Role Description Supervises the day-to-day work performed by the Data Services team, with a focus on Data Engineering, BI Reporting, and Data Operations / Production Support. This is a hands-on leadership role responsible for work planning, team execution, and operational reliability of data pipelines, data stores, and reporting deliverables. Partners closely with IT and business stakeholders to deliver trusted data products and analytics while embedding data management and data governance best practices into delivery and operations. Responsible for ensuring corporate data assets and reporting outputs supported by the team align with IT policies, security requirements, and applicable regulatory requirements (e.g., HIPAA, Sarbanes-Oxley). Essential Duties - Supervises day-to-day execution across Data Engineering, BI Reporting, and Data Operations / Production Support; assigns work, balances priorities, and removes blockers. - Participates in technical planning for data platform, database, and reporting initiatives; translates roadmap items into executable work. - Evaluates operational data and reporting needs; partners with stakeholders to gather requirements and recommend solutions. - Plans and tracks delivery for planned and ad hoc work (work requirements, sequencing, estimates, and status reporting). - Provides technical direction (standards, troubleshooting, work procedures) and supports code/solution reviews and operational readiness. - Makes recommendations regarding priorities, operational improvements, and data service practices that influence outcomes for the broader functional area. - Leads incident response for data pipelines and reporting: triage, root cause analysis, corrective actions, and documentation. - Oversees production support practices (monitoring/alerting, deployments, scheduled jobs, runbooks) to meet reliability and SLA expectations. - Evaluates and helps implement new data tools/solutions; supports integration of new technologies and initiatives. - Ensures adoption of data governance and data management practices (metadata, lineage, data quality monitoring, access controls, and reporting governance). - Ensures data and information security practices are followed, including least-privilege access and secure handling of sensitive data. - Ensures work is performed in accordance with company policies, department procedures, and established technical standards. - Coordinates work intake and delivery with customers, vendors/partners, and other IT teams; communicates status, risks, and dependencies. - Monitors individual and team performance (timeliness, quality, and SLA adherence); provides feedback, coaching plans, and follow-up to close performance gaps. - Performs other related duties and responsibilities as assigned. Qualifications - Knowledge of data engineering concepts and practices (data integration, ETL/ELT, scheduling/orchestration, reliability, and operational support). - Knowledge of BI/reporting concepts, including semantic layers, report development lifecycle, and supporting consistent metric definitions. - Working knowledge of data management and data governance practices, including metadata, lineage, data quality, stewardship, and reporting governance. - Ability to lead day-to-day work delegation, prioritize competing demands, and coordinate delivery across multiple workstreams. - Strong customer partnership skills, including requirements clarification, expectation setting, and communicating status/risks clearly. - Strong analytical and problem-solving skills, including incident triage, root cause analysis, and preventive improvement mindset. - Understanding of security, compliance, and data protection expectations (e.g., HIPAA/PHI, regulatory reporting, retention, appropriate access controls). - Strong verbal and written communication skills and ability to collaborate effectively with technical and non-technical stakeholders. - Understanding of project delivery practices and basic project management concepts (planning, sequencing, dependencies, and milestones). Requirements - Bachelor's Degree. May substitute equivalent work experience or demonstrated competency for education. - 3 – 5 years’ experience as a Team Lead. - 7+ years IT experience, with 5 of those years focusing on building large scale application development and application system design. - Experience managing customer requirements or demands. - Or, equivalent military experience. Preferred Education and Experience - Master’s Degree in Computer Science or related technical field. - Experience leading or serving as a team lead in one or more areas: data engineering, BI/reporting, or data operations/production support. - Experience with a BlueCross BlueShield Plan or other health and/or life insurance-related company. - Experience working in regulated data environments and supporting data governance practices. - Experience with enterprise data warehouse/data repository concepts and supporting large corporate data repositories, reporting, data marts, and analytics consumers. - Experience leading project teams including meeting deliverable dates, leading a work team(s) and direct customer contact. • Ensure assigned products remain competitive in the marketplace by working with Sales and other internal/external areas to identify issues and competitive gaps, then developing the product solutions needed to maintain and enhance the product portfolio. • Serve as the SME and point of contact for assigned products and contract information across all markets, supporting thorough organizational knowledge of each product line. • Research current market trends and competitor offerings to identify gaps in product offerings and maintain a competitive product portfolio. • Use findings to recommend product enhancements or new product development. • Maintain awareness of federal and state guidelines, and participate in trade association forums, to ensure all products meet regulatory requirements and compliance standards. • Coordinate with Legal/Compliance to update products as needed. • Continually monitor and maintain the competitiveness of assigned products by identifying issues, barriers, or emerging concerns and recommending appropriate courses of action. • Ensure solutions meet business needs and support overall corporate strategy. • Collaborate with SLDA Product leadership, Underwriting, Actuarial and Finance teams to monitor product’s financial performance and determine if changes are needed to ensure products remain profitable and competitive. • Maintain up-to-date product information (Product Reference Guides, Product Availability, product training materials). • Ensure internal and external partners are kept current with the latest product information. • Independently lead product enhancement initiatives from opportunity assessment through implementation, including problem definition, solution design, and prioritization of enhancements aligned with customer needs and corporate strategy. • Oversee, coordinate and draft updates to policy language, contracts, plan documents, and benefit summaries for assigned products. • Coordinate approvals from Legal/Compliance and other authorities prior to implementing changes to product documents or customer-facing materials.
• Supports Partner Management, Sales, and Account Management by performing business analysis, process improvement, and project leadership • Works with Partner Management, Sales, Account Management, business stakeholders, and external partners to gather, analyze, document, and communicate business requirements • Establishes metrics to measure the efficiency and effectiveness of projects • Oversees testing of each delivered objective to ensure defects are resolved before user acceptance testing • Coordinates with project team members to obtain information related to functionality • Creates and provides functional requirement documents to project team members • Contributes to business process improvement and policy analysis work for corporate strategic initiatives • Serves as the project lead for multiple medium and large complex projects • Gathers, analyzes, documents, and validates the needs of business stakeholders • Creates training documents and facilitates training on new systems and/or process implementations
• Responsible for ensuring Dental products remain competitive in the marketplace by working with Sales and other internal/external areas to identify issues and competitive gaps • Serves as subject matter expert and point of contact for dental product and contract information • Research current market trends and competitor data to identify gaps in the dental offering and maintain dental portfolio • Reviews Federal guidelines to determine if product meets regulatory requirements • Recommends future products based on market research, customer requests and sales strategies • Coordinate’s introduction of dental products to market with sales, marketing and operations • Assists in the development of communication plan with each impacted department • Creates and provides Sales training as needed • Works with print vendors to create collateral materials for open enrollment or marketing campaigns • Works with software application vendors to design and maintain dental rating engine and contract management systems • Ensure dental products meet business needs and support corporate strategy • Maintains Dental product competitiveness by identifying issues, barriers and concerns and recommending appropriate course of action • Facilitates resolution of issues • Ensures solutions meet business need and overall business direction • Participates in cross functional workgroup to discuss ongoing product enhancements and current projects which may impact dental products • Analyzes and coordinates the development of new dental products, retirement of outdated products and benefit enhancements based on market trends • Reviews dental plans and benefit summaries for accuracy during the proposal process • Reviews policy language and coordinates updates to fulfillment/renewal materials with the Blue Partner • Works with the Actuary to determine if annual rate changes are needed • Revises product proposals, benefits summaries and other legal documents as needs change • Works with Marketing to create dental materials • Provides product specific information for internal and external customers via manuals, forms and partner specific communication • Develops channels such as Dental Sales Administration bulletins, Blogs, Communication bulletins, Website Content for Partners and managed websites and Customer Service bulletins • Supports and is involved in enterprise projects • Reviews and maintains Blue Plan partner dental website and ensure compliance with CMS guidelines • Improves processes, develops procedures and program improvements to meet customer needs and department goals • Facilitates projects when necessary to ensure project outcomes • Maintains product information on key systems: Collateral Catalog, Sale support tools, rating system and dental websites • Responsible for coordination and publication of the Provider Directory by working closely with Provider Relations • Maintains professional and technical knowledge by attending workshops, seminars or online classes • Performs other related duties and responsibilities as assigned

• Responsible for ensuring USAble Life/Florida Blue meets its New Annual Premium (NAP) objectives • Works with Partners to research market potential and develop strategies to reach desired penetration • Develops strategy to sell in the Individual/Consumer market and to up sell/cross sell and increase ancillary penetration into existing accounts • Plans and implements sales and marketing strategies for Individual/Consumer and Small Group in Florida • Develops, executes, and oversees designated sales strategies and plans • Develop and execute strategic sales plans in market segments including small groups and consumer/individual sales channels • Ensures goals and expectations are set to maximize retention of business • Develops and maintains relationships with Plan Partner executives and LSV alternate distribution models • Acts as a key conduit of information between sales and the home office • Provide regular feedback and reports to executive leadership on sales performance
• Manage the credentialing process for all plan Partners in accordance with the NCQA guidelines and CMS accreditation standards, and Federal and State laws. • Monitor the currency of rules, regulations, and policies and procedures, ensuring compliance with NCQA guidelines. • Participate in the development and review of CVO policies and procedures, recommend and implement changes, revisions, and enhancements as appropriate to current operating environment • Coordinate the management of the provider, practice and credentialing on-boarding process and database management ensuring accuracy of data utilized for provider directory, claim processing and reporting • Monitor critical data for extensive analysis and report generation • Coordinate the management of credentials application to ensure distribution, receipt, processing and timely delivery • Coordinate the management of expirable process to ensure all provider licenses and certificates remain current ensuring appropriate notification prior to expiration • Monitor and report turnaround time for processing of credentials applications and provider demographic and contract affiliation change requests, with focus on delivery of a high-quality product with the greatest efficiency, in the least amount of time • Oversee and coordinate credentialing audits in compliance with downstream entities. • Work directly with Dental Director and Credentialing Committee to ensure all files are reviewed, signed off on, and any follow-up action completed • Perform all activities associated with staffing including staff evaluations. • Provide guidance and feedback to staff to improve departmental service levels and efficiency • Performs other related duties and responsibilities as assigned
