Program Construction Manager

Leidos

• Oversee all the construction managers and construction activities for the program at all ASC stations. • Coordinate site support with other ASC functional areas, Operations, and subcontractors as needed in the project planning stages. • Oversee execution of subcontracted construction activities to ensure delivery of those scopes of work in compliance with specifications, schedules, quality, and other project requirements. • Supervise ASC construction staff of Construction Managers and ensure they are trained and following process and procedures. • Interface directly with project managers to coordinate field schedules, resolve issues, and lead/support negotiations for change orders. • Collaborate in the development and review of upcoming construction efforts. • Ensure subcontractors perform according to design, safety, and quality aspects called out in the construction execution plans and contracts.

Job Requirements

  • A bachelor’s degree with at least 8+ years of relevant experience is required.
  • 6+ years of construction supervision experience.
  • Experience executing construction projects in remote and logistically challenging locations.
  • Experience managing field crews and coordinating multiple subcontractors simultaneously.
  • Experience supervising trades employees, project construction schedule development, and project cost estimating/validation is required.
  • Experience managing field changes, quality control inspections, final punch lists, progress reporting, and other activities supporting final completion.
  • At least 5 years’ experience in procurement and subcontracts management to include: various contracting types, negotiations, development of SOW’s, RFI’s, and RFP’s, and selection of vendors.

Role Description The Senior Program Manager / Chief of Staff will serve as the operational and strategic backbone of Beale's Public Policy & Public Affairs team. This role partners directly with the SVP of Policy & Public Affairs to drive team priorities, lead major cross-functional initiatives, and ensure seamless coordination across policy, public affairs, communications, and community engagement functions. This is an equal parts strategic and executional role — you'll be a trusted thought partner to the SVP while building and running the systems that make the team faster, more aligned, and more effective. You understand how complex public approval processes work, how to manage diverse internal and external stakeholders, and how to keep high-stakes workstreams on track in a fast-paced environment. Role Description The Missouri Refugee Health & Wellness Program Officer position is a part of the Missouri Refugee Health Services Office initiative to build mental/behavioral health capacity in the state of Missouri. This position will work closely with the State Refugee Health Coordinator and the Refugee Health Promotion Program Officer to build mental health capacity within mainstream mental health organizations and collect/develop health resources for service providers to address service delivery gaps in the state of Missouri. This position will also aid existing team members by enhancing efforts to expand access to client-centered, culturally affirming, trauma-informed, and evidence-based refugee physical and mental health services within current mainstream and refugee-serving infrastructures in Missouri. A big focus of this position is to engage mainstream mental health, domestic violence, and other healthcare organizations and to build capacity in the field of refugee health—building partnerships and connections among community partners at state and local levels to bridge gaps, creating seamless pathways for refugee physical and mental health services. The Refugee Health & Wellness Program Officer will: - Design, implement, facilitate, and evaluate statewide capacity building initiatives for refugee health and mental health through collaborative partnerships with local communities. - Use community mapping to assist in establishing and/or enhancing local refugee health and mental health coalitions. - Work with each coalition to creatively guide the development of enhanced refugee health and/or mental health service provision. This is a remote-based position in MO and will report to the State Refugee Health Coordinator (SRHC).
