Description Expert business analyst and facilitator responsible for analyzing business processes, identifying improvement opportunities, and guiding discussions that lead to solutions aligned with organizational goals. The role gathers and documents requirements, collaborates with stakeholders, supports successful project implementation, and acts as a liaison between business units and technical teams throughout the project lifecycle. Key Responsibilities: - Analyze business processes and document requirements, including process flows, use cases, and functional specifications. - Facilitate cross-functional collaboration and support policy and operational alignment. - Support Agile adoption, governance, retrospectives, backlog prioritization, and sprint planning. - Lead process improvement, reengineering, workflow optimization, and implementation planning. - Support operational readiness, user acceptance testing, deployment readiness, and postproduction activities. - Develop and track KPIs, dashboards, workload and performance metrics, and data-driven recommendations. Requirements Experience: Minimum 8 years of experience as a business analyst or SME, including at least 5 years supporting federal programs in process optimization, requirements analysis, and system integration with a focus on immigration. Certification: Certified Business Analysis Professional (CBAP), Agile Certified Practitioner (PMI-ACP), or equivalent. Skills/Competencies: Expertise in requirements gathering, process mapping, and workflow optimization; strong understanding of Agile methodologies, testing, and system deployment; ability to translate complex technical concepts into actionable business solutions: 5 years of experience with immigration policy, exposure to agencies and offices in the immigration ecosystem, and DHS systems used for identity management and immigration status verification. Education: Bachelor’s degree in Business, Information Systems, or related field. Work Location: Camp Springs, MD; Remote locations as authorized under USCIS telework policies Clearance: Must be a U.S. citizen and comply with all DHS and USCIS security requirements, including completion of background investigations and adherence to access restrictions. Senior Business Analyst – Medicaid Data Warehouse & MMIS Reporting Location: Remote Type: Full-Time Role Summary We are seeking a Senior Business Analyst with strong Medicaid data domain expertise to support the transition, stabilization, and enhancement of a Medicaid Data Warehouse (MDW) This role is critical to bridging business, data, and technical teams, with a focus on: - Understanding Medicaid claims, encounters, eligibility, and provider data - Performing data analysis, mapping, and impact assessments - Supporting system implementations, transitions, and reporting modernization The ideal candidate brings a combination of hands-on data analysis, Medicaid program knowledge, and experience in Medicaid Data Warehouse systems or supporting large-scale system implementations or transitions. Key Responsibilities 1. Medicaid Data Analysis & Mapping - Analyze Medicaid data domains including claims, encounters, eligibility, provider, and reference data - Develop and validate source-to-target mappings across upstream systems (e.g., MCO submissions, MMIS, vendor systems) and the MDW - Perform data profiling, reconciliation, and validation to ensure accuracy and completeness - Support definition of business rules, transformations, and derived metrics 2. MMIS Reporting & Data Warehouse Support - Support ongoing operations of the Medicaid Data Warehouse and reporting platforms (e.g., Cognos) - Partner with stakeholders to define and refine reporting requirements and data models - Assist in improving data accessibility, usability, and performance 3. System Implementation & Transition Support - Support transition/takeover activities from vendor systems, including knowledge transfer and gap analysis - Participate in system implementation lifecycle activities: - Requirements gathering - Functional and data analysis - UAT support (validation of reports and data outputs) - Collaborate with technical teams to ensure accurate translation of business requirements into data solutions 4.
