Role Description The Health and Human Services Commission (HHSC) requires the services of one (1) Cerner Millennium CCL and Data Transformation Lead to support Electronic Health Record (EHR) migration initiatives. This staff augmentation role provides a combination of Millennium data management expertise and hands-on technical development and data extraction approaches within Cerner Millennium environments. The Worker will ensure that clinical workflow intent and operational requirements are accurately translated into Cerner Command Language (CCL) logic, data extracts, and downstream reporting and analytics solutions. This position operates under HHSC direction, policies, and standards, and collaborates closely with clinical stakeholders, informatics governance bodies, and technical delivery teams to support EHR modernization, data migration, reporting, and legacy system retirement efforts. Key Responsibilities - Assess, analyze, and document clinical workflows across inpatient, outpatient, and ancillary care settings. - Translate clinical and operational requirements into technical specifications for data extraction, reporting, and analytics solutions. - Design, develop, test, optimize, and maintain Cerner Command Language (CCL) scripts within Cerner Millennium environments. - Perform complex data extraction, validation, and reconciliation from Cerner Millennium Oracle schemas. - Support enterprise-wide EHR data migration, reporting, and legacy system retirement initiatives. - Develop, maintain, and support structured data feeds, flat file extracts, and ETL processes. - Troubleshoot and resolve CCL performance issues and downstream data integration or reporting challenges. - Serve as a liaison between clinical informatics stakeholders and technical delivery teams to ensure accurate implementation of clinical intent. - Clearly communicate data limitations, technical constraints, and system dependencies to non-technical audiences. - Execute and tune CCL scripts, manage batch jobs, and support production and non-production environments in accordance with HHSC standards. Qualifications - Strong understanding of clinical workflows and healthcare operations. - Demonstrated experience supporting large scale EHR implementations, migrations, or optimization initiatives. - Proven ability to translate clinical requirements into technical and data specifications. - Advanced, hands-on experience with Cerner Command Language (CCL). - Working knowledge of Cerner Millennium architecture and Oracle databases. - Experience with SQL, Linux, and enterprise data extraction or migration patterns. - Experience designing and supporting ETL processes. - Familiarity with healthcare data integrations and reporting environments. - Experience with REST / SOA development. - Knowledge of distributed systems, networking, and performance tuning. - Experience writing, executing, and tuning CCL scripts in production environments. - Experience with data extraction, system integration, and code development. - Working knowledge of one or more of the following: Java, C, C++, Python, Perl, OCI. - Hands-on experience developing or supporting services on public cloud platforms (AWS, Azure, GCP, OCI). Role Description The Business Analyst (BA) performs business analysis work to support the Compliance and Quality Control Division’s Solicitation Review System’s re-write project. This role partners with business owners throughout product planning, requirements definition, and delivery cycles. - Analyze complex technical and business processes, identifying efficiencies and prioritizing needs. - Coordinate the gathering, development, documentation, and verification (testing) of requirements. - Work under limited supervision with considerable latitude for initiative and independent judgment. Qualifications - 4-7 years of experience in the field or in a related area as a senior Business Analyst (Technical). - 2+ years of experience as a data analyst analyzing raw data using Excel, Tableau, etc. - Knowledge of BABOK Guide principles, including elicitation, requirements analysis, and validation. - Knowledge of gap analysis methodologies—comparing current state vs. desired state and identifying missing capabilities. - Knowledge of the capabilities and limitations of computer systems or management information systems. - Knowledge of process or systems analysis and design work. - Knowledge of the Software Development Lifecycle (SDLC). Analyzes user requirements, procedures, and problems to automate processing or improve existing computer systems. Confers with personnel of organizational units to analyze current operational procedures, identify problems, and learn specific input and output requirements. Writes detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing systems. Hands-on experience implementing PeopleSoft FSCM 9.2 Billing, understanding the flow between Customer Contracts and Accounts Receivable modules as a functional analyst. Gathers requirements, conducts fit-gap analysis, sets up the system, and performs end-to-end business process testing with converted data and third-party interface systems. Documents, supports training efforts, and performs other project tasks as needed. Some off-hours may be required depending on the project phase. Work Hours: Monday – Friday 8:00 AM – 5:00 PM Central Position is currently a remote position. If it should become hybrid in the future, in-office days will be negotiated with the selected candidate.
