Role Description The Program Officer (PO) for Global and U.S. Programs works closely with the Director, Global & US Programs and the Program Manager, providing technical, administrative, and managerial support to ensure the successful implementation of IYF. Under the supervision of the program director or manager, the PO supports the planning, execution, and monitoring of youth-focused programs in national and international portfolios, as well as report writing, while maintaining close coordination with partners and stakeholders. The PO contributes to program quality by coordinating logistics, providing support on contracts and consultancies, collecting and analyzing data, and ensuring timely and accurate reporting in English and, where possible, in Spanish or other relevant languages. The position requires strong organizational skills, attention to detail, and the ability to manage multiple tasks simultaneously in a collaborative environment. Qualifications - Bachelor’s degree in a relevant field (Education, Social Sciences, Economics, Public Policy, or related). - Minimum of 3–4 years of relevant experience in program implementation, youth development, workforce development, education, PYD and/or CYD approaches, and technical and vocational education and training (TVET) programs. - Experience working with international or multi-country programs preferred. - Strong written and verbal communication skills in English; Spanish or other relevant languages preferred. - Proficiency in Microsoft Office and collaboration tools (Word, Excel, Outlook, SharePoint, Teams, PowerPoint), Salesforce or other Customer Relationship Management systems are preferred. Requirements - Strong organizational, administrative, and program management skills with attention to detail. - Ability to work independently while collaborating with a multi-cultural team. - Experience supporting the implementation of donor-funded development programs. - Ability to identify problems in a timely manner, and advanced critical thinking and problem-solving skills. - A strong interest in diversity, equity, and inclusion, youth development, and knowledge of or experience working with individuals with learning disabilities is a plus. - Ability to manage multiple priorities and deadlines in a remote, cross-cultural environment. - Knowledge of, or experience with, programs that support youth employment, youth leadership, youth agency, education/training, and/or social services in the United States preferred. - Availability to travel up to 10% domestically, with occasional international travel. • Edit existing video content related to AI, the workforce, and youth for external audiences • Create original video content capturing personal reflections on AI, as well as perspectives from peers • Conduct desk research and interviews to develop reports on trends in AI for career development • Manage administrative tasks for no more than 25% of total time

• Conduct research on policies and the political landscape related to youth, the labor market, and education within the U.S. government, with a particular focus on the State Department, Congress, and funding cycles. • Prepare a weekly policy monitoring report summarizing key hearings, legislation, and funding signals relevant to international youth development and the labor market. • Monitor and track funding opportunities from U.S. government agencies, multilateral institutions (including the World Bank Group), and foundations; maintain a record of ongoing projects. • Support business development and public-private partnerships through research, opportunity analysis, and contributions to proposals. • Manage internal knowledge systems by organizing policy materials and updating dashboards that track policies, funding, and partnerships.
• Ensure project adherence to donor rules and regulations, as well as to IYF internal policies/procedures governing project and award management. • Build staff knowledge and capacities to understand and comply with applicable donor requirements and award terms and conditions. • Work closely with program teams, Country Office leadership, and donor representatives to manage award agreements for assigned projects, and to achieve outcomes in accordance with donor expectations and regulations. • Lead efforts in monitoring of award budgets and budget realignments, partner agreements and subawards, grants and contracts, and associated compliance and risk matrices, ensuring timely deliverables within project scope and budget. • May be assigned budget management responsibility for select projects. • Ensure IYF’s systems, processes and capacities related to award management reflect industry best practices and support the organization’s successful management of awards from bilateral and multilateral donor agencies, foundations, and local and multi-national corporations. • Coordinate closely with finance and accounting teams to ensure accuracy and coherence between programmatic and financial reports to ensure alignment with broader institutional relationship. • Oversee the contracts process in BD proposal cycle to help IYF position for new opportunities. Specific roles include leading the compliance reviews of proposals, solicitation to comply with IYF guidelines, partner diligence and collaboration with proposal teams from compliance lens. • Communicate effectively and collaboratively with donors, partners, relevant government authorities, and/or other stakeholders on program specific requirements. • Supervision: Directly supervise an Award Officer serving all geographic regions and thematic areas. Responsible for staff mentoring, performance management and professional development. Perform other duties as assigned.
• To lead the Awards Management function of IYF’s headquarters, supporting a global team of project leads to deliver results and achieve impact. • Oversee and directly support a portfolio of funder agreements across IYF’s geographic footprint, ensuring compliance with donor requirements and with IYF’s standards for resource stewardship. • Drive the continuous improvement of IYF’s Awards Management processes and capacities, collaborating closely with business development, marketing and communications, finance and administration, and programming teams worldwide. • Ensure IYF’s systems, processes, tools and capacities related to project management reflect industry best practices. • Manage award agreements for assigned projects, to achieve outputs and outcomes in accordance with donor expectations and regulations. • Lead or support the development and monitoring of project work plans, award budgets and budget realignments, partner agreements and subawards, ensuring timely deliverables within project scope and budget. • Ensure project adherence to donor rules and regulations, as well as to IYF internal policies/procedures governing project and award management. • Responsible for review and submission of programmatic reports to donors, partners, and other stakeholders. • Promote and facilitate sharing of good practices and learning within and between project teams regarding programming and project management discipline. • Participate in BD proposal cycle to help IYF position for new opportunities.
• Create content across digital and select non-digital formats, and repurpose it across email, social media, web, and other channels as needed. • Maintain and regularly update IYF’s website, ensuring content is accurate, timely, accessible, and aligned with brand and messaging standards. • Identify and execute incremental improvements to the website that enhance clarity, engagement, and conversion. • Manage social media publishing cadence across priority platforms, including content planning, scheduling, and posting. • Monitor and report on social performance and engagement metrics, using insights to refine content and cadence. • Partner closely with the Lifecycle Marketing Manager to develop campaign content that supports nurture journeys, fundraising efforts, and partner engagement. • Support email and campaign content creation, including drafting copy, adapting messaging for different audiences, and coordinating with marketing operations. • Produce light design and video editing work (e.g., simple graphics, short videos, basic layout), leveraging contractors or external partners for more complex creative needs. • Ensure consistency of voice, tone, and brand across all channels. • Perform other duties as requested.
• Own lead intake, lifecycle stage management, and audience segmentation across all inbound and outbound marketing efforts. • Design, build, and optimize nurture journeys for key audiences, including corporate funders and foundations. • Lead email marketing strategy beyond newsletter production, including automated campaigns, targeted sends, and behavior-based communications. • Build and maintain marketing automation workflows, lead scoring models, and lifecycle automation in alignment with marketing and business development priorities. • Own day-to-day marketing automation operations, including data hygiene, list management, campaign setup, QA, and documentation. • Produce regular performance reporting on funnel health, engagement, and conversion to support decision-making by Marketing and Business Development. • Collaborate with Business Development and Programs teams to align lifecycle messaging with relationship stage and revenue goals. • Identify opportunities to improve conversion, engagement, and retention through testing, iteration, and optimization. • Perform other duties as requested.
