• Lead enterprise-wide projects or programs with high visibility and impact. • Partner with functional leaders and executive stakeholders to define scope, objectives, and success metrics. • Proactively anticipate and mitigate risks and dependencies to protect delivery commitments and business outcomes. • Act as a change agent by tailoring communications to influence stakeholders across functional areas. • Serve as a Jira and Confluence super user, configuring workflows, dashboards, and reporting to support project tracking and team collaboration. • Provide guidance to junior project managers or business partners on project management and delivery best practices. • Drive process improvement and project portfolio reporting for IT leadership. • Monitor project performance and iterate based on data and stakeholder feedback. • Champion agile best practices and continuous improvement initiatives. • Lead organizational change management strategies and define stakeholder engagement plans.
Job Requirements
- Bachelor’s degree required in Information Technology or equivalent work experience
- 6+ years of project management experience, including at least 3 years leading large or enterprise-scale technology initiatives.
- Experience managing projects within software development environments, with a strong understanding of Agile practices and the software development lifecycle (SDLC).
- Proficiency in Atlassian tools—specifically Jira and Confluence—as the primary platforms for project tracking, collaboration, and reporting.
- Certifications Preferred: PMP (Project Management Professional), CAPM, or Agile/Scrum certification.

• Oversee planning and execution of platform modernization, including coordinating discovery workshops and guiding the implementation of new systems. • Manage cross-functional teams (developers, architects, analysts, UX designers, QA) and multiple stakeholders across government agencies, ensuring effective communication and collaboration. • Define clear project scope, objectives, and success metrics; develop detailed project plans and schedules, and monitor progress against milestones. • Proactively identify and mitigate risks and issues, making contingency plans to keep the project on track. • Ensure compliance with federal and state IT governance, security policies, and data standards throughout the project lifecycle. • Implement robust project management practices (Agile and/or hybrid methodologies) with regular status reporting, quality control, and change management processes. • Facilitate stakeholder meetings, steering committee updates, and user outreach to maintain alignment with business goals and user needs. • Drive organizational change management including training, user adoption strategies, and transition plans to operational support once the new permitting system goes live.
• Lead technical onboarding and implementation of LocID with DSPs, SSPs, publishers, and CTV platforms • Serve as the technical voice of LocID on calls with partner engineering, identity, and platform teams • Evaluate partner system architectures to ensure alignment with LocID product requirements • Troubleshoot integration issues across application, OS, network, and cloud environments • Test and validate APIs using tools such as Postman or cURL • Work closely with Engineering and Product to escalate issues, provide technical feedback, and influence roadmap decisions • Explain complex identity, ad-serving, and data-flow concepts to both technical and non-technical audiences • Confidently push back and guide partners when assumptions or implementations are misaligned • Whiteboard or diagram system architectures live during calls when needed • Support identity discussions including ID graphs, volatility, segment refreshes, data leakage risks, and privacy considerations • Ensure successful implementations before, during, and after onboarding • Maintain detailed documentation, FAQs, and implementation of best practices • Support global partners with flexibility across time zones
