Lead SCADA and Telecom Engineer
General Electric - GE
• The Lead SCADA and telecom engineer is responsible to perform and lead all technical aspects of Electric Substation SCADA and telecom system design deliverables • Ability to provide functional design specification for complex SCADA and Telecom Systems, which may include multiple sites, typically windfarm, onshore and offshore substations and O&M centers • The Lead SCADA and Telecom Engineer must be creative and able to lead their project design team to deliver a high-quality product on time and under budget • Ability to review and coordinate detailed design from vendors and manufacturers to ensure delivery of optimized high performing integrated SCADA and Telecom design compliant with the specifications, applicable codes and standards and incorporating safety in design practices • Ensure design compliance with NERC CIP requirements, applicable cybersecurity standards (e.g. IEC 62443), Substation SCADA based on IEC-61850, DNP, Telecom standards and best industry practices • Coordinate SCADA and telecom design with other disciplines (protection and control, primary design, site managers, commissioning engineers and field personnel) • Developing Factory Acceptance Testing (FAT) and Site Acceptance Test (SAT) procedures and participating in FAT and SAT • Prepare engineering estimates for telecom and SCADA system • Estimate equipment quantities and costs for proposals • During project execution, communicate with Project Engineering Manager to resolve engineering and design aspects that impact material cost, schedule, engineering budget, safety and quality • Ability to communicate effectively with the customer and report any potential opportunity for variations or risks to the project to the Project Engineering Manager and Project Manager • Be willing to share knowledge with or coach less experience engineers • Be an active participant and contributor to improvements in design procedures, standards development, quality, productivity • Embrace a culture of humility, transparency and deliver with focus
Job Requirements
- Bachelor’s degree in Electrical/Electronics/Information Technology/Telecommunication engineering from an accredited university
- Ten plus (10+) years minimum relevant experience of which three years in Utility, Renewable and/or Industrial HV & EHV substation’s SCADA and telecom systems design
- Fluent in written and spoken English
- Ability and willingness to travel 20% of the time, including international, and must comply with all relevant company travel and tax policies
- Effective communication and interpersonal skills
- Ability to work in a team environment
- Self-motivated with excellent organizational and time management skills
- Strong presence in front of customer
- Demonstrated knowledge with NERC-CIP standards and guidelines for Cyber Security (IEC 62443)
- Demonstrated knowledge with standard SCADA network architecture (HMIs, Gateways, RTUs) and protocols (OPC, DNP3, etc.) as applied to substation projects
- Experience with telecom networks design and implementation for Offshore Wind or Oil & Gas Platforms
- Experience in building scalable and highly available distributed networks
- Familiarity with IEC 61850 based Digital Substations (PRP, HSR, RSTP) and cybersecurity equipment (VPN, Firewall, Router, NIDS, etc.) from various vendors
- Familiarity with Telecom equipment and standards (MPLS, Multiplexer, WAN, LTE, 4G)
- Familiarity with US Electric Utility customer design and construction standards and industry codes and standards such as NEC, ANSI, NERC- CIP
- Licensed as a Professional Engineer and willingness to serve as the engineer of record or be willing to obtain certification within two years

What You’ll Do - Prepare commissioning plans, specifications, and related documentation in alignment with firm standards and project goals. - Interpret commissioning scopes, drawings, specifications, and submittals to ensure accurate execution of services. - Plan, witness, direct, and document field commissioning activities, including construction observations, pre-functional verification, system start-up, functional performance testing, and closeout. - Review and interpret Testing, Adjusting, and Balancing (TAB) data to evaluate system performance and identify deficiencies. - Identify potential risks, coordination challenges, or scheduling conflicts and proactively communicate solutions to project teams and clients. - Lead on-site commissioning meetings, document discussions, and track action items through resolution. - Author clear, well-organized commissioning reports and closeout deliverables. - Manage assigned work within budgeted hours while adapting to construction schedules and field conditions. - Collaborate closely with mechanical, electrical, architectural, and specialty disciplines to support integrated project delivery. - Provide technical input for proposals, presentations, interviews, and client-facing discussions as requested. - Support knowledge sharing and team development by mentoring less-experienced staff when appropriate.
