Role Description The Manager of Finance provides support to senior management and the director on accounting matters and leads the full cycle reporting, maintaining and improving processes and controls for day-to-day financial administration of the RC. This may include the following: - Work with the Director, Finance & Administration to ensure timely and accurate completion of monthly, quarterly and annual internal/external financial statements and reports. - Assist with the preparation of annual audited financial statements where required. - Support the Director, Finance & Administration with maintaining and updating financial policies, procedures and controls. - Support Director of Finance with special projects and ad-hoc financial analysis. - Answer inquiries and provide information to RC staff, LAB Directors and First Nations on RC financial policies and procedures related to travel and expenses. - Prepare or assist in preparing various financial or administrative reports for Senior Management and/or Government. - Prepare or assist in federal funding tasks/applications to support organization and First Nations. - Prepare documentation as needed to assist the Director Finance and Administration with forecasting, annual budgets and to draft quarterly as well as annual financial and administrative reports. - Support the Director Finance and Administration and senior management with funding negotiations with Canada. - Manage the financial services support staff. - Any other related workload in keeping with the FNLMRC’s responsibilities in implementing the Framework Agreement on First Nation Land Management. Qualifications - CPA designation or candidate – preferred (Qualified CPA (CA, CGA, CMA), with a Bachelor’s degree in Business Administration, Commerce or a related discipline). - Post secondary education in Accounting, Finance, Business Administration or equivalent. - Five (5) years of financial accounting experience. - Three (3) years’ experience in working with First Nations preferred. - Experience with financial data analysis, auditing, and financial statement preparation. - Five (5) years of managing full cycle accounting/financial reporting for multiple entities. - Two (2) years’ experience at a management level with supervisory experience (asset). - Experience working in nonprofit organizations preferred. Requirements - Knowledge of generally accepted accounting principles. - Knowledge of federal transfer payment programs is preferred. - Exceptional verbal, written, interpersonal, organizational and leadership skills. - Effective interpersonal relationships. - Strong organizational, time management and project management skills. - Strong analytical thinking skills. - High level of initiative and strong problem-solving skills. - Ability to collaborate within team and across the organization. - Strong customer service focus. - Ability to work both independently and within a team environment. - Able to communicate effectively at all levels of the organization and with external partners. - Advanced skills in MS Office products, particularly in Excel. - Proficiency in QuickBooks and CaseWare. - Tact and good judgement. Role Description The Counsel, Land Code Governance is the First Nation Lands Management Resource Centre’s (RC) “in-house” lawmaking and legislation liaison. The incumbent will assist the Lands Advisory Board (LAB), the First Nation Lands Management Resource Centre (RC) Board, RC senior staff, and Operational First Nations (FNs) in all regions in fulfilling their responsibilities under the Framework Agreement on First Nations Lands Management (FA). - Assist with legal issues management working with a wide variety of stakeholders including First Nations, federal and provincial governments, and other First Nation organizations. - Assist with developing legal strategies related to the implementation of the Framework Agreement on First Nation Land Management for developmental and operational First Nations. - Assist with the development, drafting, and interpretation of legislation and regulations, and future amendments to the Framework Agreement. - Assist with reviewing First Nation draft laws and strategies for advancing high-quality drafting. - Assist with developing training materials, recommended best practices, and precedents for consideration of First Nations. - Maintain knowledge of, and document existing First Nation regulations and laws related to land. - For the purposes of law harmonization, advise First Nations on federal, provincial, and municipal legal standards. - Assist First Nations with the interpretation of federal and provincial legislation as well as court decisions related to First Nation land management activities. - Any other related workload in keeping with the LAB, RC, and First Nations’ responsibilities in implementing the FA. Qualifications - Law degree and membership in a Canadian provincial law society with a minimum of three to five post-call years of experience. An equivalent combination of education and experience may be considered. - Experience working on First Nations legal issues. - Experience working with multiple stakeholders on complex files. - Experience in one or more of the following areas of law: - Experience with enforcement of laws including related regulations, policies, and procedures. - Experience with real property law, such as land development, conveyancing, and registration. - Experience with business law, such as corporate law and financing. - Experience with complex intergovernmental negotiations and agreements. - Legal drafting and legal review of laws, regulations, guidelines, or policies. - Experience in implementing laws, regulations, and procedures preferably outside of the Indian Act. Requirements - Knowledge of the Framework Agreement on First Nations Land Management. - Knowledge of issues affecting First Nations land management activities in Canada. - Knowledge of government decision making and legislative structures, processes, responsibilities, and operations. - Knowledge of legislation affecting First Nations land management activities on reserve. - Understanding of First Nations culture. - Strong leadership skills. - Strong interpersonal skills. - Excellent writing, research, and analytical skills. - Excellent presentation and public speaking skills. - Good project management skills. - Strong organizational and time management skills. - Strong decision-making and problem-solving skills. - Good computer skills (Microsoft Office programs and applications, Adobe and virtual meeting platforms such as ZOOM). - Ability to undertake detailed analysis of laws, regulations, and policies. - Ability to work independently and as part of a team. - Ability to communicate effectively orally and in writing to a range of audiences. - Ability to build and maintain effective interpersonal relationships. - Tact and good judgment.
