Role Description In the United States, more than 4,300 people on average die from unintentional drowning each year. Drowning prevention strategies can prevent these tragedies from occurring, but knowledge gaps exist in fatal and nonfatal drowning data and understanding how to effectively implement interventions. The CDC Foundation is working in partnership with the Alaska Department of Health to provide a term-limited position within the Alaska Department of Health to identify opportunities to strengthen drowning data collection and surveillance and describe burden and circumstances of drowning in Alaska. The Data Analyst will support the independent design, development, and implementation of epidemiological surveillance, research, evaluation, and dissemination to support drowning prevention activities. Under this project, the Data Analyst will serve as a focal point to identify additional sources of drowning data, collect detailed information on the circumstances of drowning and exposure to water from these sources and collate this along with existing data to report on the burden and circumstances of fatal and nonfatal drowning. The Data Analyst will work under the general direction of the Division of Public Health within the Alaska Department of Health. Responsibilities - Supports the planning, implementation, and completion of an original study or project or a phase of a program either with or without previously established procedures. - Provides data, information and statistics which can be used for planning, descriptive analysis, interpretive analysis and for reporting on fatal and nonfatal drowning. - Develops methods of measuring and evaluating characteristics, traits or programs for analysis to provide a better understanding of the burden of drowning in Alaska. - Gathers, compiles, analyzes and interprets qualitative and quantitative data. - Analyzes reporting procedures and methods of compiling data to recommend methods of improving efficiency of collection of data on fatal and nonfatal drowning. - Collaborates and participates in meetings with internal and external subject matter experts across departments or agencies, and other project partners. - Performs other related work as required, including but not limited to data abstractions for the Alaska Violent Death Reporting System and collaborating with Tribal partners on drowning prevention projects. Qualifications - Bachelor’s degree in Public Health, Statistics, Epidemiology, Biostatistics or related field. - At least three years of experience conducting analysis of both qualitative and quantitative public health data with a Bachelor’s degree, or one year of relevant experience with a Master’s degree. - Knowledge of research methods, statistical theory, and techniques; current economic and social theory, principles and problems. - Ability to plan, direct and carry out difficult research and statistics projects; analyze and interpret complex data. - Intermediate skills in statistical analysis in R is required. - Organizational skills demonstrating high attention to detail and the ability to organize multiple priorities. - Strong written and oral communication skills. - Experience working collaboratively with diverse stakeholders and engaging in strategic partnerships and strong interpersonal skills required for teamwork and interaction with people across the CDC Foundation and with external partners. - Strong understanding of drowning or other injury prevention epidemiology. - Ability to work well both independently and as a member of a multidisciplinary team. The project aims to generate scientifically defensible and rapidly available data to assess the effectiveness of e-cigarette and tobacco flavor restriction policies. The Monitoring E-cigarette Use Among Youth and Young Adults program has been underway since 2019 with program activities that include analyzing retail sales data for e-cigarettes and other tobacco products; and implementing surveys to collect timely estimates of e-cigarette use and related behaviors among youth and young adults. The Regional Technical Advisor will serve as the focal point for managing relationships across governmental and nongovernmental organizations within their respective region, or regarding specific evaluation topics. The position will lead and contribute to local, state, regional or national level data analysis and interpretation and identify opportunities for data to action in states based on collaborative contextualization of the data. The position will also contribute to developing program evaluations. Strong communication and teamwork skills are of absolute importance to succeed in this role. A candidate with expertise in evaluation of tobacco prevention programs is strongly desired. This position is eligible for a fully remote work agreement for U.S. based candidates. Travel is required up to 10% of the time. Responsibilities - Lead and contribute to state and regional data analysis and interpretation for states within region using related statistical software packages. - Oversee data monitoring and data quality assurances for specified data set on a monthly and quarterly basis. - Provide technical assistance to state governmental and nongovernmental organizations to understand, interpret and contextualize tobacco product retail sales and usage data for states within their region. - Advise, partner with and support state governmental and nongovernmental organizations to strengthen competencies for improved monitoring of flavored tobacco products and public health programming in tobacco control and cessation. - Lead or support the production of technical reports, graphs, charts, tables and narrative material to be used in presentations by CDC Foundation at regional meetings, national conferences and partner engagements. - Lead or support the development of comprehensive reports, manuscripts, abstracts, posters and/or presentations that include findings monthly and quarterly analysis for use by CDC Foundation and supported state governmental and nongovernmental organizations. - Develop and maintain topic area subject matter expertise in statistical analysis, data interpretation as well as tobacco control and cessation. - Collaborate with CDC Foundation and state governmental and nongovernmental organizations to support quantitative data analyses and project management tasks associated with other e-cigarette monitoring projects, as assigned. - Design and implement evaluation activities for the project, ensuring alignment with overall program goals and evidence-based evaluation frameworks. This includes developing logic models, evaluation plans and data collection protocols for evaluating program activities. - Analyze and synthesize qualitative and quantitative evaluation findings and translate results into evaluation reports, summaries and presentations. Develop internal reports and external publications that communicate key findings clearly to scientific and nonscientific audiences. - Support the project on other duties as assigned. - Some domestic travel may be required (approximately 10%). Qualifications - Master’s degree (or higher) in biostatistics, statistics, epidemiology, public health, or related field. - Minimum of five years of experience cleaning, managing and analyzing data. Experience with retail sales data or other types of raw data strongly preferred. - Minimum of two to five years of experience working with regional collaboratives, state governmental and/or nongovernmental organizations. - Experience in tobacco control evaluation strongly desired. - Strong data management and analysis skills, including experience applying statistical techniques to nontraditional types of data.
