• Provide Technical Leadership and Oversight across the Data Analytics and Enabling Tools domain, including Data Science, Electronic Health Records (EHR) Data Enablers, Data Analytics and Health Data and Informatics (HDI) • Serve as the Technical Lead accountable for integration of Analytics and Enabling Tools across MHS GENESIS • Guide execution in alignment with DHMSM governance and DHA priorities • Ensure technical and functional readiness for Preliminary Design Reviews (PDR), Critical Design Reviews (CDR), Operational Readiness Reviews (ORR) and Fielding Decision Reviews (FDR) • Oversee inputs to gate reviews, ensuring completeness, accuracy, and alignment with DHMSM expectations • Participate in Program Reviews, Integrated Baseline Reviews (IBRs), Risk & Opportunity Management Boards (ROMBs), and other DHMSM governance forums • Maintain functional responsibility for financial oversight across assigned domains • Provide functional support, including Staffing Forecasts, Variance Analysis and Estimates at Completion (EACs) • Support Integrated Master Schedule (IMS) development and functional resource planning • Monitor cost, schedule, and performance risks and support corrective action planning • Identify staffing needs and coordinate resourcing strategies with program leadership
Job Requirements
- U.S. Citizen with an ACTIVE ADP IT-II Public Trust Clearance (Tier 3 investigation required)
- Bachelor’s degree with 12–15 years of relevant experience, or Master’s degree with 10–13 years of relevant experience
- Demonstrated leadership experience within federal healthcare or MHS environments
- Prior experience supporting DHA, DHMSM, DoW, VA, or MHS GENESIS programs
- Hands-on experience with Oracle Health (Cerner) product suites
- Proven ability to lead and integrate multi-disciplinary teams in highly governed environments
- Experience facilitating data analysis and design sessions
- Strong executive communication skills, including presenting to senior DHA and DoW stakeholders.
