Role Description The Counsel, Land Code Governance is the First Nation Lands Management Resource Centre’s (RC) “in-house” lawmaking and legislation liaison. The incumbent will assist the Lands Advisory Board (LAB), the First Nation Lands Management Resource Centre (RC) Board, RC senior staff, and Operational First Nations (FNs) in all regions in fulfilling their responsibilities under the Framework Agreement on First Nations Lands Management (FA). - Assist with legal issues management working with a wide variety of stakeholders including First Nations, federal and provincial governments, and other First Nation organizations. - Assist with developing legal strategies related to the implementation of the Framework Agreement on First Nation Land Management for developmental and operational First Nations. - Assist with the development, drafting, and interpretation of legislation and regulations, and future amendments to the Framework Agreement. - Assist with reviewing First Nation draft laws and strategies for advancing high-quality drafting. - Assist with developing training materials, recommended best practices, and precedents for consideration of First Nations. - Maintain knowledge of, and document existing First Nation regulations and laws related to land. - For the purposes of law harmonization, advise First Nations on federal, provincial, and municipal legal standards. - Assist First Nations with the interpretation of federal and provincial legislation as well as court decisions related to First Nation land management activities. - Any other related workload in keeping with the LAB, RC, and First Nations’ responsibilities in implementing the FA. Qualifications - Law degree and membership in a Canadian provincial law society with a minimum of three to five post-call years of experience.
