Required Skills: • 20+ years of Experience as an Oracle eBusiness Suite Subject Matter Expert (SME) in implementing modules relating to the functionality of Oracle eBusiness Suite, Financials – Purchasing (PO), Accounts Receivables (AR), Accounts Payables (AP), Fixed Assets (FA), Project Accounting (PA) and General Ledger (GL). • Will lead NAOFA project team to develop, plan, and manage critical project tasks. • Participate in the preparation of materials and oral presentations for senior executives/directors, and customers • Play a lead role in meetings relating to specific technical projects or tasks • Will be assigned responsibility for advanced technical issues in the environment for problem resolution • Respond promptly to incidents in ServiceNow • Diagnose and repair system problems working closely with vendor support or client teams for all servers, software and other hardware directly or with the team members. • Performance hours – flexible based on needs of client management. The supplier should be able to work nights, weekends, or on holidays as needed. • The work must be performed according to client policies based on the Software Delivery Framework and secure coding practices. • Client requires the Supplier to provide resources to support Finance & Payment Technology Services for application and system development, maintenance, and overall technical support as required. The contractor must enhance and support these production applications and create new applications as the need arises. • Will be required to create time sensitive deliverables • Will lead in AI, VersionOne, and ALM usage by the development team. Expected Deliverables: DOCUMENTATION The contractor must develop system and user documentation for both existing and newly deployed application software. The contractor must provide the following documentation: • System Documentation • Training Documentation • User Documentation All deliverables will be inspected for content, completeness, accuracy, and conformance to Task Order requirements by the client Software Architect or his/her designee. Inspection may include validation of information or software using automated tools and/or testing of the deliverables, as specified in the Task Order. The scope and nature of this testing must be negotiated prior to Task Order award and will be sufficiently comprehensive to ensure the completeness, quality, and adequacy of all deliverables. The client requires a period not to exceed fifteen (15) business days after receipt of final deliverable items for inspection and acceptance or rejection. When requested by the client Software Architect, the contractor must provide necessary documents upon each completed phase of Project: • Inception phase documents must include Visio diagrams, Use Cases, Data Modeling, Risks, Architecture, Infrastructure, Schedule, Cost Breakdown • Elaboration phase documents must include Use Cases, Data Models/Procedures, Test Cases, Models • Construction phase documents must include Source Code Baselines, Compile Time-Files, and Component executables. • Transition phase documents must include User Guide, Analysis and Design Package, and Maintenance and Deployment Package. • Other documents as deemed necessary. All documentation must be in a format editable by the client and maintained in the appropriate provided tool. Education: A degree from an accredited College/University in the applicable field of services is preferred. Role Description WSDOT is currently seeking a Transportation Planning Specialist 4 to serve as an Environmental Policy Publications Lead within the Environmental Services Office (ESO) to advance agencywide environmental stewardship by guiding policy development, maintaining technical publications, and supporting consistent regulatory compliance across the state’s transportation program. - Independently plan and conduct regular updates to the WSDOT Environmental Manual for approval by the Federal Highway Administration (FHWA). - Coordinate with subject matter experts (SME) and the ESO Environmental Workforce Development Lead. - Lead the development and delivery of training to regional/modal customers on the new Environmental Manual annually (once published), and as needed. - Track requests from statewide environmental practitioners (both customers and ESO SMEs) regarding manual revisions and presenting them to ESO leadership for consideration. - Train SMEs on format/structure (and potential policy changes) before annual Environmental Manual updates. - Coordinate with other WSDOT manual leads to facilitate ESO review of their manuals. - Provide periodic briefings to ESO’s Office Management Team (OMT). - Regularly brief and collaborate with OMT and ESO’s Program and Office Management Team (PrOMT) about ongoing and annual updates of the Environmental Manual. - Serve as ESO’s lead content editor and point of contact to the WSDOT Communications Office. - Lead the ESO web team to provide resources and guidance to ESO staff on processes and procedures for updating ESO web content. - Coordinate with SMEs to develop and update general templates and tools associated with NEPA disciplines.
