• Lead the planning, execution, and delivery of complex technical and data-centric initiatives, ensuring projects remain aligned with scope, schedule, budget, contractual requirements, and organizational priorities. • Coordinate and lead multidisciplinary teams including Data Engineers, Business Analysts, Analytics Engineers, Data Scientists, developers, and other technical specialists to deliver high-quality solutions. • Serve as a primary point of contact between client stakeholders, technical teams, and program leadership, facilitating communication, issue resolution, decision-making, and alignment across competing priorities. • Manage project plans, schedules, resource allocation, risks, dependencies, action items, and other project management artifacts required to support successful delivery. • Facilitate Agile delivery activities, including sprint planning, backlog refinement, daily standups, sprint reviews, and retrospectives. • Collaborate with technical teams supporting data pipelines, ETL processes, data integration, data warehousing, data quality initiatives, analytics, and business intelligence solutions. • Support onboarding, training, operational rollout, and sustainment activities while driving continuous improvement in project delivery, operational efficiency, and customer satisfaction. • Communicate project status, accomplishments, risks, and recommendations to both technical and non-technical audiences, translating complex concepts into actionable information.

• Participate as a key member of an Agile team, contributing to the full software development lifecycle including requirements gathering, architecture, design, development, testing, and deployment • Lead the design, development, testing, and deployment of enterprise application releases • Manage and coordinate daily development activities to ensure timely, high-quality delivery of mission-critical systems • Oversee Operations & Maintenance (O&M) activities, including defect resolution, enhancements, system updates, and performance improvements • Lead release planning, execution, and deployment activities across UAT and production environments • Ensure applications meet IRS testing procedures and performance validation requirements • Serve as the primary technical liaison to Government Program Managers, stakeholders, and executive leadership • Ensure solutions adhere to federal compliance, security, and architectural standards • Provide technical oversight and mentor junior developers, promoting best practices in coding, testing, and DevOps • Support continuous improvement initiatives, including process optimization, automation, and system scalability

• Pre-processing - Demonstrate the skills and experience to collect, clean, and prepare data sets for input into a computational model using Python • Strong candidates will explain various methods you have applied using common pre-processing functions such as stop word removal, stemming, lemmatization, and tokenization • Feature Engineering and Attribute Evaluation - Candidate must demonstrate experience with NLP feature engineering methods such as TF-IDF, word2vec, GloVe, and FastText identifying the key determinants for modeling that exist in the business process and within existing data sets as well as selecting evaluation protocols (model techniques) • Modeling - Candidates will have practiced skills and experience selecting classification modeling techniques to fit the business problem. Examples will include techniques such as machine learning (ML) supervised and unsupervised learning, regression, neural networks and deep learning, natural language processing, etc. • Validation - Strong candidates will describe their experience with investigating, reporting, and justifying model results • Visualization- Experience in presenting the results of their modeling activities, depicting the insights realized, and explaining the relevance of their results to the organization’s business challenges

• Support the development and refinement of Analytica’s visual identity and overall brand aesthetic • Design and update marketing collateral, including one-pagers, slide templates, fact sheets, infographics, and proposal graphics • Create social media graphics and short motion assets, such as simple animations, animated charts, and short clips • Assist with basic video and motion design, including light video editing, title cards, transitions, and simple motion graphics • Produce visual elements for internal and external communications, including presentations, reports, and web-ready materials • Apply brand guidelines consistently while contributing fresh, creative design ideas • Collaborate with communications, business development, and project teams to translate complex ideas into clear, compelling visuals • Assist with organizing and maintaining brand and design assets, including templates, icons, and color palettes

• Develop and maintain clinical and business performance measures aligned with DHA/MHS priorities • Maintain and update assigned measures within the centralized Measure Library, ensuring consistency and adherence to governance standards • Define measure specifications, methodologies, and calculation logic • Identify appropriate data sources, benchmarks, and thresholds using evidence-based practices • Analyze performance metrics to identify trends and improvement opportunities • Produce process and outcome measures and support leadership reporting needs • Support development and refinement of performance measures and analytics outputs to inform decision-making • Apply data science techniques to analyze data and support predictive insights • Identify opportunities to incorporate AI/ML capabilities where applicable • Collaborate with cross-functional stakeholders and support working groups • Prepare briefings, reports, and presentations for leadership • Provide guidance on metrics interpretation and analytics outputs • Engage with stakeholders to capture requirements and define new or updated performance measures • Research and evaluate data sources; design methodologies for measure calculation and validation • Author and maintain Interface Control Documents (ICDs) and detailed specifications; obtain stakeholder approval and coordinate handoff to Data Operations for implementation • Update and govern measure artifacts within the Measure Library to support transition to Data-as-a-Product frameworks

• Design, develop, and maintain ETL/ELT data pipelines supporting enterprise data platforms. • Implement and enhance data ingestion, transformation, and integration processes using SQL and modern programming languages. • Design and implement automated data quality and validation checks (e.g., schema integrity, completeness, freshness, volume). • Embed data validation and testing logic directly into data pipelines and CI/CD workflows. • Refactor and modernize existing data pipelines to improve reliability, performance, and maintainability. • Collaborate with technical leads, architects, and engineering teams to define and promote standard data engineering and quality practices. • Support deployment, monitoring, and troubleshooting of data pipelines across development, test, and production environments. • Contribute to technical documentation, runbooks, and reusable components to improve team efficiency and consistency. • Participate in design and code reviews with a focus on sustainability, automation, and operational excellence.

• Oversee day-to-day system operations to ensure high levels of reliability, security, availability, and user satisfaction across enterprise applications • Lead performance optimization efforts, including bug fixes, patching, certificate management, and implementation of minor system enhancements • Manage and prioritize system-related incidents, including triage, escalation, troubleshooting, resolution, and completion of Root Cause Analysis (RCA) • Oversee Tier 1 Helpdesk operations, serving as the primary interface for customer technical support requests • Coordinate escalation across Tier 1, Tier 2, and Tier 3 support teams to ensure timely and effective issue resolution • Collaborate with technical teams and stakeholders to identify and resolve operational issues related to AI-driven automation, including workflow disruptions and data dependencies • Support and expand automation within helpdesk and operational processes, including automating routine support tasks such as troubleshooting, status updates, and user management workflows • Act as the primary operational liaison between technical teams and business stakeholders, ensuring clear communication during incidents, releases, and system updates • Support continuous improvement initiatives to enhance system performance, user experience, and operational efficiency

• Conduct research across a wide variety of policy, regulatory, and coverage areas to identify potential risks and vulnerabilities within federal healthcare programs • Assess program risks and contribute to the development of mitigation strategies to address fraud, waste, and abuse vulnerabilities • Documenting findings and preparing materials for stakeholder review • Collaborate with team members and client stakeholders to analyze vulnerabilities affecting program integrity • Develop clear, concise, and well-structured research reports, briefings, and presentations using Microsoft Office tools • Present research findings and recommendations to client leadership and program teams • Maintain documentation of vulnerability assessments, risk evaluations, and mitigation activities • Work closely with both client and Analytica managers to support ongoing program integrity initiatives • Participate in team meetings and contribute to daily client-facing activities

• Analyze structured and unstructured datasets from multiple Military Health System (MHS) data sources to support operational and strategic decision-making • Develop, maintain, and enhance dashboards and data visualizations using Power BI or Tableau • Collaborate with stakeholders and subject matter experts to understand business requirements and translate them into data-driven insights • Perform data validation, quality checks, and troubleshooting to ensure data accuracy and reliability • Support recurring reporting requirements and respond to ad-hoc data requests from DHA leadership • Utilize SQL, SAS, Python, or similar tools to extract, manipulate, and analyze healthcare and operational data • Communicate analytical findings clearly to both technical and non-technical audiences • Document data processes, methodologies, and reporting procedures • Participate in regular client meetings and provide analytical support to ongoing program initiatives • Support continuous improvement efforts related to data analysis, reporting, and visualization processes
