Under the overall guidance from the Regional Director and Deputy Regional Director, and under the daily operational oversight of the Regional HR Business Partner (HRBP), and in close collaboration with the Head of Business Units, the consultant will provide expertise and services to Offices/Units across the Asia and the Pacific Region, on Organizational Design, through functional review to ensure alignment of the office strategy, office typology, structure and TORs, processes and SOPs, capacity and skills, as well as the working environment. Description of Responsibilities /Scope of Work: The Consultant will provide services and expertise in the following areas: - Based on the strategic priorities, the office typology and operational needs, review and advise on optimizing the way of working in the business unit, including the appropriate functional set-up and the organizational structure. - Review individual terms of references (TORs) and make recommendations for alignment and clarity. - Considering the evolving operational context (UN80, common back office, etc.), review and analyze office business processes, standard operating procedures (SOPs), and make recommendations on improvements for efficiency gain. - Review capacity and skill of office personnel, analyze capacity gaps, and advise on learning and capacity building plans. - Review and advice on overall office working environment of the office, including measures to improve staff engagement. The specific assignment(s) will be agreed upon based on the specific need(s) of the requesting office. Methodology Based on the requirements of the specific assignments(s), the consultant will: - Prepare concept note and workplan for each assignment, including timeline; - Conduct desk review of the relevant documents, including but not limit to strategic planning document, current organigram and TORs, audit and evaluation reports, as well as other corporate documents as relevant; - Conduct surveys as necessary; - Conduct online or in-person interview with key stakeholders, as well as workshops with the requesting office; - Prepare a final report with recommendations based on the findings. Retainer Contract Under this retainer contract, the consultant will be contacted by UN Women for specific assignments, which the consultant may accept or decline to take. A daily rate will be agreed in the retainer contract in line with relevant UN Women policies. In discussion with the consultant, the number of days worked is to be determined solely by UN Women. The Consultant agrees and acknowledges that the retainer contract does not guarantee any minimum fee to be paid to the Consultant. The Training Lead will ensure that all travelers and support personnel are fully prepared to transition from the current travel system to SAP Concur, enabling seamless travel booking, approval routing, and automated reimbursement processing. This role is critical to achieving user proficiency, minimizing disruption, and ensuring compliance with travel policies and federal regulations.
