Senior Analyst, Procurement

Our team solves tough, meaningful problems that create a safer, more secure world. - Prepare and issue RFQs/RFPs (requests for quote/requests for proposal) - Review quotes/proposals and analyze results - Review drawings, specifications, and purchase history to determine sourcing strategy - Manage proposal and quotation activities, documentation, and compliance packages - Lead supplier negotiations on price, schedule, and terms & conditions - Ensure compliance with FAR/DFARS, RTX terms, and export/import regulations - Review Statements of Work (SOWs) and develop PIAs/NDAs - Identify, qualify, and perform due diligence on suppliers; seek alternates as needed - Conduct cost, price, and best-value analysis to support sourcing decisions - Oversee post-award supplier performance in alignment with business unit directives - Drive supplier engagement to meet critical program milestones - Balance strategic planning with daily tactical execution - Collaborate cross-functionally with EXIM, Legal, and senior leadership Qualifications - This role typically requires a bachelor’s degree and a minimum of 2 years relevant experience or an advanced degree in a related field - Experience with and knowledge of DoD procurement/subcontract compliance with Public Laws, Policies, Federal Acquisition Regulations (FAR/DFAR), and ITAR to include experience negotiating terms and conditions - Knowledge of SAP procurement software tools, such as PRISM and APEX - The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance Requirements - Ability to obtain a Top-Secret clearance with Poly - At least 2 years’ experience with purchase order management, including documentation, and contract negotiation experience with internal, across the businesses; external with suppliers - Experience with supplier negotiations (price, schedules and terms & conditions) with the proficiency to perform and comprehend price analyses, source selection/justification - Proficient in RTX' supply chain systems and SAP PRISM purchasing tools - Skilled at engaging senior management, cross-functional teams, and program leaders on key business matters - Strong communicator with excellent time management, adaptability, and leadership presence - Able to make timely decisions, manage multiple priorities, and perform in a fast-paced, dynamic environment - Experienced in negotiating terms and conditions, with the ability to coach others in developing negotiation skills - Ability to manage multiple priorities, facilitate cross-functional discussions, negotiate best price and delivery, and develop lasting relationships with the supply base - Preferred location CO, VA, TX Benefits - Medical, dental, vision, life insurance - Short-term disability, long-term disability - 401(k) match - Flexible spending accounts - Flexible work schedules - Employee assistance program - Employee Scholar Program - Parental leave - Paid time off and holidays

Role Description Glass Roots Construction (GRC) is seeking a strategic and results-driven VP of Procurement to own and scale our national supply chain and procurement operations. This role is critical to optimizing our cost structure and driving our bottom line. It is for a seasoned executive who has built procurement functions from the ground up and is ready to lead the next phase: - Transforming spend consolidation - Executing high-stakes negotiations - Ensuring a resilient supply chain Working directly with executive leadership, you will set the operating standards, design the systems, and build the team that executes our procurement strategy accurately, efficiently, and at scale. This position reports to the CP&PO and offers an opportunity to join a strong, collaborative team at an early stage of growth, gain valuable experience, and contribute to the continued expansion of GRC.
