The Program Manager, Health Plan Data Submissions is responsible for designing, owning, and operating a process-driven, capacity-aware planning and execution model for the Submission Files Team, with primary accountability for Health Plan Data Submissions, including HPDE, Bridge, PayerOne, and DAV.     This role ensures submission timelines are predictable, scalable, and resilient to ad-hoc demand, while maintaining clear visibility, governance, and accountability across stakeholders. The Program Manager owns the end-to-end planning, coordination, and execution of submission cycles, delivering against non-negotiable deadlines in a complex, highly regulated environment.     Serving as the central point of accountability for submission delivery, this role works cross-functionally with Configuration, File Generation, Validation, and Delivery teams to align capacity, timelines, and priorities. Success requires strong operational judgment, disciplined execution, attention to detail, and the ability to manage ambiguity while ensuring data accuracy and minimizing delivery risk.    Responsibilities:   - Own and manage the end-to-end Health Plan Data Submissions program lifecycle (HPDE, Bridge, PayerOne, DAV), from intake and planning through file generation, validation, submission, and confirmation  - Design and maintain a capacity-aware, input-driven execution model that replaces static calendar-based planning and improves delivery predictability  - Ensure delivery against fixed, non-negotiable submission deadlines while managing competing priorities and ad-hoc demand  - Serve as the primary point of accountability for submission delivery, providing clear status reporting, risk assessment, and escalation to stakeholders and leadership  - Translate technical, operational, and business requirements into clear timelines and executable delivery plans  - Coordinate cross-functional teams to ensure clear ownership, effective handoffs, and timely execution  - Proactively identify delivery risks, assess impact, and implement mitigation strategies to minimize errors, rework, and downstream disruption  - Establish and maintain a structured system of record for submission requests, milestone tracking, and delivery confirmations to reduce manual coordination risk

• Act as primary client liaison for SDO-governed projects and programs • Lead standalone projects and workstreams within multi-year, cross-functional transformation programs • Ensure alignment with transformation strategy, portfolio objectives, and program roadmaps • Maintain momentum, cohesion, and clear ownership across all workstreams • Manage day-to-day operational execution, including task definition and resource allocation • Participate in integrated planning rhythms across SDO programs • Develop and maintain project plans using PMO methodologies tailored to stakeholder needs • Ensure adherence to SDO intake, prioritization, governance, and reporting standards • Manage project scope, budget, timelines, and resourcing • Drive benefits realization by ensuring scope and solutions align to intended business outcomes • Communicate project status, milestones, budget tracking, and risks to executive sponsors and business stakeholders • Own escalation and change control processes, ensuring timely resolution • Prepare and maintain all project management reports using SDO-standard formats • Coordinate with vendors from SOW development through delivery • Manage vendor onboarding, accountability to contract, deliverables, and timelines • Lead vendor calls and maintains productive vendor relationships • Identify, assess, and manage project risks and issues with appropriate urgency • Facilitate problem-solving by bringing the right stakeholders together and driving closure • Own accountability for decision-making at the appropriate organizational level • Foster growth of project management capabilities within the PMO • Contribute to the overall goals and objectives of the Project Management Office

• Executes and refines program initiatives to meet organizational goals. • Develops and refines the scope of the program in response to evolving organizational and community context. • Supports program initiatives with other key data. • Face and voice to the media, immediate community, community leaders at all government levels. • Plans the program from start to completion involving deadlines, milestones and processes. • Develops, manage, track and report operational budget for the program. • Meets with stakeholders to discuss program status and goals. • Devises evaluation strategies to monitor performance and determine the need for improvements. • Supervises project /site managers involved to provide feedback and resolve complex problems. • Discovers ways to enhance efficiency and productivity of procedures and people. • Applies change, risk and resource management principles when needed. • Ensures program operations and activities adhere to legal guidelines and internal policies. • Keeps senior management informed with detailed and accurate reports or presentations. • Hires, trains and is a motivating mentor to staff. • Creates and nurtures effective communication within the organization. • Builds strong team through open communication and by collaborating on decision-making responsibilities. • Performs other job-related duties as assigned

• Oversees planning and execution of large and moderately complex projects and programs for Centralized Dispatch. • Inspects and analyzes program sites, and monitors compliance with policies, procedures, and regulations. • Assembles program teams, assigns individual responsibilities, develops schedules and determines and acquires resources needed. • Develops and maintains program plans and budgets and prepares and analyzes performance reports. • Negotiates, administers, and manages contracts of contractors and consultants. • Serves as liaison between team members and functional area management requesting program. • Supervises teamwork processes and procedures and expenses and supports programs which drive team performance toward departmental and organizational goals. • Reviews and evaluates work to ensure quality, timeliness and ensures quality control in adherence to policies and procedures. • Oversees program personnel needs including coaching, training, and evaluating employee performance.
