Technical Project Manager

Cybermedia Technologies, LLC (CTEC)

• Lead and manage Agile delivery teams using Scrum and Agile-at-Scale methodologies to deliver complex technology solutions on schedule and within scope. • Create, manage, and maintain project roadmaps, sprint plans, and release schedules using Azure DevOps. • Oversee requirements discovery and documentation in collaboration with business analysts and technical teams. • Serve as the primary interface between government stakeholders, business users, and technical teams. • Ensure technical solutions meet defined business, functional, and non-functional requirements. • Identify and manage team blockers, conflicts, risks, and scope changes; maintain risk registers and issue logs. • Facilitate sprint planning, daily standups, sprint reviews, retrospectives, and executive reporting sessions. • Analyze current-state processes, define future-state improvements, and guide teams through change adoption and transformation. • Coordinate across development, data, QA, architecture, and business teams.

Job Requirements

  • At least ten (10+) years of experience in technical project management, Agile delivery, or program management roles supporting enterprise technology initiatives.
  • Demonstrated experience managing Agile/Scrum teams and delivering technology solutions in cloud-based environments.
  • Experience using Azure DevOps for backlog management, sprint planning, reporting, and traceability.
  • Strong understanding of SDLC methodologies including Agile, Scrum, and Waterfall.
  • Experience managing cross-functional technical teams including software engineers, data engineers, architects, and QA teams.
  • Experience with cloud technology environments, preferably Microsoft Azure.
  • Proven ability to manage project scope, schedules, budgets, risks, and stakeholder expectations.
  • Strong change management and process improvement experience.
  • Excellent written and verbal communication skills, including executive-level reporting.
  • Excellent organizational, negotiation, and relationship-building skills.
