Ibility is looking for a Junior Organizational Change Management Consultant with knowledge and experience with change management solutions to address the human factors affecting a large federal agency’s ability to reach its strategic objectives. This role involves applying tools and frameworks to support improved client future-state organizational design and alignment. Travel requirement: Selected candidates must be able to travel infrequently across the continental USA. No travel is planned at this time, but should travel be scheduled, each site visit would be approximately 3 days long. Position Overview: Ibility is looking for a PMO Scheduler with knowledge and experience in Integrated Project Schedules (IPS) to support the Department of Veterans Affairs (VA) with their Momentum Financials implementation. This role is responsible for transforming complex, multi-vendor workstreams into a cohesive, authoritative roadmap that ensures the timely delivery of capabilities to VA. The role is critical in maintaining transparency for internal and external stakeholders, providing the "single source of truth" for all program milestones and dependencies. We are seeking candidates for a hybrid-location role in Arlington, VA or for full-time remote work. Key Responsibilities - Integrated Project Schedules (IPS): Develop and update structured, top-down Integrated Project Schedules that support financial controls and measurable progress tracking for specific program modules. - IPS Development: Build and maintain a robust, IPS that merges inputs from the System Integrator (SI), ID&C vendor, and business customers. - Dependency Management: Map and manage complex interdependencies across a deployment wave, ensuring task sequencing, owners, and durations are accurately reflected and aligned with Lean management principles. - Critical Path & Variance Analysis: Conduct weekly performance analysis to identify the Critical Path. Project Background: This position supports the Supportive Services for Veteran Families (SSVF) Program within the Veterans Health Administration (VHA). The SSVF program provides critical housing stability services to Veterans and their families who are homeless or at risk of homelessness. Through grants to community organizations, the program delivers rapid rehousing, homelessness prevention, and supportive services that allow Veterans to maintain stable housing and rebuild their lives Ibility supports the Department of Veterans Affairs in ensuring that SSVF grantees operate effectively, comply with program requirements, and deliver meaningful outcomes for Veterans and their families This role goes beyond a traditional audit function. Our team performs investigative analysis, program evaluation, and financial, compliance, and operational reviews to ensure the program is operating as intended and that Veterans are receiving the highest quality support possible This role requires the ability to travel one to two weeks per month to perform onsite activities Team Expectations: The SSVF program is a mission-driven effort supporting Veterans experiencing housing instability. Role Description Ibility is seeking a Business Intelligence (BI) Testing Analyst to support the implementation of Momentum for the Department of Veterans Affairs (VA). The ideal candidate will have a proven track record supporting Momentum and Financial Reporting testing and implementation activities in large ERP programs for a federal agency. The BI Testing Analyst will support the BI Test Lead and the program by performing testing activities including but not limited to: - SQL - DAX - Data lineage validation - Cross-system reconciliation - ETL flow checks The analyst will develop and execute automated BI validations for at least 50% of assigned scripts using Power BI automation tooling. The analyst will also support 100% requirements traceability along with testing and managing dashboards and reports to ensure Section 508 compliance. The ideal candidate will be a self-starter who can work independently and as a part of a team and has experience in taking ownership of work assignments and project schedules. Role Description Ibility is seeking an experienced Senior Momentum Data Conversion Tester to support the implementation of Momentum for the Department of Veterans Affairs (VA). The ideal candidate will have a proven track record of experience supporting Momentum testing and data conversion activities in large federal ERP programs in a federal agency. The Senior Momentum Data Conversion Tester will support the Data Conversion Test Lead and the program by leading supporting conversion testing activities for an implementation release as part of the overall program. This will include: - Testing ETL logic - Validating conversion loads - Supporting cutover readiness with mock conversions The tester will conduct deep data conversion validation including: - Source to target mapping - Data profile and cleansing - Validation of transformation rules - Interface file format testing The tester will develop and execute automated scripts to compare pre/post conversion datasets and lead mock conversions, verifying financial reporting accuracy and viability post-load. The Senior Momentum Data Conversion Tester will be a self-starter who can work independently and as a part of a team and has experience in taking ownership of work assignments and project schedules.
