Proposal Manager

The Proposal Manager leads the end-to-end development of competitive, compliant, and compelling proposals that drive business growth and profitability. This role is responsible for managing all aspects of proposal creation from solicitation analysis to final delivery ensuring alignment with customer requirements, win themes, and corporate strategy. Key Responsibilities: - Lead Proposal Development: Manage all phases of proposal creation, including writing, editing, graphics, compliance checks, and production, from solicitation receipt through on-time delivery. - Solicitation Analysis: Review and interpret RFPs, RFQs, RFIs, and other solicitations; develop detailed proposal plans, outlines, schedules, and compliance matrices. - Collaboration & Coordination: Interface with internal stakeholders and teaming partners to coordinate data calls, strategy sessions, and deliverables. - Strategy Facilitation: Lead and document strategy meetings (SWOT analyses, Black Hat reviews, Win Theme sessions) to align proposal content with competitive advantages. - Content Management: Maintain a proposal knowledge base, capture lessons learned, and implement process improvements, templates, and reusable content. - Team Oversight: Direct and manage internal staff, consultants, and teaming partners; assign writing tasks and provide clear guidance to contributors. - Content Development: Write new content, edit and proofread materials, and perform quality reviews to ensure persuasive, error-free, and compliant proposals. - Compliance Assurance: Monitor amendments, Q&As, and solicitation changes; ensure strict adherence to Section L/M and all submission requirements. - Pre-Proposal Support: Conduct market research and intelligence gathering using FPDS-NG, FOIA requests, GovWin, and other sources. - Deadline Management: Ensure 100% on-time delivery of high-quality, fully compliant proposals. Required Qualifications: - Education: Bachelor’s degree (or equivalent). - Experience: Minimum of 10 years of progressively responsible professional experience in Government Contracts, with demonstrated expertise in Proposal Management or Solutions Development and compliance with applicable regulations and standards. - Proven success managing diverse, competitive proposals across a variety of program types, complexities, technologies, and customers. - Direct experience managing multiple concurrent capture efforts in a cleared DoD environment; Navy experience preferred. - Familiarity with pricing strategy development and integration into proposals. Security Requirements: - U.S. Citizenship required. - Ability to obtain and maintain a U.S. DoD SECRET Security Clearance throughout employment. - Must successfully pass background screening, including SSN verification, driving record check, and criminal background investigation.   Desired Attributes - Exceptional organizational skills and attention to detail. - Strong leadership and team-building abilities. - Self-starter with the ability to work independently in a matrixed environment. - Flexible availability, including evenings and weekends during high-volume proposal periods. - Ability to conceptualize, write, and edit persuasive proposal narratives. - Skilled in creating presentations and briefing materials from scratch. - Strong verbal communication and presentation delivery skills. - Ability to work effectively under pressure, manage multiple priorities, and meet strict deadlines. - Proficiency in MS Office and familiarity with proposal collaboration tools such as Virtual Proposal Center, SharePoint, or similar platforms.
