorism actions, conflicts, and the pandemic have disproportionately affected women and women-led groups. While progress has been made toward meaningful and lasting peace in the Philippines, the country is at a critical juncture with regards to the end of the transitional phase in the BARMM which will be determined by hotly contested parliamentary elections in 2025 and potentially, the exit agreement of the peace process. The implementation of the WPHF Phase 1 in 2021-23 highlighted the necessity to continue addressing the gender gaps in the normalization track of the peace agreement, sustaining the economic empowerment of grassroot women peacebuilders and enhancing the leadership of women in protection, conflict prevention/conflict resolution mechanisms and governance by increasing the number of registered women-led CBOs inter alia, in order for the gains of peace process and the WPS agenda to be sustained. In addition, rigorous actions to establish and sustain conflict prevention initiatives in fragile areas are needed to engender a culture of trust, contain violence, and ensure that life-saving services are delivered during crisis. On January 2024, the UN Women Philippines launched a call for proposal under the support received from the Women’s Peace & Humanitarian Fund (WPHF) for local civil society organizations in the Philippines focused on increased meaningful participation and decision-making of women in conflict prevention processes and response in conflict and humanitarian contexts with local and young women’s rights organizations. Local civil society organizations can submit proposal under 2 funding, programmatic and institutional. With the previous experience in implementing the WPHF Phase I, selected organizations will have a partner agreement with UN Women. Each contracted partner is expected to complete submission of advance requests and liquidation through Funding Authorization and Certificate of Expenditures (FACE) Forms and compiled transaction lists. The review and approval of the advances is subject to the UN Women policy and procedures on Programme Partner Agreement. To efficiently support the review of the FACE Forms and its verification documents, the UN Women Philippines will hire programme support focused mainly on the consolidation of the required documents, review following UN Women policy and standards and finalize submissions. The consultant will be reporting to the Programme Specialist of the Women, Peace and Security of the Philippines and will be supported by the Programme Associate regarding issues on the contract and payment concerns. Description of Responsibilities / Scope of Work Under the supervision of the Programme Specialist of the Women, Peace, and Security in the Philippines, the consultant will undertake the review and verification of the supporting documents for FACE Form under the WPS unit under Women Peace and Humanitarian Fund (WPHF) and other projects when necessary.
