Astraeus Operations (AO) is currently seeking an experienced Business Development Manager with a proven track record of implementing and managing BD processes that support the pursuit of DoD, IC, and Civilian agency business opportunities. The ideal candidate must understand the business development process (identify, qualify, research, capture, proposal), the tools used to identify and qualify new opportunities, the research and analysis of business intelligence, and have the ability to execute on each area that supports winning new business. Responsibilities - Reports to and works closely with the AO President, Director of Operations, and MIOS Corporate Strategic Growth team to support the planning, development, and execution of subsidiary business development strategies, priorities, and action plans. - Owns and manages the day-to-day business development lifecycle at the subsidiary level, ensuring disciplined execution of identification, qualification, capture, and proposal phases, with a focus on continuous process improvement and compliance with MIOS BD policies and capture best practices. - Coordinates closely with the MIOS Business Intelligence (BI) team to support the collection, validation, and analysis of market, customer, and competitive intelligence; translates data into actionable insights, recommendations, and subsidiary-level business plans and pursuit strategies. - Monitors and analyzes market trends, customer priorities, contract vehicles, and competitor activity to identify risks and growth opportunities; provides informed recommendations that shape AO’s BD pipeline, capture focus, and B&P decisions. - Prepares and delivers regular BD status updates, pipeline reports, and opportunity briefings to AO leadership and MIOS stakeholders, ensuring transparency, traceability, and informed decision-making. - Actively supports capture and proposal efforts, including drafting and contributing to sources sought responses, RFIs, white papers, technical briefs, Q&A responses, and proposal sections, in coordination with MIOS Proposal Management and Capture Leads. - Coordinates with MIOS and Corporate functional teams—including Proposal Management, Pricing, Contracts, Subcontracts, Procurement, Staffing, and Operations—to ensure timely, compliant, and well-integrated pursuit and proposal support. - Serves as the primary point of contact for AO’s BD tools and systems, ensuring accurate, timely, and consistent use of platforms such as VantagePoint, Costpoint, GovWin, SharePoint, and other MIOS-approved BD and market intelligence tools. - Ensures the accuracy, completeness, and ongoing maintenance of AO’s corporate and subsidiary profiles across government and commercial systems, including SAM.gov, GovWin IQ, PIEE, DSBS, FPDS, and related procurement and market intelligence platforms. - Engages with industry partners, clients, and competitors through routine networking and scheduled industry events, to inform BD activity and identify areas of risk or opportunity. - Performs other related duties as assigned to support AO’s growth objectives and evolving business needs. - Other duties as assigned. Qualifications - High School Diploma or GED equivalent - 7+ years’ experience conducting, managing, or supporting Business Development operations and functions within the Federal Government contracting space - Ability to obtain a Secret clearance Preferred Qualifications: - Bachelor’s Degree in Business, Marketing, or related field preferred - Secret clearance preferred Knowledge, Skills and Abilities: - Must possess strong negotiating, influencing, and coaching skills. - Must effectively communicate both through written and oral means. - Must be a team player. - Must have knowledge of a variety of computer software applications in word processing, spreadsheets, database (MSWord, Excel, Access, PowerPoint, MS Project), SharePoint, and Outlook. - Must possess a thorough knowledge and understanding of the Business Development lifecycle (identify, qualify, research, capture, proposal development), operations, and competitive research and analysis. - Must be process-driven and be able to manage the integration of automation to improve process efficiencies. - Must possess a thorough understanding of the Defense/Civil/IC contracting environment (customers, technology, business process, etc.). - Must be familiar with the use of business intelligence tools and possess a demonstrated knowledge of the business development process.
