Senior Development Project Manager

The Senior Development Project Manager is primarily responsible for leading and managing the design, preconstruction and construction activities on a given project(s). The Project Manager will interact on a daily basis with Facilities, Contractors, Designers, Engineers, Commissioning Agents, Vendors, and Data Center Operations staff and should have both written and oral communication skills commensurate with this level of regular communication. ESSENTIAL DUTIES AND RESPONSIBILITIES - Other duties may be assigned. - Manage multiple projects on a campus(es) and maintain updated budgets, schedules, and status reports for each - Create and communicate updates on development program & project status on a monthly basis suitable for executive level reviews. Effectively present information in a manner to support efficient decision making - Work with QTS stakeholders, design, and construction teams to create a master development program for site(s), including a complete campus design solution and capital budget. - Manage entitlement and permitting needs for each assigned site project(s) - Implement and manage multi-phased site development plans to achieve time, budget, and quality standards in a predictable fashion. Continuously update a campus master plan to provide predictable statistics in a dynamic environment - Write scopes of work for design, construction, commissioning services & participate in procurement and project cost estimates - Evaluate and level pricing proposals for design, construction, and commissioning services - Work closely with strategic procurement team on equipment procurement and delivery process - Ensure appropriate submittals are coordinated with site stakeholders - Monitor & create project budget / cost-to-date against overall project budget. - Establish project schedules and manage teams to on-time completion - Review and approve monthly pay applications from the contractors - Review change order requests from contractors and negotiate pricing - Establish site construction security procedures in conjunction with site security team - Develop plans for product deployment and review / communicate plans with QTS staff involved - Collaborate with Sales Engineers and Product teams to aid in custom deal solutioning for prospective clients within the applicable schedule and budget for an assigned location. - Establish and maintain relationships serving as liaison with key QTS stakeholders - Represent QTS Interests as leader in OAC meetings - Create & build relationships that enhance QTS’s ability to be a leader in creating the World’s Most Valuable Data Center Real Estate - Aid in due diligence efforts for potential new sites on an as-needed basis - Work with the internal development team to enhance project management processes and protocols BASIC QUALIFICATIONS - Bachelor’s degree in Science or Engineering or equivalent professional experience - Five or more years of professional experience in commercial construction practices and procedures, including management of Lump Sum, Construction Management @ Risk, and Design Build project delivery methods from conceptual development through procurement to close out - Experience with Microsoft Office suite, specifically PowerPoint for use in communicating program updates to executive level, and Excel to create and maintain site program & individual project budgets - Be able to travel up to 25% of the time - US Citizenship for this position is required by law due to federal customer contracts PREFERRED QUALIFICATIONS - MBA, Masters in Engineering, Management, or related field desirable - Experience with delivery of mission critical data center facilities - Extensive experience with management of MEP trades The duties and responsibilities described here are not exhaustive and additional assignments, duties, or responsibilities may be required of this position. Role Description Ocean Associates Inc. (OAI) is seeking an applicant to provide Endangered Species Act & Magnuson-Stevens Act support to the National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries Service (NMFS) West Coast Region. The successful candidate will provide support services to satisfy the overall operational objectives of promoting the protection, conservation, and recovery of anadromous fish, marine fish, invertebrates and their habitat. The primary objective is to assist the Government in meeting its authorities under the statutes and mandates of the Endangered Species Act (ESA) and Magnuson–Stevens Fishery Conservation and Management Act (MSA) with particular emphasis on the reinitiation of the ESA Section 7(a)(2) Biological Opinion, and MSA Essential Fish Habitat (EFH) Response for Klamath Project Operations from October 1, 2024 through September 30, 2029 (Biological Opinion). The necessary work will occur in the area influenced by and influencing the Bureau of Reclamation’s (Reclamation) Klamath Project Operations, which generally includes the watershed upstream and downstream of Upper Klamath Lake, OR and the Lost River watershed. Work will focus on assisting and advising NMFS on the complex administrative record for the Klamath Project, assisting NMFS with meeting its statutory requirements and mandates in developing and implementing the Biological Opinion, and assisting NMFS with its review of draft biological assessments, and advising NMFS on sufficiency and accuracy of technical documents. Tasks - Provide advisory services to support California Coastal Office’s (CCO) Klamath branch in supporting the conservation and protection of anadromous fish listed under the ESA and EFH. - Assist NMFS with the review and technical comments of biological assessments. - Evaluate and analyze effects of proposed actions, conservation measures, and mitigation activities on ESA-listed salmon, steelhead, southern resident killer whales, green sturgeon, eulachon and their critical habitat, and EFH. - Develop recommendations on ways to minimize adverse effects to ESA-listed fish and their habitat, and EFH associated with proposed Bureau of Reclamation activities. - Participate in internal and external meetings that support the purpose of the consultation. - Assist NMFS in preparing and reviewing section 7 consultation letters, biological opinions, incidental take permits, transmittal memos, briefing documents, national environmental policy act documents, and other written documents, as needed. - Assist NMFS monitoring compliance with ESA documents and effectiveness of terms and conditions. - Maintain administrative records in accordance with CCO filing procedures. Requirements - Bachelor’s degree with 10 years or more relevant experience. - Expertise with anadromous salmonid biology and ecology in the Klamath River, with particular emphasis on ESA conservation programs. - Expertise and procedural knowledge with the Endangered Species Act (ESA) and the Magnuson-Stevens Fishery Conservation and Management Act (MSA). - Efficiency in using word-processing programs to develop written documents. - Provide interdisciplinary expertise related to program and project management, business processes, best practices and procedures, database management, and meeting facilitation. - Knowledge and expertise of NOAA Fisheries policies and programs, as well as experience with planning, and Federal financial management and operations. Additional Preferred Qualifications - Demonstrated experience of strong technical writing skills. - Experience managing complex impact analyses related to controversial water operations. Salary and Benefits - This is a full-time position with benefits. - Salary, commensurate with experience, between $30.00 - $55.00 per hour.
