Role Description - Appuyer la responsable du pôle dans l'animation et l'encadrement de l'équipe dédiée à l'application du droit des sols (ADS) : - Co-animer les réunions de pôle - Tenir à jour un tableau de suivi des projets terminés, en cours et à venir en fonction des priorités du service - Faire remonter les difficultés éventuelles auprès de la chefferie du service - Mettre en place des outils de capitalisation concernant les procédures réalisées - Apporter une expertise juridique sur les dossiers de permis de construire complexes à enjeux auprès des collectivités, services de l'État et professionnels - Piloter et contrôler les permis de construire et les autres actes d'urbanisme de compétence État et les avis conformes du préfet - Suivre et organiser les procédures intégrant le droit de l'urbanisme et d'autres réglementations - Organiser la police de l'urbanisme, être assermenté pour dresser des procès-verbaux d'infraction - Contribuer à l'animation du réseau départemental ADS qui vise à conseiller les instructeurs ADS en collectivités - Participer au réseau régional ADS de l'État - Assurer la veille juridique dans son domaine - Superviser la liquidation de la taxe bureau activités, répondre aux réclamations et conseiller les redevables - Manager l'équipe d'instructeurs (3 agents) - Le cas échéant, participer au traitement d'autres dossiers du pôle, selon le plan de charge Qualifications - Management, capacité à travailler en équipe - Intérêt pour l'aménagement du territoire et l'urbanisme - Compétences juridiques souhaitables en droit de l'urbanisme - Des connaissances en droit de l'environnement et de l'expropriation seraient un atout supplémentaire - Qualités relationnelles - Capacité à animer un réseau - Bonne capacité d'adaptation - Bonnes qualités rédactionnelles - Rigueur, capacité à anticiper les échéances et rendre compte Elements de candidature - Personnes à contacter : - annick.allico@val-doise.gouv.fr - barbara.kancel-diomar@val-doise.gouv.fr
