Project Implementation Manager

Role Description The Informatics Project Manager will drive the delivery of technical projects that improve the use of public health data to inform decision making. This role is aligned to the Workforce Acceleration Initiative (WAI), a federally funded CDC Foundation program aimed at helping public health agencies by providing technology and data experts to accelerate information system improvements. Working on the EHR Modernization and Implementation Initiative within the Anchorage Health Department’s Clinical Services Division, the Project Manager will: - Collaborate across technical and non-technical teams to define project objectives. - Allocate resources, coordinate with teams, and manage timelines to ensure successful delivery and implementation of a public health data systems project. This position is eligible for a fully remote work arrangement for U.S. based candidates. Responsibilities - Provide leadership to multidisciplinary teams in the development and delivery of data-driven applications, databases, dashboards, data analytics, or other public health products. - Coordinate, lead or participate in project meetings, working closely with technical teams, product manager(s), developers, subject matter experts, vendors, and users. - Define, document, and track project timelines, workplans, and processes to drive project deliverables within scope, deadlines, and budget. - Define clear roles and responsibilities and ensure standards and best practices are followed. - Work with user community, technical teams and vendors to meet implementation timeline. - Facilitate business/functional requirement review, approval, and sign-off sessions. - Document business practices and workflows, identify opportunities for improvement, support process improvement, discover issues, and deliver improved value. - Prioritize initiatives based on business needs and requirements. - Effectively communicate insights and plans to cross-functional team members and management. - Ensure solutions meet business needs and requirements. Monitor service level agreements. - Up to 10% domestic travel may be required. Qualifications - Bachelor’s degree in a related field such as computer science, information systems, computer engineering, operations management, health informatics, healthcare administration or a related field required. MBA or other related advanced degree preferred. - Minimum of 10 years of related experience managing technical projects, including experience in healthcare IT environments. - Demonstrated experience working with healthcare information systems, including Electronic Health Records (EHRs), public health surveillance systems, or other clinical or administrative healthcare applications. - Expert knowledge of project management fundamentals, including the ability to develop and implement accurate work plans, schedules, staffing plans, and budgets in an agile or iterative environment. - Experience collaborating with multi-disciplinary teams to lead technical projects through smooth and continuous delivery in regulated or complex environments. - Experience in change management and risk management principles and processes, including leading system transitions and organizational adoption efforts. - Excellent communication skills with the ability to describe complex technical concepts and solutions to both technical and non-technical stakeholders, including clinical, operational, and leadership audiences. - Demonstrated ability to develop and maintain effective working relationships with internal and external partners, vendors, and stakeholders. - Strong understanding of technical concepts, system integrations, and legacy systems. - Experience working in a virtual environment with remote partners and teams. - Proficiency in Microsoft Office. Desired Experience - Experience leading or supporting the implementation of a new Electronic Health Record (EHR) system, EHR replacement, or major EHR module rollout in a public health, healthcare, or clinical setting. - Experience implementing other healthcare software platforms such as disease surveillance systems, immunization information systems (IIS), case management systems, laboratory information systems (LIS), or population health platforms. - Hands-on experience coordinating system configuration, data migration, testing (UAT), training, go-live planning, and post-implementation stabilization for healthcare IT systems. - Familiarity with healthcare interoperability standards and concepts such as HL7, TEFCA, FHIR, APIs, and data exchange between clinical and public health systems. - Experience working with healthcare vendors and third-party implementation partners, including contract coordination and vendor performance management. - Understanding of healthcare data governance, privacy, and security principles, including HIPAA and related regulatory requirements. - Experience supporting workflow analysis and redesign in clinical or public health operational environments. - Background in public health informatics, health information management, or clinical informatics.
