Job Description

Strategic Marketing – Communications Manager

Bixal

• Maintain and continuously refine Bixal’s marketing and communication strategy to align with business objectives, federal market trends, and agency-specific priorities • Develop and manage a comprehensive editorial calendar encompassing LinkedIn social media posts, blog publications, case studies, and Bixal website content with alignment to capture strategy, pipeline priorities, and BDs pursuit and timelines • Monitor performance metrics and adjust communication strategies to maximize engagement and reach with federal decision-makers, contracting officers, and agency partners • Partner with subject matter experts (SMEs), delivery leads, and BD teams to conceptualize, develop, review, and publish that directly supports capture efforts and pipeline development in addition to brand awareness • Collaborate with SMEs and project teams to create compelling case studies, capability narratives, and past performance summaries that speak to the priorities of our target federal agencies, framing outcomes in terms of mission impact, compliance, and program performance • Ensure all content aligns with brand voice, messaging framework, and strategic positioning required to compete in IT, digital modernization, and data/analytics markets • Create and schedule regular social media content across approved channels (primarily LinkedIn) following the editorial calendar with intentional targeting towards federal communities, industry partners, and teaming prospects • Design engaging social media graphics, including banners, call-out boxes, and other visual assets using tools such as Canva, Pexel, and similar platforms • Monitor engagement (primarily LinkedIn) and respond to audience interactions in a timely, professional manner, with particular attention to engagement from agency personnel, policy communities, and federal contractor networks • Develop and maintain Bixal slick sheets, one-pagers, and pitch decks that effectively communicate our capabilities and value proposition to our target customers • Create polished marketing materials for use in business development efforts, industry days, conferences, and partnership opportunities • Ensure all collateral reflects Bixal’s positioning in our target domains and is kept current with our latest past performance and win themes • Coordinate Bixal website updates and improvements in collaboration with design and technical teams • Recommend enhancements to key sections to improve visibility with federal civilian audiences and support lead generation for BD • Ensure website content is aligned to customer and partner-aligned messaging and remains fresh, accurate, and aligned with Bixal’s overall communication strategy • As needed, support the internal team to support the creation and coordination of content for Bixal’s internal email newsletter, and intranet homepage • Help craft company-wide messages from leadership, ensuring clarity and appropriate tone • Support content development for Bixal-wide meetings and other Bixal-wide gatherings

Job Requirements

  • Bachelor's degree in Communications, Marketing, Public Relations, Journalism, or related field
  • 7-10 years of experience in strategic communications, marketing communications, or corporate communications with at least 3 to 5 years in federal government consulting, GovCon, or professional services environment
  • Demonstrated experience supporting business development efforts including capture, proposal marketing, past performance documentations, and competitive positioning in federal markets
  • Direct exposure to federal civilian agencies through the business development lifecycle
  • Proven track record of managing multi-channel communication strategies aligned to business growth goals, not just brand management
  • Nice to Have Skills and Experience:
  • Experience in professional services, government consulting, or B2B environment
  • Direct experience supporting federal health IT proposals, capability statements, or agency-specific positioning
  • Experience attending and/or preparing team members for federal industry events
  • Knowledge of email marketing platforms (Mailchimp, Constant Contact, etc.)
  • Familiarity with GovCon BD tools and intelligence sources such as GovWin, USASpending, Sam.gov , or agency forecast portals
  • Experience with video editing or multimedia content creation
  • Understanding of brand development and management in a federal contractor context
  • Familiarity with AP Style or other editorial standards
  • Understanding of small business set-aside landscape and how socioeconomic status and teaming relationships factor into federal market positioning
