About the role: The Program Manager serves as the primary point of contact with the client and is responsible for the overall technical direction, leadership, management, quality assurance, and successful execution of all contract requirements. The PM takes a human-centered, data-driven approach to program leadership — using evidence to inform strategic decisions, tailoring services to the needs of the communities and professionals the program serves, and applying iterative planning to respond to evolving agency priorities. The PM leads a cross-functional team spanning research, learning design, evaluation, content development, and knowledge management to ensure delivery of high-quality, trauma-informed, data-driven Training and Technical Assistance (T/TA) services. The PM oversees compliance with performance standards and AQLs, and ensures seamless coordination across all tasks, subcontractors, consultants, and stakeholders. Beyond contract delivery, this role contributes to Bixal's broader Transformation Services practice — shaping how we approach integrated T/TA across our federal portfolio and mentoring staff across disciplines. This is a full-time position contingent on contract award by our client, with a defined performance period of one year with two one-year option periods. Compensation: The salary range for this role is $135,000 – $145,000. In the spirit of transparency, most offers tend to land near the midpoint of the range. Responsibilities: Strategic Leadership & Program Integration - Provide leadership and oversight for the National Human Trafficking Training and Technical Assistance Center (NHTTAC) Program, ensuring integrated delivery of T/TA, SOAR, ATLIS, consultant management, interagency support, and transition services aligned with OTIP priorities. - Serve as primary liaison to the CO, COR, and Government Technical Lead, ensuring alignment on priorities, public health initiatives, and interagency efforts. - Lead development and execution of the Project Management Plan and annual Program Plan, including risk, quality, T/TA protocols, consultant processes, data sharing, and task tracking. Training & Technical Assistance Operations - Oversee nationwide T/TA delivery, ensuring timely, trauma-informed, and data-driven responses to requests. - Manage SOAR program operations, including accreditation, LMS oversight, participation tracking, outreach, and reporting. - Direct planning and execution of national/regional conferences (150–300 participants), including travel coordination. - Oversee consultant lifecycle (recruitment through payment), ensuring performance, compliance, and satisfaction. Monitoring, Evaluation & Innovation Programs - Lead monitoring and evaluation, including data collection, impact analysis, and compliance with PRA/OMB requirements. - Oversee ATLIS program implementation, including participant selection, stipend management, coaching, and impact evaluation. - Deliver annual reporting with insights and recommendations to inform program strategy. Interagency Coordination & Transition - Support agency and interagency groups with coordination, compliance (FACA), and records management. - Lead transition planning and execution, ensuring continuity, secure data transfer, and seamless handoff. Organizational Contribution - Contribute to internal best practices across T/TA, public health, and learning. - Support business development through SME input on proposals and capabilities. Qualifications: - Master’s degree with 10+ years of experience in anti-trafficking or public health sectors, working with federal clients in the provision of Training and Technical Assistance (T/TA), staff management, meetings, and partner engagements. - Experience developing multidisciplinary T/TA that integrates social services, health care, behavioral health, and public health professionals to respond to the needs of impacted populations, including survivors of human trafficking. - Experience leading strategic planning and policy development. - Experience in capacity building and community partnership. - Excellent problem-solving skills with ability to analyze situations, identify potential problems, and proactively recommend solutions. - Subject matter expertise in designing, implementing, and evaluating T/TA programs for frontline professionals. - Ability to communicate effectively to technical and non-technical audiences. - Ability to multi-task and be responsive to evolving needs in a fast-paced environment.
