Role Description We are seeking a highly experienced and results-driven Senior Project Manager to lead and execute complex federal projects. The ideal candidate will have a minimum of 10 years of project management experience, including a strong track record overseeing Design-Build (DB) or Engineering, Procurement, and Construction (EPC) efforts. This role requires expert knowledge of federal regulations and compliance, exceptional leadership capabilities, and strong communication and problem-solving skills. The successful candidate will be accountable for delivering projects on time, within scope, and within budget—while ensuring the highest standards of performance, safety, and client satisfaction. What You'll Do - Project Leadership: Directs integrated DB/EPC project teams from pursuit through close-out to ensure alignment with organizational goals and client expectations. - Stakeholder Engagement: Coordinates with federal agencies, subcontractors, consultants, and internal teams to align deliverables and foster collaboration. - Budget & Resource Oversight: Develops and manages project budgets, forecasts costs, and ensures effective resource allocation and utilization. - Compliance & Risk Management: Ensures full adherence to federal contract requirements (e.g., FAR, DFARS), proactively identifies risks, and implements mitigation strategies. - Scheduling & Milestones: Develops and maintains comprehensive project schedules, tracking milestones to meet project deadlines and performance objectives. - Team Leadership: Leads individual projects while mentoring, supervising, and motivating cross-functional project teams while fostering a culture of accountability, excellence, quality, and safety. - Reporting & Documentation: Provides and maintains detailed and timely status reports and project documentation to clients and senior leadership, ensuring transparency and informed decision-making. Qualifications - Minimum of 10 years managing State, Municipal, and Federal government projects, with a demonstrated ability to deliver results in complex and regulated environments. - Bachelor’s degree in Business Administration, Engineering, or a related field; management and a construction-based degree is preferred. - PMP certification preferred; PMP, Six Sigma, OSHA 30 or other relevant certifications are a must. - Deep familiarity with federal contracting procedures, compliance frameworks, and procurement standards (FAR, DFARS, 413, etc.). - Advanced knowledge of project management tools such as Kahua, Microsoft Project, Primavera P6, Microsoft Office Suite. - Strong leadership, interpersonal, negotiation, analytical, problem-solving, and decision-making skills. - Active or ability to obtain federal security clearance, and background check as required by project stipulations. Role Description The Program Director, Small Business Program is a strategic leadership role responsible for shaping, scaling, and governing QGS’s joint venture ecosystem to drive revenue growth and market expansion. This role owns JV strategy, operational execution, and governance across business development, capture, contracting, and project delivery. The position directly influences go-to-market strategy, pipeline growth, partner performance, and federal compliance while ensuring awarded work is set up for successful execution. - Own and execute the JV growth strategy, including identification, evaluation, and development of new joint venture opportunities aligned to corporate growth targets; drive JV pipeline development, pursuit prioritization, and go-to-market strategy in collaboration with executive leadership. - Serve as the senior liaison between QGS executives and JV partner leadership; lead JV governance forums including executive steering meetings, decision frameworks, and issue escalation. - Own compliance posture for SBA Mentor-Protégé and joint venture agreements in partnership with Legal and Compliance; lead audit readiness, documentation integrity, and regulatory alignment for all JV activities. - Partner with Business Development and Commercial Excellence to support the JV go-to-market approach, including opportunity sourcing, qualification, pipeline reviews, and pursuit prioritization with JV partners. - Support capture and proposal teams by verifying joint venture eligibility, coordinating required partner inputs, and ensuring teaming documentation is current and consistent. - Oversee JV start-up and execution readiness including staffing alignment, partner onboarding, operational controls, and delivery frameworks; standardize JV operating models and scalable processes. - Be accountable for JV performance including revenue contribution, margin, and partner performance KPIs; support forecasting, financial performance reviews, and profitability analysis for JV pursuits and awards. - Perform additional duties as assigned to support joint venture operations and organizational objectives. Qualifications - Bachelor’s degree in Public Administration, Business, Engineering, or a related field; or equivalent combination of education and significant field experience. - 12–15+ years of progressive experience in federal program management, business development, or strategic partnerships, including direct experience with joint ventures, SBA Mentor-Protégé programs, or complex federal delivery environments. - Demonstrated experience driving revenue through partnerships, JVs, or strategic alliances. - Strong knowledge of DOE operations, program expectations, and federal acquisition processes. - Ability to obtain and maintain a federal security clearance; background check required. This role coordinates cross-functional teams to produce compliant, high-quality proposals in response to government solicitations including Requests for Proposals (RFPs), Requests for Quotes (RFQs), and Requests for Information (RFIs). The role also serves as the single point of coordination and accountability for proposal production from bis decision through final submission, ensuring cross‑functional inputs are timely, compliant, and aligned with capture strategy. The Proposal Lead ensures proposals are delivered on time, meet all compliance requirements, and clearly communicates QGS’s technical capabilities, project execution approach, and value to federal customers. This position works closely with Commercial Excellence (Business Development), Program Management, Operations, Finance, Legal, and executive leadership to manage proposal schedules, content development, pricing coordination, and final submission. COMPANY: Quanta Government Solutions JOB TITLE: Chief Estimator DEPARTMENT: Pre-Construction Operations LOCATION: Remote - Nationwide REPORTS TO: Director, Pre-Construction Operations CLASSIFICATION: Exempt QGS is looking for a Chief Estimator to own the estimating function and build, lead, and scale it into a competitive differentiator. This is a player-coach leadership role. You will still produce high-value estimates. You will also lead and develop our existing estimating staff, establish standards, tools, and processes, and directly support a growing pipeline of federal EPC, design-build, and construction services opportunities across DOE/NNSA, DoD, USACE, and NAVFAC. The Chief Estimator will own estimating strategy, standards, and technology (including platforms such as InEight Estimate). You will report to the Director, Pre-Construction Operations and work shoulder-to-shoulder with capture, pre-construction, and project delivery teams from pursuit through handoff. What You'll Do - Own the estimating function end to end: process, tools, standards, and output quality. Lead, mentor, and upskill current estimating staff into multi-discipline, full-scope estimators; build the team as volume grows - Develop detailed cost estimates for fixed-price, T&M, and labor hour federal construction projects ranging from small task orders to multi-million-dollar design-build and EPC pursuits - Establish and enforce estimating standards, templates, and cost databases appropriate for federal construction markets. Drive continuous improvement in estimate accuracy, turn-around time, and bid-hit rate - Apply Davis-Bacon wage determinations accurately across project geographies and labor classifications. Price work across diverse project types including electrical infrastructure, mechanical systems, civil/site work, and specialty construction in secured, regulated, or mission-critical federal environments - Integrate estimating into the proposal development process from kickoff through submission, supporting gold team reviews and final pricing approvals. Develop pricing strategies including price-to-win analysis and competitive positioning - Drive alignment with project delivery teams during contract handoff to ensure estimates are executable and assumptions are clearly communicated. Bridge engineering and estimating by converting design intent into fully scoped, constructible estimates - Coordinate with Quanta operating company partners on self-perform pricing across specialty disciplines (electrical, power delivery, civil, mechanical). Role Description The Program Manager - Joint Ventures (SBA Mentor-Protégé) supports QGS’s small business partnership and growth strategy by leading the governance, compliance coordination, and performance oversight of SBA Mentor-Protégé Program (MPP) joint ventures. This role works across business development, capture, contracting, and delivery to help identify and qualify JV opportunities, align partners on pursuit priorities, and ensure joint venture requirements are met so awarded work is set up for successful execution in federal environments. - Coordinate joint venture governance, including operating cadence, meeting documentation, decision tracking, and adherence to joint venture agreements. - Serve as a central point of coordination between QGS stakeholders and joint venture partners to align roles, responsibilities, communications, and deliverables. - Support compliance with SBA Mentor-Protégé and joint venture requirements and associated federal contracting expectations; partner with Legal/Compliance on documentation and recordkeeping. - Support capture and proposal teams by verifying joint venture eligibility, coordinating required partner inputs, and ensuring teaming documentation is current and consistent. - Partner with Business Development/Commercial Excellence to support the JV go-to-market approach, including opportunity sourcing, qualification, pipeline reviews, and pursuit prioritization with JV partners. - Support customer and partner engagement activities (industry days, matchmaking events, small business outreach, and teaming discussions) to expand the JV’s network and position the JV for upcoming opportunities. - Coordinate development and maintenance of JV capability materials (capability statements, past performance narratives, partner resumes, and differentiators) in collaboration with proposal teams, ensuring materials accurately reflect the JV structure and roles. - Coordinate startup and execution readiness for awarded work in partnership with Operations and Project Managers (e.g., project controls setup, partner onboarding, and compliance workflows). - Partner with Finance and Contracts to support compliant contract setup, invoicing coordination, and audit-ready documentation practices as required by the contract. - Track and report joint venture status, issues, and required actions to internal leadership and partner stakeholders; escalate risks early and drive resolution. - Facilitate lessons learned across joint venture pursuits and projects and help standardize repeatable processes for partnership execution. - Represent QGS in joint venture-related client meetings, teaming events, and partner engagements as needed. Qualifications - 10+ years of experience in program management with a strong focus on federal government relationships, including significant engagement with the Department of Energy. - Demonstrated experience supporting SBA Mentor-Protégé and/or small business joint venture structures, including partner coordination and compliance-related documentation. - Equivalent combination of education and significant field experience may be considered. - Proven ability to build and sustain professional relationships with senior-level government officials and internal stakeholders. - Experience working with construction and/or craft labor project management. - Exceptional interpersonal, communication, and leadership skills. - Experience in matrix organizations with functional oversight (Finance, Safety/Quality, HR, Compliance). - Strong knowledge of DOE operations, program expectations, and federal acquisition processes. - Ability to travel regularly to local partner sites, teaming events, conferences, and other locations as needed. - Bachelor’s degree in public administration, business, engineering, or a related field required (advanced degree preferred). - PMP or similar certification is a plus (PMP required within 12 months of hire). - Clearance: Ability to obtain and maintain a federal security clearance; background check required.
