Role Description The Refugee Health Program Officer (RH-PO) position supports the operations of USCRI’s Refugee Health Services (RHS) Division and the administration of the Medical Replacement Designee model for the state of Missouri, funded by the Office of Refugee Resettlement (ORR). This position is a 50/50 split between the Refugee Medical Assistance (RMA) and Refugee Health Promotion (RHP) programs. - Develop and administer RHP in resettlement cities across Missouri. - Coordinate fiscal aspects and support programmatic components. - Oversee subcontracting of funding to local resettlement providers and community-based organizations. - Review program proposals, coordinate subcontracts, develop and track budgets, process invoices, and provide programmatic oversight. - Oversee the Refugee Medical Assistance (RMA) program. - Ensure healthcare access for covered enrollees; quality assurance; partnership development; and stakeholder engagement. - Eligibility determination for program enrollment; coordinate with local implementation partners; provide training and technical assistance support; manage data. This position is remote and limited to those who reside in Missouri. Qualifications - Bachelor’s degree in related field (international affairs, public/global health, healthcare administration, or social services); Master’s degree preferred. - Three years of demonstrated experience in programmatic and fiscal oversight, operations, training, administration, and contracting. - Experience in the oversight of subcontractors required. - Experience in budgeting, forecasting, and contract management. - Experience working with health and human service organizations. - Working knowledge of the overall refugee resettlement process. - Demonstrated track record of cultural humility and experience working with international populations. - Excellent written and interpersonal communication skills. - Strong skillset in MS Word, MS Excel, MS PowerPoint, and Adobe; preferred skillset in MS Access. - Self-starter with the ability to work well in a team, juggle multiple priorities, and meet regular deadlines. - Strong attention to detail; must be highly flexible. - Demonstrated support of USCRI’s values.
