Senior Payroll Manager

Workforce and Community Education

• Supervise a team of payroll professionals, providing mentorship, training, and support. • Manage end-to-end payroll processes, including accurate and timely preparation of all payrolls (weekly, biweekly, monthly). • Ensure compliance with federal, state, and local payroll regulations and wage laws and oversee accurate production and distribution of W-2 Forms and year-end tax reporting. • Administer enterprise resource planning systems (Workday, ADP, OSV, etc.), audit payroll cycle batches, and ensure proper uploads to the general ledger. • Research, analyze, and resolve escalated payroll issues, including audits and budget variances. • Review and audit monthly, quarterly and annual reconciliation of payroll reports, assist with third-party payroll requests, and support workers’ compensation audits. • Actively engage with cross-functional leadership to support business strategies and foster collaborative relationships. • Foster a cooperative and inclusive team environment, adapting to multiple deadlines and changing priorities. • Actively seeks opportunities to influence, build effective relationships and gain alignment with peers, functional partners and/or external partners to accomplish business objectives.

Job Requirements

  • Bachelor’s degree in Accounting, Business Administration, Finance, or a related field required.
  • Eight (8) or more years of relevant payroll professional experience in a high-volume environment
  • Eight (8) or more years of experience leading or supervising a team
  • An equivalent combination of education or experience may be accepted
  • Certified Payroll Professional (CPP) or Fundamental Payroll Certification (FPC) preferred
  • Superior knowledge of payroll processing and accounting principles in a high-volume organization.
  • Advanced understanding of payroll regulations, tax requirements, and labor laws.
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Outlook) and payroll systems such as Workday, ADP and OSV.
  • Strong analytical and problem-solving skills with a focus on process improvement and operational efficiency.

Requirements - At least 5+ years of relevant experience - Hands-on VAT/GST experience with progressively increasing scope and accountability, gained in public accounting (Big Four or similar) and/or an in-house tax function. - Experience designing, implementing, or maintaining indirect tax policies, controls, compliance, and system processes in a multi-entity or scaled environment. - Strong analytical and research skills, including the ability to interpret VAT legislation, apply technical guidance to business scenarios, and document conclusions. - Advanced Excel proficiency (e.g., data analysis, reconciliations, pivots, formulas) and a proven ability to manage projects independently from planning through execution. - Excellent written and verbal communication skills, with a track record of translating complex VAT concepts into clear, concise guidance for non-tax stakeholders. - Bachelor’s degree in Accounting, Finance, Business, or a related field, or equivalent practical experience. - Experience using and implementing indirect tax technology or systems projects (e.g., VAT engines, compliance/reporting tools, or tax-related system implementations, systems enhancement projects) as part of day-to-day VAT operations. - Experience supporting process transformations or system implementations.
