• Manage content across RTSL’s websites and support efforts that advance mission and work. • Responsible for website’s editorial calendar, including planning, developing and managing web content. • Liaise closely with Web Solutions Manager on SEO and GEO strategies to extend content reach. • Provide strategic communications support across priority initiatives, including drafting OpEds and thought leadership pieces. • Create and manage an editorial calendar for RTSL website properties that aligns with content strategy. • Develop and edit content for all RTSL website properties, liaising with program teams and IT team. • Support content governance, keeping content updated, accurate, and reflective of current initiatives. • Lead project management for special website projects as needed. • Work with external affairs team and communications managers to align web content with dissemination strategies. • Apply SEO and GEO best practices to all website content.

• Provide strategic direction for the Surveillance and Digital Architecture and Governance workstream, including articulating how RTSL's approach to data architecture fits within — and advances — the broader Collaborative Surveillance framework through supporting the design, adaptation, utilization, and integration of data systems with the aim of providing better intelligence for public health decision-making. • Translate technical concepts into accessible language for diverse audiences: national public health leaders, donors, WHO counterparts, and non-technical program staff. • Represent the workstream externally in global technical forums, partnerships, and donor relationships. • Serve as a senior thought partner to the Director of Epidemic Intelligence on global strategy, emerging trends in digital health and AI, and stakeholder positioning within and across countries. • Work collaboratively with other workstream leads to cohesively matrix responsibilities spanning between Data Use and Decision Science, in-country implementation, and our leadership and governance support to national public health institutes and Ministries of Health. • Identify emerging opportunities and risks in the digital health landscape — including developments in artificial intelligence — and advise on how these should shape RTSL's country support strategies. • Manage and develop a team of staff, including diverse roles across solutions architecture, data engineering, product development, and informatics. • Provide direct advisory support (accompaniment) to national public health institutes and ministries in pathfinder countries as they navigate decisions about data architecture, digital transformation, and data governance based on public health decision-making priorities and needs. • Support the workstream staff members to work with country coordinators and government staff to identify the right solutions for their context.

• Fast outbreak detection and response depend on systems most people never see: reagents procured in time, funds reaching response teams in days, the right staff hired before an outbreak peaks. When these fail, responses are late, and late responses cost lives. • The Technical Advisor, Institutional Strengthening & Delivery advances RTSL's institutional strengthening agenda ensuring the “backbone” operational systems support the lifesaving work of NPHAs. The Technical Advisor will work across a portfolio of National Public Health Agencies in Ethiopia, Nigeria, Zambia, and DRC, as part of our Collaborative Surveillance project supported by the Gates Foundation. The role spans the full scope of NPHA organizational strengthening: leadership development, governance and legal mandate, financing and resource mobilization, partnership coordination, and administrative readiness. • NPHA organizational strengthening is a growing emphasis of our work. Drawing on methodology developed and tested at Zambia's NPHI, the Technical Advisor will help NPHAs redesign the planning, finance, procurement, and HR systems that most constrain delivery, working directly with NPHI teams and Delivery Units through co-design workshops, management coaching, and execution support, while building what works into a replicable approach. • The Technical Advisor will also help NPHIs access, absorb, and account for external funding from partners including the World Bank, Global Fund, and Pandemic Fund. • This is a full-time remote role with working hours aligned largely to GMT or US EST time zones, depending on location. The Technical Advisor reports to the Principal Advisor, Country Preparedness, and collaborates with a dynamic team of global and country-level experts. This role is for a fixed term of 24 months with the possibility of extension. The role requires international travel.

• Focuses on bridging the gap between complex epidemiological and contextual data and strategic public health action. • Accompany in-country counterparts to generate stronger analytics and information products to support decision-making, integrating disease surveillance data with other contextual data. • Contribute to the facilitation of two flagship programs - Epidemic Intelligence training curriculum, and a co-design workshop - to build national counterparts' capacity for epidemic intelligence and systems thinking. • Collaborates with HQ-based staff and in-country embedded teams on data analytics, innovations and delivery. Responsibilities include: • Support the implementation of epidemic intelligence activities that inform decision-making, including development of innovative data use products and implementation of automated production pipelines. • Collaborate closely with in-country counterparts and across teams to map existing systems, data, and decision-making needs. • Provide hands-on technical accompaniment, capacity building, and knowledge transfer, including providing hands-on technical mentorship that develops local talent. • Training in-country embedded teams on the use of digital tools, such as DHIS2, Emergency Management Systems (EMS), R and R markdown for data management, analytics, GIS, and data product generation. • Work with a multidisciplinary team to develop a country workplan and budget for Collaborative Surveillance, coordinate the implementation, and generate strategic reports for leadership and donors. • Collaborate with global (e.g., WHO, US CDC, UNICEF) and country-level partners to streamline and align Collaborative Surveillance initiatives. • Provide technical oversight and methodologies to evaluate the impact of the Collaborative Surveillance initiatives. • Lead consultative work to investigate and develop use cases for surveillance innovations. • Collaborate with multidisciplinary epidemic intelligence team to pioneer innovations in data use for decision-making.

• Provides exemplary employee support and strategic systems management in support of a robust HR function • Manages RTSL's global benefits strategy, HRIS architecture, leave administration, and HR compliance • Oversees the design, evaluation, and delivery of benefits • Advises leadership on competitive, cost-effective options for RTSL's global workforce • Ensures data integrity, process alignment, and compliance with all applicable regulations

• Review and synthesize existing evidence on laboratory capacity gaps, barriers, and good practices across program countries, drawing on completed country assessments and relevant global literature. • Conduct structured stakeholder engagement — including key informant interviews with government counterparts, regulatory bodies, laboratory professionals, and technical partners to deepen understanding of country contexts and priorities. • Develop a global laboratory capacity strategy that sets out a clear vision, strategic priorities, and a phased approach to investment across program countries/regions • Develop (or identify experts to work on) a training framework/model for building and sustaining TFA laboratory capacity, including recommendations on delivery modalities and mechanisms for sustaining competency in collaboration with partners. • Identify bottlenecks and solutions for procurement challenges, and explore potential for standardizing processes and specifications to streamline procurement and delivery of materials; where feasible, assist partners in procurement of lab materials • Research and synthesize options for sustainable financing and supply chain mechanisms to address the recurring procurement and consumables challenges that undermine laboratory capacity across program countries, drawing on relevant models from global health and food safety. • Support RTSL research and activities on lab methodologies and capacity support as needed. • Travel to conduct reviews/stakeholder meetings and participate in any planned lab trainings during the consultancy period. • On request, support country-specific laboratory strengthening efforts in priority program countries. This may include providing technical input to national laboratories and regulatory agencies on analytical methods, quality management systems, and accreditation pathways; advising on equipment procurement and consumables supply chains; and contributing to the design and delivery of in-country capacity-building activities.

• Serve as a liaison between CVH and other RTSL program and enabling units to strengthen communication and coordination. • Provide strategic and operational support to the CVH SVP on OKRs, board reports, deep dives, and other priorities. • Optimize collaboration with external partners by improving communication cadence and transparency and fostering a cohesive “one team” culture among partners. • Design, co-facilitate, and document high-impact, in-person and virtual CVH convenings for internal and external stakeholders. • Institute a mechanism for reviewing partner reports, providing consolidated responses in consultation with the CVH technical teams. • Support programmatic cross-learning within CVH, with other RTSL units as well as among partners. • Develop and oversee knowledge management efforts in partnership with the Program Coordinator. • In collaboration with the CVH team technical leads, produce succinct, concept notes, pitch materials, and compelling reports for executive leadership, board members, donors, and key stakeholders. • Craft targeted talking points, briefing notes, and stakeholder-specific messages for conferences, meetings, and advocacy events. • In consultation with the SVP, develop and implement high-priority strategic projects, ensuring clear objectives, milestones, and accountability. • Provide surge support to Hypertension Control and Healthy Foods and Environment teams on writing, analysis, and program development, as needed. • Manage and mentor the CVH Program Coordinator and CVH Grants and Operations Officer, providing clear direction, regular feedback, and professional development opportunities. • Participate in other RTSL activities and priorities, as needed.

• Collaborate with RTSL HQ-based staff and in-country embedded teams on data analytics innovations and delivery. • Development of innovative data use products, including enhanced outbreak situation reports, periodic epidemiological bulletins, and executive dashboards, to facilitate decision-making. • Implementation of automated production pipelines for data use products, supported by comprehensive documentation and Standard Operating Procedures (SOPs). • Technical accompaniment, capacity building, and knowledge transfer, including providing hands-on technical mentorship on data use capstone projects. • Training in-country embedded teams on the use of digital tools, such as DHIS2, Emergency Management System (EMS), R and R markdown for data management, analytics, GIS, and data product generation.

• Lead poisoning negatively affects children and can cause severe and irreversible health effects • RTSL is working with WHO on a technical package for lead poisoning prevention and plans to launch it around 2027 • Support the development of the four modules of the technical package • Core activities include leading module development, updating systematic reviews, compiling evidence, mapping stakeholders, and drafting outlines and texts • Engage with experts and RTSL regularly for feedback on literature reviews, outlines, and modules • Submit deliverables to the Senior Technical Advisor, who will monitor progress toward deliverables
