The Department of Economic Security, Office of the Director (OOD), is seeking an experienced and highly motivated professional to join our team as a Human Resource Analyst Senior. This position will serve under the direction of the Administrator of the division. The Human Resources Analyst Senior oversees centralized ADA and Modified Duty programs and ensure actions adhere to all departmental policies and procedures, departmental structure and functions and State and Federal employment laws, rules and regulations. This position provides advice, guidance and counsel regarding Americans with Disabilities Act (ADA) and Modified Duty requests and inquiries. This position also provides back-up to the FMLA unit, handling the full FMLA administration process for assigned employees. This position may offer the ability to work remotely within Arizona based upon the department's needs and continual meetings of expected performance measures. Across our many agencies, boards, commissions, many State employees participate in the State's Remote Work Program and are able to work remotely in their homes, in offices, and in hoteling spaces. All work, including remote work, should be performed within Arizona unless an exception is properly authorized in advance. Job Duties: • Facilitates all aspects of the ADA Interactive Process to provide reasonable accommodations for qualified employees with disabilities. Assesses accommodation requests and ensures appropriate documentation. Works with employees, supervisors, management, HR staff, Attorney General's office, and others to ensure compliance with the ADA. • Coordinates the Modified Duty program for assigned employee distribution. Reviews modified duty requests, assures appropriate medical documentation, and coordinates with supervisors and employees to place employees on Modified Duty when appropriate. Works closely with FMLA Unit and may also work with other HR staff, Workers' Comp and Risk Management. Ensures appropriate documentation and follow-up. • Handles FMLA/Non-FMLA Medical Leave Administration for assigned employee case load. Assesses FMLA eligibility utilizing federal guidelines. Reviews requests and analyses documentation to determine FMLA qualifications. Works collaboratively with employees, supervisors, benefits, payroll and human resources staff. Ensures appropriate documentation and timely follow-up. Maintains employee leave files. • Serves as an Human Resources Administration (HRA) representative when necessary; at meetings, workgroups, and committees in relation to the nature and scope of the duties of this position. • Conducts training for management, supervisors, and employees regarding HR related policies and procedures, including, ADA and Modified Duty. Attends training and conferences to keep apprised of legal trends, changes in law/policies, and to network with the professional community. • Provides technical assistance and advice to Agency Management and employees regarding ADOA Personnel Rules and Regulations, Federal and State Regulations as it relates to ADA and Modified Duty. This includes coordinating meetings, consulting with Attorney General's Office on complex ADA issues, Director's Office of Equal Opportunity, and various other DES entitles. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record for the last 39 months including no DUI, suspension or revocations and less than 8 points on your license. If an Out of State Driver License was held within the last 39 months, a copy of your MVR (Motor Vehicle Record) is required prior to driving for State Business. Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed. • Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions. • All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
