Role Description Please note: This role is contingent upon contract award. While it is not an immediate opening, we are actively conducting interviews and extending offers in anticipation of the award. ICF is seeking a Senior Product Owner to lead product vision, roadmap development, and delivery alignment for a complex federal ServiceNow program. This role supports multiple workstreams and serves as the primary connector between mission stakeholders, delivery teams, and technical leads to ensure that priorities are clearly defined, sequenced, and delivered with discipline. The ideal candidate brings a strong product mindset, deep Agile delivery experience, and enough business analysis fluency to help shape requirements, refine scope, and keep work moving from concept through release. You will partner closely with stakeholders to translate mission needs into epics, features, user stories, acceptance criteria, and roadmap decisions that support a scalable, out-of-the-box-first ServiceNow environment. What You Will Do - Communicate the product vision, integrated roadmap, and prioritization approach for ServiceNow capabilities and workstreams. - Translate stakeholder needs, mission objectives, and user feedback into measurable product outcomes, epics, features, roadmap priorities, and release objectives. - Lead product discovery, requirements elicitation, refinement, and prioritization sessions with business and technical stakeholders. - Define and maintain epics and features, and ensure user stories, acceptance criteria, and supporting documentation are sufficiently refined for delivery. - Facilitate product-priority decisions by balancing mission value, user impact, technical feasibility, risk, dependencies, and long-term sustainment. - Partner with architects, developers, testers, business analysts, and operational leads to ensure proposed capabilities are feasible, testable, and aligned with intended product outcomes. - Ensure the backlog is prioritized and sufficiently refined for sprint planning, and coordinate product decisions affecting releases and cross-workstream dependencies. - Evaluate proposed enhancements against out-of-the-box ServiceNow functionality, platform standards, upgradeability, and sustainment objectives. - Monitor delivery progress against roadmap priorities and escalate risks, blockers, dependencies, and decisions that may affect product value or scope. - Collaborate with stakeholders on user acceptance testing, change readiness, communications, release planning, and adoption. - Support governance activities that protect platform health, scalability, upgradeability, and long-term sustainment. Qualifications - Must be a U.S. citizen and possess an active Secret security clearance, as required by the federal contract. - Bachelor’s degree in business, information systems, computer science, public administration, or a related field. - 6+ years of experience in product ownership, product management, business analysis, or related Agile delivery roles. - 3+ years of experience supporting ServiceNow or a comparable enterprise workflow platform. Candidates without direct ServiceNow experience must demonstrate transferable experience in workflow configuration, service-management processes, and platform-based modernization. Requirements - 6+ years of experience translating mission and user needs into epics, features, prioritized outcomes, and delivery-ready artifacts. - Experience collaborating with architects, developers, testers, and business analysts, operational leads, and mission stakeholders across multiple workstreams. - Experience using Agile delivery and collaboration tools such as ServiceNow Agile Development, Jira and Confluence, or similar tools. - Experience supporting ServiceNow ITSM, CSM, HRSD, ITOM, ITAM, App Engine, or related modules. - Strong understanding of Agile delivery methods such as Scrum or Kanban. - Experience writing user stories, acceptance criteria, process flows, and other requirements documentation. - Demonstrated experience owning or shaping product vision, roadmap, and backlog prioritization in a complex multi-workstream environment. - Familiarity with ServiceNow configuration, workflow automation, integrations, release governance, and out-of-the-box first implementation practices. - Experience supporting enterprise modernization, platform rationalization, or shared services transformation, or product consolidation. - Experience defining product outcomes, success measures, or performance indicators. - Experience applying value, risk, dependencies, user impact, and effort to product-prioritization decisions. - Familiarity with SAFe or other scaled Agile delivery models. - Familiarity with process modeling tools such as Visio or Lucidchart. - Experience mentoring analysts or junior product owners. - Prior experience in a federal contracting environment.
