• Responsible for activities associated with delivery of software solutions associated with customer-defined systems and software projects by working in close collaboration with software developers/engineers, stakeholders, and end users within Agile processes. • Designing, developing and implementing custom software and database application capabilities for a variety of legacy and modernized systems with limited oversight • Acting as a member of a product team supporting teammates and collaborating with a do what it takes attitude to ensure product and team success • Providing improvements to the product(s) being supported • Actively participate in release and sprint planning, artifact creation, sprint testing, regression testing, demonstrations and retrospectives and solution releases • Supporting release planning with conceptual design and development / refinement of software engineering guidelines • Analyzing complex project-related problems and creating innovative solutions involving, scheduling, technology, methodology, tools and solution components • Ensuring product quality and timeliness of work, providing advice and guidance, resolving problems to meet objectives, and providing periodic performance reports • Providing mentoring to junior members of the team

• Drive day-to-day project operations within HR and Payroll workstreams to achieve program objectives • Ensure timeline coordination and adherence to scope, plan of record, and project controls expectations (PCE) • Develop, maintain, and manage detailed project plans and schedules, aligned with program milestones • Collaborate closely with functional team members, SMEs, and workstream leads • Identify, document, and manage workstream-level risks, issues, and dependencies • Drive resolution of risks and issues within the HR/Payroll scope; escalate cross-workstream or program-level impacts as needed • Coordinate with business owners, functional SMEs, and technical teams to ensure readiness and adoption • Serve as the primary escalation point within the HR and Payroll workstreams, elevating broader issues to the Program Manager as needed • Coordinate day-to-day activities with functional teams and vendors to ensure timely, high-quality deliverables

• Design and develop graphics and multimedia for e-learning projects and training aids. • Communicate progress and coordinate deliverables with internal and client team members. • Translate descriptive text documents into infographics. • Ensure materials meet 508 accessibility compliance and apply UX/UI design principles. • Actively partner with Instructional Designers during the initial drafting phase to suggest visual metaphors and layouts that improve cognitive load and learner retention. • Conduct final visual "polishing" and QA checks on completed modules to identify graphical inconsistencies, alignment issues, or 508 compliance gaps before delivery. • Ensure all training assets strictly adhere to corporate or agency-specific brand guidelines, including consistent use of typography, color palettes, and iconography across multiple simultaneous projects. • Maintain and organize a centralized library of source files (Photoshop, Illustrator, After Effects) and stock media to ensure version control and ease of access for the wider team.

• Support the analysis, design, development, delivery and deployment of relevant, high-quality learning assets and experiences • Lead the analysis, design, and development of learning assets • Complete analysis on existing/provided content to recognize gaps, create learning objectives, and make recommendations • Create analysis and design documents incorporating varying levels of interactivity, and learner engagement, leveraging adult learning theory using the ADDIE model • Create instructional materials, including courses, curriculum, student guides, and training manuals • Incorporate experiential learning principles to create immersive and impactful training assets • Collaborate with instructional designers and subject matter experts as required to assess training needs, develop concepts, and recommend training strategies • Leverage authoring tools (such as Lectora, Adobe Captivate, or Articulate Storyline) to develop interactive and engaging learning experiences • Create visual, audio, and interactive learning storyboards to enhance engagement

• Convert approved instructional storyboards into fully functional, high‑quality eLearning courses using authoring tools such as Lectora, ensuring interactivity, visual consistency, and adherence to design standards. • Incorporate experiential learning principles to create immersive and impactful training assets. • Design, develop and deliver learning experiences including interactive stories, games, simulations, and other assets using client approved tools • Apply creative approaches and innovative thinking to enhance the effectiveness and engagement of learning experiences • Engage with instructional designers and subject matter experts as required to assess training needs, develop concepts, and recommend training strategies. • Collaborate with a Project Manager to maintain project schedules, monitor progress against milestones, identify risks to timelines, and ensure instructional design deliverables meet established deadlines • Create and deliver training that adheres to client quality standards and technical criteria and complies with Section 508 accessibility standards • Create visual, audio, and interactive learning tools to enhance engagement • Leverage authoring tools (such as Lectora, Adobe Captivate, or Articulate Storyline) to develop interactive and engaging learning experiences.

• Design and deploy autonomous AI agents capable of multi-step reasoning, tool-use, and self-correction to navigate complex federal benefit policies. • Develop "Guardrail" layers that synchronize probabilistic LLM outputs with rigid business rules, ensuring benefit determinations adhere strictly to legal and regulatory frameworks. • Implement advanced Retrieval-Augmented Generation (RAG) solutions, utilizing layout-aware parsing to extract information from dense manuals/documentation and unstructured data. • Design and evaluate machine learning models that support both data-driven predictions and symbolic/rule-based automation. • Deploy models into cloud environments with a focus on LLM-specific observability (tracing reasoning loops, monitoring for hallucinations, and detecting data drift in logic). • Ensure every AI-driven determination has a clear, human-readable "audit trail" or reasoning chain that justifies the outcome based on source documentation. • Work alongside solution architects and business stakeholders to translate complex health insurance policies into executable AI logic.

• Business Process Analysis: Evaluate business processes, anticipate requirements, uncover areas for improvement, and develop actionable recommendations to enhance operations and system performance. • Requirements Definition & Analysis: Lead requirements elicitation, documentation, and validation activities, translating business needs into functional and technical requirements for development teams. • Agile & Scrum Participation: Participate in Daily Stand-ups, Development Team SCRUMs, Integrated Product Team (IPT) meetings, and Executive reporting sessions as required to support Agile delivery. • Backlog & Workflow Management: Align processes, operating models, and delivery frameworks with Agile Scrum methodology and manage requirements, user stories, and backlogs using tools such as Azure DevOps to support iterative development and traceability. • Stakeholder Engagement: Conduct meetings, workshops, and presentations to gather information, share findings, and align stakeholders on project objectives and solutions. • Documentation & Communication: Document requirements, process flows, business rules, and analysis results; communicate findings and recommendations to cross-functional teams and leadership. • Project Support & Oversight: Provide day-to-day project support including task tracking, progress reporting, and coordination across business and technical teams. • Solution Validation: Ensure delivered solutions meet business needs and requirements through review, testing support, and stakeholder validation. • Prioritization & Planning: Assist in prioritizing initiatives based on business needs, regulatory requirements, and program objectives. • Stakeholder Liaison: Serve as a liaison between business users, government stakeholders, and technical teams to ensure alignment throughout the project lifecycle. • Mentorship & Guidance: Provide guidance, training, and coaching to junior staff and support knowledge transfer activities. • Works under moderate supervision with guidance from senior personnel.

• Design, develop, and maintain scalable ETL pipelines and data workflows. • Build, optimize, and maintain data processing solutions using Azure Databricks. • Support phased data migration from legacy databases and ETL tools. • Implement layered lakehouse data architectures in Databricks. • Develop data processing notebooks, workflows, and distributed data transformations using Python and PySpark. • Develop data validation, reconciliation, and testing processes. • Integrate Databricks data platforms with analytics and reporting tools. • Support data governance initiatives including metadata management. • Maintain source control and CI/CD pipelines for Databricks workflows. • Provide ongoing support for Databricks workflows and troubleshoot complex issues. • Provide guidance to junior data engineers and contribute to documentation and team enablement.

• Develop, document, and execute manual and automated test cases to validate software functionality, data accuracy, and system behavior against requirements. • Collaborate with business analysts and development teams to understand requirements and user stories, ensuring appropriate test coverage and traceability. • Identify, document, track, and validate resolution of defects using lifecycle management tools such as Azure DevOps. • Create and maintain automated test scripts and regression test suites to improve testing efficiency and repeatability. • Perform Section 508 and accessibility compliance testing using tools such as ANDI, Color Contrast Checker, CommonLook, or similar accessibility evaluation tools. • Assist in performance, integration, and system testing activities to ensure software meets functional and non-functional requirements. • Generate test reports, document findings, and communicate testing status and risks to project teams and stakeholders. • Participate in Agile/Scrum ceremonies including sprint planning, daily standups, sprint reviews, and retrospectives to support continuous delivery. • Contribute to improving QA processes, test methodologies, and automation practices. • Works under moderate supervision with guidance from senior personnel.
