Emergency Manager - Preparedness

This Opportunity WSP is currently initiating a search for On-Call Emergency Managers – Preparedness with the potential to report out of any WSP office, including New York City, NY; Atlanta, GA; Dallas, TX; Houston, TX; Orlando, FL; Raleigh, NC; Columbia, SC; Irvine, CA; or Exton, PA. Be involved in projects with our Federal Programs Team and be a part of a growing organization that meets our clients’ objectives and solves their challenges. We are seeking individuals who are eager to assist on an on-call basis as an emergency management preparedness reservist employee. This position is not a full-time position and is dependent upon project needs. The successful candidate will have a background in specialized areas to include but are not limited to military, law enforcement, public health, EMS, healthcare, private sector, agriculture, cybersecurity, etc. When submitting your application, also provide the following work samples: - One exercise and/or training example that was prepared within the last 3 years. This should include your role and any documents you assisted in writing. - One planning example that was prepared within the last 3 years. Your Impact - Support Emergency Management team in servicing clients preparing for, responding to, and recovering from disasters nationwide and in US territories. - Support Emergency Management Agencies in preparedness tasks to include, but are not limited to, training, exercise, and planning. - Perform a variety of duties including development, design, conduct, data analysis, and evaluation. - Attend periodic training throughout the year to maintain deployment eligibility. - Support Emergency Management Project Management functions. - Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures. - Perform additional responsibilities as required by business needs. EXAMPLES OF PROJECT RESPONSIBILITIES INCLUDE BUT NOT LIMITED TO: - Develop, promote, and coordinate client emergency management plans, procedures, and operations through the emergency management cycle of preparedness, prevention, response, mitigation, and recovery from natural or human-generated disasters or emergencies. - Serve in a lead role in an exercise or planning project. - Prepare and conduct basic and specialized training programs for clients within emergency management, local officials, private sector representatives, and the public. - Analyzes data and makes operational recommendations for improved responses to and mitigation of disasters and emergencies. - Assist in the development of Homeland Security Exercise Evaluation Program (HSEEP)-compliant exercises. This includes all aspects of designing such exercises, including documenting after-action reports and initiating continuous improvement efforts. - Assist in the development of emergency management training. - Travels as required by client and project, which could include overnight stays. - Perform related duties as required. Who You Are Required Qualifications - Bachelor's degree from an accredited college in emergency management or equivalent. - 5+ years of emergency management experience. City, County, District or State-level emergency management experience preferred. - At least 3 years of experience with design, conduct, evaluation, and improvement planning OR At least 3 years of experience in emergency management planning OR at least 3 years combined experience of emergency exercise and planning - Knowledge of the National Incident Management System (NIMS), the Incident Command System (ICS), the National Response Framework (NRF), National Disaster Recovery Framework (NDRF), the Comprehensive Planning Guide 101 (CPG 101) and other federal preparedness guidance documents and policies. - Completion of IS-100, 200, 700 and 800. - FEMA Emergency Management Institute Independent Study - Professional Development Series certification. - Master Exercise Practitioner (MEP) Certification OR Planning Practitioner Program Certification - Completion of G-235 Emergency Planning. - Completion of E/L/K- 146 Homeland Security Exercise Evaluation Program. - Travel Required - Must be able to travel to client sites as project warrants. - Exercise responsible and ethical decision-making regarding company funds, resources and conduct and adhere to WSP’s Code of Conduct and related policies and procedures. - Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies. Preferred Qualifications - Completion of Introduction to Emergency Management Planning (IS-235). - Completed IS-120 Introduction to Exercises. - Completed IS-130 Exercise Evaluation. - Certified Emergency Manager (CEM). - State Emergency Management Certifications if applicable. - Relevant Backgrounds: A background in specialized areas to include but are not limited to military, law enforcement, public health, EMS, healthcare, private sector, agriculture, cybersecurity, etc. Physical Requirements - Prolonged periods sitting at a desk, driving in a vehicle, or working on a computer. - Prolonged periods of walking or standing. - Ability to walk on uneven terrain in adverse weather, occasionally. Additional Information - Fully remote with travel up to 30% of the time; typical travel will be M-F for 1 to 3 days at a time. Role Description SAIC is seeking a hands-on Cybersecurity Information System Security Officer (ISSO) to support a program part-time (25%) within the Department of War.
