Role Description Over the years, cash-based interventions in emergency settings have proven to be an effective and reliable modality for delivering humanitarian assistance. Beyond improving cost-efficiency and timeliness, they enhance the dignity, autonomy, and empowerment of individuals and families affected by crises. Although there is emerging evidence on the use of digital assets, including cryptocurrencies/stablecoins, in humanitarian contexts, experience to date remains limited in scale. Such approaches have not yet been fully operationalized by the UN, and there is little documented insight into the end-user experience. While UNICEF has established the CryptoFund - becoming the first UN agency able to receive, hold, and distribute cryptocurrency - the practical processes for integrating digital assets into cash-based assistance remain unclear. Blockchain technology and peer-to-peer electronic cash systems could offer a promising mechanism for rapid deployment, potentially reducing several risks associated with traditional cash transfer systems. However, their feasibility and appropriateness in humanitarian operations require further validation. In view of this, UNICEF aims to pilot the use of stablecoin as one of the modalities of disbursement for cash-based assistance programming. A consultant is therefore required to support with the development/updating of programmatic tools for this pilot in two contexts as well as support country offices with programmatic design and operational considerations. The consultant will work under the direct supervision of the Global cash hub focal point and in close collaboration with the relevant UNICEF COs, and focal points in DFAM and Office of Innovation. Qualifications - Bachelor’s University Degree in social policy, public policy, economics, climate adaptation/DRR, or related fields. - Experience of leading the delivery of cash-based assistance programmes in emergency settings, with expertise in operational processes and tools (registration, monitoring, communication etc.) - Knowledge of Cryptocurrencies/stablecoins. - Familiarity with the work of the United Nations, and experience with UNICEF HOPE is considered an asset. - Excellent interpersonal skills and flexible attitude. - Ability to work under minimum supervision and to focus on timely delivery of results. - Good analytical, communication and writing skills.
