Letter Subcontracts, POs Place purchase orders of medium complexity in accordance with all regulatory (FAR/DFAR) and corporate compliance requirements for various complex subcontract (Cost Type, Incentive Type, Firm Fixed, etc.). Perform price and cost analysis techniques in support of proposals and placements. Develop and implement procurement strategies to ensure the cost-effective acquisition of goods and services. Negotiate contracts and manage supplier relationships to secure the best terms and conditions. Conduct market research and analysis to identify potential suppliers and assess their capabilities. Collaborate closely with internal stakeholders to understand their requirements and ensure procurement activities align with business goals. Monitor and manage supplier performance, ensuring compliance with contractual terms and quality standards. Maintain POs to ensure accurate and timely supplier delivery information. Maintain accurate records of procurement activities, contracts, and supplier performance. Identify and mitigate risks related to procurement and supply chain activities. Ensure adherence to RTX Corporation’s procurement policies and procedures. Continuously evaluate and improve procurement processes to enhance efficiency and reduce costs. The salary range for this role is 86,800 USD - 165,200 USD. The salary range provided is a good faith estimate representative of all experience levels. Role Description Currently seeking a Subcontracts Manager to join forces with a collaborative team located in Herndon, VA who has been supporting the R&D, DOD and NASA space for the past 30+ years. This long-term, permanent and direct position is open at fully remote, hybrid or fully onsite, we are flexible! In this role, you will hold a key position within the laser and electro-optic systems arena for the aerospace community, with key contributions to atmospheric sensing, laser communications, and lidar sensors. Together with other members of the Subcontracts Department, the Subcontracts Manager is responsible for managing subcontracts across all divisions ensuring compliance with contracting policies and procedures in accordance with federal regulations, company policies and procedures. - Ensure adherence to processes, procedures, company policy, FAR/DFARS/Agency Regulations, and legal/ethical requirements. - Provide in-depth knowledge and understanding of procurement best practices by supporting all procurement activities (commercial and non-commercial) from initial identification of procurement requirements through development of solicitation packages, proposal evaluation, price/cost analysis, purchase order construction, negotiation, and close-out. - Establish subcontract negotiation objectives; provide final decisions on deviations from standard provisions. Identify, mitigate, and resolve execution risks. - Prepare written reports, letters, and memoranda. - Ensure that procurement files are detailed and audit ready. - Monitor supplier performance and implement corrective actions as required. - Provide daily customer support and interaction with government project leads/program managers, contracting officers and contracting officer’s representatives. - Maintain information in Costpoint financial system.
