Role Description This is a remote position. The Office of Information Services (OIS) is a shared service provider for the Oregon Health Authority (OHA) and Oregon Department of Human Services (ODHS). OIS provides the technology systems and services that support more than 18,000 OHA and ODHS agency staff at local offices and facilities around Oregon. These systems and services help the two agencies determine client service program eligibility; provide medical, housing, food, and job assistance; provide addiction, mental health, vocational and rehabilitative services; protect children, seniors and people with physical and/or developmental disabilities; process claims and benefits; manage provider licensing and Oregon hospital facilities; and promote and protect the Oregon public health. Senate Bill (SB) 972 requires OHA to transition the Oregon Health Insurance Marketplace (OHIM) from a state-based marketplace using the federal platform (SBM-FP) to a state-based marketplace (SBM) using its own technology in time for open enrollment for plan year 2027. Specifically, OHA is required to procure and administer an information technology platform or service and call center, separate from the federal platform and call center, to provide electronic access to the health insurance marketplace in this state by November 1, 2026. Qualifications - Bachelor of Science in Computer Science or Business Administration, or a related field (as determined by the AOC). - Preferred certifications: - Microsoft 365 Certified (i.e., MS-102, 900) - Microsoft Power BI Certified (i.e., PL-300) - Microsoft Power Platform Certified (i.e., PL-100, 400, 500, 600, 900) Requirements - Develop and deliver a shareable application for use by other judicial jurisdictions and/or entities. - Provide all necessary documentation and materials for: - Access, download, installation, system administration, implementation, configuration, application administration, and ongoing use of the application. - Documentation shall include: - Detailed setup instructions - System requirements - Dependencies - Configuration procedures - System architecture diagrams - Logical process flow diagrams - Workflow maps - Applicable licensing information - Provide comprehensive technical documentation for the complete solution and Operations Plan (Ops Plan), including: - Technical documentation of the complete solution - Logical schematics - Workflow process maps - Administrative maintenance procedures - Reporting maintenance procedures - Create comprehensive user guides and supporting documentation for all aspects of the solution, including: - Documentation of all pre-requisites for the solution - A checklist of all required software, dependencies, licenses, and supporting utilities - Recommended skillsets, roles, and technical competencies - Detailed troubleshooting procedures and support guidance - Prepare writing samples demonstrating proven experience in producing high-quality written deliverables. - Leverage existing Judiciary technologies, including Microsoft SharePoint, Power Apps, Power Automate, and Power BI licensing. - Access Judiciary networks and systems through a Virtual Private Network (VPN) using the resource’s own computer, laptop, and associated devices. Deliverables - Submit a draft of the following completed documents to the AOC for initial review by October 1, 2026: - Sharable Application: - Logical schematic of the complete solution/application in a Microsoft Visio document - Create a package of files (Github repository): data, application, and configuration instructions - Successful download, configuration, and testing of the package by a partner entity - Technical documentation & Operations Plan (Ops Plan): - Clear instructions and explanations for the prerequisites for licensing and skillsets - User instructions (i.e., report creation, maintenance, setup and configuration) - Three (3) user guides (i.e., system administrators, application administrators, end user’s manuals) Place of Performance - Work shall be performed 100% remote at a suitable off-site location selected by the Offeror/Offeror Resource(s). - The AOC reserves the right to determine an off-site location is not suitable. - The AOC reserves the right to regularly evaluate performance and withdraw remote privileges if necessary. - The AOC reserves the right to modify the allocation of onsite and remote work effort throughout the life of the Purchase Order. - If remote work is included, it may not be performed from a country other than the United States without prior approval.

Role Description The Tennessee Department of Health (TDH) is currently recruiting an Epidemiologist to assist in the coordination of communicable disease informatics related projects as a part of the Surveillance Systems and Informatics (SSI) Program within the Communicable and Environmental Disease and Emergency Preparedness (CEDEP) Division. This position will serve as an ELR Specialist for the SSI Program. The epidemiologist will support REDCap (Research Electronic Data Capture), Electronic Lab Reporting (ELR), and other SSI informatics projects and initiatives. As a member of the SSI Program, this individual will get exposure and experience in the use and development of interoperability standards, like HL7, and will have the opportunity to work on a wide range of informatics projects including system integration. - Complete ELR onboarding using HL7 2.5.1 standards - Provide input on and manage various production monitoring tasks including alerts, dashboard development and maintenance, and issue identification. - Complete investigation of ELR processing issues independently and identify proposed solutions. - Work collaboratively with Rhapsody developers to enhance existing routes or define new routes for ELR processing. - Assist with processing of laboratory data submitted via our alternate file format (i.e., flat file). - Coordinate routine and ad hoc management of standard interoperability vocabulary within the disease surveillance system. - Act as liaison to downstream users of ELR data within TDH and CEDEP. - Support other ELR maintenance tasks (e.g., parallel validation, LOINC code assignments, and production errors). Qualifications - Work experience with ELR onboarding and/or maintenance at a state or local health department, 1-3 years. - Work experience with Rhapsody or working to define specifications for Rhapsody developers, 1-3 years. - Experience writing statistical and analytical programming code in SAS, SQL, or R. - Excellent written and verbal communication skills. - Demonstrated ability to manage projects.
